This paper introduced the application of latent semantic indexing in the field of information retrieval, and presented three ways to calculate the lexical item weighting, and then analyzed the role of Singular Value Decomposition (SVD) in capturing the important information of matrix, and showed how the reduced-rank approximation of item-document matrix simulated the psychological process of human when understanding the meanings of sentences. Through the comparison of the searching algorithm of Vector Space Model (VSM) and LSI, and the case of text mining of a term-document matrix, it indicated how LSI worked in analyzing the connection between documents.

Massive Open Online Course (MOOC) has begun to take shape since its creation. As the international tide swept China, China’s MOOC momentum has been unstoppable, showing a subversive influence on the whole education. This paper briefly introduced the meaning and development history of MOOC. Through the analysis on the role definition of university library in the environment of MOOC, it discussed the possible innovation service pattern of university library. Based on the SWOT analysis, it gave the countermeasures and the suggestions to the library and librarians about how to truly embed MOOC core work.

With the increasing of literature data, library can only choose to keep some books under the resource constraints. In view of the problems about the reliability and scientificity of library collection and literature selection, a selection method based on two-factor theory was proposed. On the basis of analyzing the necessity of library collection selection, the selection process and key steps of library collection were given. Moreover, the two-factor theory in management science was used to propose a new method for the scientific collection of library books. According to the analysis of health factors and incentive factors, form the content and subject, the academic content and the author and publisher, the library literature selection to meet the basic needs and requirements of readers were analyzed.

Through the introduction on the main functions of WiseSearch database, this paper summarized the characteristics and advantages of this database, and compared it with the traditional ways, other newspaper databases and network resource. On the basis of the application in National Library of China, it pointed out this database’s practical application value and shortcomings to provide reference for librarians to carry out daily consulting service.

Document resource construction has played a fundamental role in the construction of public library. While readers accept the service of library and library service primarily points readers to read the information, the access to information has become the key content needed to improve in library service system. Especially now in the era of information technology, public libraries generally apply computer network technology to provide readers with service, not only for improving the quality of library service, but also improving the service efficiency. However, library service system is a systematic operation with variety of activities starting in the environment of network, which can provide high-quality literature information service for readers. In order to achieve the intelligent management of library, librarian should improve the operational capacity and maintenance work of information equipment, and build the public library service system under the new environment. In this paper, the construction of document resource in public library service system was discussed.

According to the characteristics of pictures and the construction practice of picture database in Library of Hebei University of Architecture, this paper introduced the steps of database construction, including platform construction, picture capture and storage, classification and indexing, acceptance and release and service model from the background, demand and principle of database construction, and put forward some problems that should be paid attention, such as protection of intellectual property rights, personnel quality, user management and data updating.

Characteristic database construction is an important part of literature resource construction in library. This paper analyzed the construction background, necessity and target of Millennium Ancient County Characteristic Database in Hebei province, and then according to the construction requirements, proposed the framework of characteristic database construction. Its necessity and meaning mainly reflected in six aspects: preserving and inheriting cultural heritage, promoting academic research, serving local construction, demonstrating characteristic county economy, promoting the development of tourism and government decision-making.

The era of big data has brought good opportunity to the digital construction of university library collection literature. Combining with the digital construction case of Shenzhen Polytechnic’s characteristic collection literature , this paper studied the necessity of digital construction of university library’s characteristic collection literature, and put forward construction strategies.

As a mechanism of metadata harvesting, the interoperability is a can-not-bypass topic in OAI. Taking bibliographic data CNMARC for example, this paper gave two ways in which CNMARC converted to XML format and XML Schema for CNMARCXML, providing a reference on data type definition for OAI metadata conversion.

In the present, more and more network writers indulge in network literature creation and produce many of works with few high-quality. How to guarantee and improve works’ quality has become an urgent problem. This paper concluded network literature’s basic creative process and analyzed relevant influential factors, and then put forward a network literature quality guarantee system including the evaluation index system, policy guidance system, copyright protection and business training that covering the complete creative process, as well as the interaction system between readers and authors, readers and content editors, readers and media producer.

