This paper summarized the concept of knowledge management and learning organization, and discussed the relationship between knowledge management and learning organization, and then expounded the construction contents of learning university library, and finally put forward the way to construct the learning library based on knowledge management, which can improve the core competitiveness of university library in the economic time.

New requirements are put forward for the agricultural science and technology information institutions due to the development of information technology. In this paper, the developments and achievements about Agricultural Science and Technology Information Institute of Shanxi Academy of Agricultural Sciences in more than 50 years were briefly reviewed in four stages, and the development ideas were proposed to make the agricultural science and technology information development with the thought of Internet plus, and take the Internet of Things application technology as the main directions of scientific research to enhance the information analysis and management and actively support the traditional media like network, audio and video, newspapers to be intermingled, which should provide some reference for the development of agricultural information institutions.

This paper pointed out five major problems existing in the IT data center of library, and proposed the construction idea of data center based on cloud platform, and then described the construction process of cloud computing platform and the changes about the application and service of data center.

Free network academic resource has become an important supplement of literature resource for university library. Through the survey on the construction of free network academic resource in Library of Henan University, the utilization measures of free network academic resource were put forward, and comments and suggestions on how to guarantee the resource quality were proposed.

Colleges are always leading the development of social culture, and bearing most part of social responsibilities. College cultural construction is very important, so college library development becomes key part of college soft power. Academic library development has attracted enough attention of education department in recent years. Academic library has to build its literature resources so as to its normal development. However, domestic academic library still stays in an immature stage with some developing problems in literature resources construction. Hence, the construction of academic culture is built only on the basis of solving these problems.

The metadata design of Qiuci fresco can help the digitalized conservation effectively, as well as the connotation mining and the cultural evolution law research. This paper firstly introduced some achievements of metadata both in China and abroad, and analyzed the representation structure of existing metadata. Then according to the research on Qiuci fresco, it presented the metadata standard of Qiuci fresco based on DC standard, and used examples to explain this standard.

From the aspects of mobile reading time, reading frequency, reading scenes and reading contents, this paper revealed the mobile reading behavior of college students, and constructed mobile reading characteristics evaluation system including four dimensions of mobility, pleasure, sharing and personalization. Taking students from two universities in Zhejiang as study objects, it analyzed the characteristics and development trend of mobile reading, and applied PLS structural equation model to test these four dimensions of mobile reading features. The study could provide a reference for the summary and forecast about the status and features of college students’ mobile reading, and help mobile operators and university library carry out targeted service.

With the rapid popularization of Wechat public platform in university library, this paper developed a library intelligence consulting system on the basis of the V5KF according to Wechat development mode, and continuously optimized the accuracy and coverage of consulting reply system through active learning, recommendation learning, user training etc. The results showed that user viscosity and attention greatly improved based on the data analysis of per capita sending number, net additions before and after being connected to intelligent system.

This paper used content analysis to analyze the literature on information behavior of China's university library users. By classifying the subject contents into three aspects including research topics, content features and research methods, it studied the research status and development trend of related literature.

Taking the SCI papers of Inner Mongolia Agricultural University from 2002 to 2012 as example, this paper analyzed its achievements in scientific research by using the retrieval and analysis functions of SCI and Incite databases from the time distribution, subject area, thesis partner countries and institutions, citation of papers and academic influence. The results reflected the research level and subject development of Inner Mongolia Agricultural University through the quantitative analysis of data and provided some scientific and accurate evaluation data and theoretical basis for the subject construction, evaluation of scientific research and reform of education and teaching.

This paper searched the papers on sci-tech novelty retrieval in recent 5 years in CNKI database, extracted and defined high-frequency keywords. Then it established the co-word matrix and dissimilarity matrix of keywords to conduct network analysis, cluster analysis and strategic diagram analysis by SPSS and UCINET. The result showed that sci-tech novelty retrieval in China focused on 9 research themes including composition elements of sci-tech novelty retrieval, roles of sci-tech novelty retrieval in sci-tech innovation, technologic points of sci-tech novelty retrieval and its novelty, literature search and database, influence factors of novelty retrieval quality, quality control and evaluation, management system, medical and health novelty retrieval, existing problems and countermeasures, which were then elaborated one by one in detail. Through discussing the connotation and characteristic of above mentioned research topics, it tried to provide decision-making reference for stimulating the development of sci-tech novelty retrieval.