The functions of library automation integration system affect library management and operation directly. Through the contrastive analysis of ILASⅡand INTERLIB on acquisitioning, cataloging and circulation function, this paper gave some thought on new library system. During the period of 12th Five-year Plan, China’s library should be composite library, whose new system need be able to deal with different kinds of challenges, and provide characteristic service, including resource management, booklist data opening, user experience service, personalized service and spatial service.

As one of the major form of scientific community, effective positioning and evaluation of sci-tech journal is necessary. This paper selected 20 kinds of journals collected by SCI in Thomson Reuters JCR in 2014 as samples, and applied factor analysis to conduct comprehensive evaluation of its 8 indicators, and constructed comprehensive evaluation score model to avoid the deviation by taking a simple evaluation with individual indicator, so as to provide reference for better evaluation of journals.

Multiple-dimensional reading is a kind of new reading promotion mode. This paper elaborated the connotation and significance of multiple-dimensional reading, and analyzed the current situation of multiple-dimensional reading in university library, and then put forward the integrated application of three technologies, including wechat public platform, really simple syndication (RSS) technology and visualization technology, and analyzed the features of these technologies, and finally discussed the technical measures used for multiple-dimensional reading service.

According to the historical data of National Library of China, this paper summarized the development process and the service object change of reference group business in National Peking Library in the republican period, as well as the earliest record of consulting service and the typical service cases, and published books and articles of librarians, and showed the achievements of reference work in this period, which corrected the viewpoint proposed by some scholars that the reference work of National Peking Library during the Anti-Japanese War was interrupted.

Electronic periodicals and paper periodicals are two main modern periodical collections existed in different forms in public library, whose advantages and disadvantages are complementary. How to promote the coexisted utilization and coordinated development of electronic periodicals and paper periodicals has become the concerned issue of public library. Based on the comparison of their advantages and disadvantages and the coexisted complementary relationship theory, combined with the coexisted utilization status of electronic periodicals and paper periodicals in Guizhou Library, this paper indicated the necessity of the coexisted utilization and coordinated development of these two resource, and proposed the reasonable configuring by drawing on each other's strength and innovating new modes to improve the coexisted utilization rate of electronic periodicals and paper periodicals and promote their coexisted utilization and coordinated development.

In big data environment, all kinds of digital archive information resource have increased dramatically. Optimizing the construction of digital archive in college has become the necessity of archive work. The optimization strategies of digital archive in big data era were put forward based on the analysis of technical level, talent level and safety level.

Due to the great attention paid by government and the continuously increased investment, the application of modern science and technology in public library in China started late but had fast overall development speed with deepening technological application and expanding application field. However, the shortage of investment, the unbalanced development, the lack of talents and technical reserves and other issues were also widespread. This paper pointed out that public library should improve the cognitive level of scientific and technological application and disentangle the system and mechanism barriers, and then seek policy support and cooperation to build multi-level and diversified technology application system with integrated assessment of scientific and technological application benefits, so as to effectively improve the level of modern science and technology applications in public library.

With the improvement of high-speed railway network system between the cities, Guangzhou, Foshan and Zhaoqing have completely achieved the high-speed interconnection, which stepped forward to the goal mentioned in the Economic Circle Hajime Guangfo Development Plan (2010-2020). However, considering the cultural exchange in the Hajime Guangfo Integration process and urgent requirement of cultural construction, the construction of high-speed railway library is imminent.

Focusing on the problems in the field of intellectual property, this paper made a questionnaire survey about the sci-tech staff and managers’ intellectual property consciousness in government agency, colleges and universities, hi-tech industries, SOEs and SMEs in Maoming, to find out several existing problems and propose some corresponding suggestions.

The entrance education of new students is an important window for readers to understand the library resource and service. In order to improve the enthusiasm of readers and the pertinence of education, this paper explored a personalized learning system organizing teaching contents and generating paper based on user-role and strategy, and adjusted the strategy and parameters of this system dynamically according to the evaluation results of Ke's model to gradually optimize this system in operation.

This paper firstly introduced the embedded teaching mode simply, and then made an analysis on the necessity of developing the embedded information literacy education. Meanwhile, based on the domestic and international experience, it constructed a teaching model for biostatistics with information literacy education embedded, so as to explore new reforms in information literacy education. However, at present there were still limitations of embedded teaching mode, which would be improved in the next teaching practice.

Combined with China’s college library service for the freshman, this paper gave some advices, including extending education for the freshman, outreaching the content and depth of education and innovating education model.

This paper used questionnaire survey method to obtain data from urban and rural children and their parents on 9 aspects, including gender, age, reading significance, and the instrument, frequency, duration, location, experience and need of digital reading, and conducted the statistical description from parents age, educational background, children's digital reading attitude, and revealed the urban and rural children's digital reading behavior status. Through independent sample T test and single factor analysis of variance analysis methods, it confirmed the different degrees of influence caused by gender, age and parents attitude on children's digital reading.

MOOC has been creating waves in the field of higher education reform, and effected academic libraries as the information support service agency for higher education teaching and scientific research. Libraries and librarians should be rational to deal with the relationship between MOOC and library, while opportunities and challenges coexist. Librarians should actively participate in the construction and discussion of MOOC, and develop library related MOOCs course, and actively cooperate with teachers and faculty for the production of MOOC to provide them with relevant intellectual property advice, etc. Library should also strengthen the propaganda of MOOC and provide the facility for the learners of MOOC, as well as strengthen discipline service capacity to adapt to the extension of university to distance education.

The evaluation system for periodical websites was established based on four indexes, i.e., website construction, content, function and management, the weights of which were confirmed and the technical analysis was applied on the indexes. On this basis, the scores and grades of 145 sci-tech periodical websites with independent domain name in Jiangsu province were evaluated and the scores of different indexes were analyzed. At last, the existing problems were pointed out, and the opinions and suggestions on the construction and maintenance of websites were presented.

By investigating the official website of 31 provincial public libraries, this paper analyzed the service contents of provincial public libraries in the digital reading of the elderly readers, and summed up the current status of provincial public library service, and then put forward some further advice.

With the educational and regional differences between Chinese and foreign universities, their reader service also showed some differences, and most foreign university libraries service better while compared with China. It is necessary to make a comparative analysis on the library service of Chinese and foreign universities from the service concept, service content and service staff, and learn the successful experience of reader service in foreign university libraries, and expand personalized service contents and professional service personnel by adhering to the concept of reader service first, so as to improve China’s university library service system.

This paper introduced the status of university libraries in Taizhou, and analyzed the characteristic and composition of readers' behavior, and then described the architecture and safeguard measures of the individualized intelligence service system.

This paper analyzed the reader information behavior under the information environment, and proposed to build Intelligent Service & Elaborative Embedded (I SEE) brand based on brand service, embedded service, user-centered theory and intelligent service theories and the practice of Library of Jinggangshan University, and then discussed that integrating knowledge to obtain accreted effects and facilitated readers’ knowledge management by applying embedded, personalized, wisdom information service.

This paper analyzed the way and content of library’s mobile reference service, and studied the market demand situation from the networking, informatization and knowledgeablization, and then researched on the market demand profile, existing problems and improvements of library’s mobile reference service by using questionnaire. And finally, according to the market demand of mobile reference service, it proposed some strategies based on the research of new mobile technology, the realization of service innovation, the change of new marketing means and the enhancement of service breadth.

This paper discussed the influence of mobile information service on library service management model, and analyzed that on the basis of the status of library’s human resources management, the relatively backward management concept, the mismatched personnel allotment, the lack of awareness of information technology service and the problem of human resource development mechanism existed.