Based on papers included in CNKI periodical database from 1995 to 2015, this paper used bibliometric method and CiteSpaceIV software to draw the knowledge mapping and analyze the research on intellectual property of library in China from time distribution, journal distribution, prolific authors, research institutions and current research focus, so as to provide reference for Chinese scholar’s future research.

Based on PIAS and Derwent Innovations Index, the paper carried on the statistical analysis of patents produced by Ningxia University from 1986 to 2015, including publication year, classification, inventors, institutions of inventors, legal situation and high quotation. According to these, it measured the innovation ability, scientific research level and discipline development of Ningxia University, and gave some suggestions on improving the patent level of Ningxia University.

Taking 200 highly cited papers published in 5 representative Chinese entomological core journals during 2005-2014 as the research objects, this paper used the method of bibliometrics to analyzed the amount of highly cited papers, institution distribution, output of prolific authors and study subject distribution. The results showed that Acta Entomologica Sinica and Chinese Journal of Applied Entomology remained the dominant position in high quality papers, while Entomotaxonomia and Zoological Systematics remained in a relative backward position; on the whole, China’s authors in entomology field had relative low capacity of producing highly cited papers, and poor output in conducting continuous research and forming serial high quality papers.

Living library service have been introduced into China’s universities, private libraries, network and few of public libraries with small amount, low participation, rigid activity forms, single theme, lack of Livingbook types and fugacity activities. In order to extend the service function of modern library, develop and improve the diversified public library service system, based on the summary about the origin, significance and domestic development status of living library, this paper focused on the necessity and feasibility of introducing living library into public library and making it become normalized and standardized service, hoping to bring living library into public library service system soon.

This paper discussed the connotation and development evolution of library’s cataloging work outsourcing, and introduced the main outsourcing forms. By summarizing and analyzing the experience of cataloging outsourcing in Library of Dalian Jiaotong University, it pointed out the advantages and disadvantages of this cataloging outsourcing form, and put forward the quality control methods of cataloging outsourcing.

Based on the research on the thesis management and use of Renmin University of China, this paper found the following problems, including incomplete collection of thesis, weak timeliness, lack of administrative regime and control measures to ensure authenticity, reliability, integrity and usability of dissertations, lack of standardized control for indexing and keyword search, as well as difficulties in obtaining the full text. From the perspective of e-thesis’ life cycle, it provided a set of measures to solve existing problems, covering improving technical equipment, enhancing functions of the existing thesis management system, establishing an index and search standard for e-thesis, strengthening cooperation across organization and relevant departments, and changing submission method of thesis, which had wide implications in ensuring the authenticity, reliability, integrity and usability of e-theses for their long term use and economic and effective management.

This paper expounded the concept of MOOC and the significance of MOOC for higher education, and put forward that university library should provide data support for MOOC program through analysis of its own data like the borrowing data, library website access data and other information, and develop a personalized course list, participate in the construction of MOOC platform, provide the site for learning MOOC courses, and make full use of library’s hardware and electronic resource advantages to conduct learning exchange, embed MOOC courses with librarians and course-making, and provide information consulting and information literacy support service.

Based on the innovation practice of Biochemical College Library of Beijing Union University in the teaching reform of complete credit system, this paper researched how to seize the opportunity of teaching reform to promote the library service innovation.

The current situation of extracurricular reading for science and engineering and agronomy and medical college students in Hebei’s 8 universities was investigated based on questionnaire investigation and interview method. Results showed that the extracurricular reading of science and engineering and agronomy and medical college students existed fragmented reading, shallow reading, utilitarian reading and objectless reading. The study proposed that it should change shallow reading to deep reading gradually, and purify the social culture and school environment to arouse the reading enthusiasm of college students, and set the humanities and social sciences curriculums to guide the extracurricular reading of college students and make them form good reading habit.

Tacit knowledge has many characteristics which is different from explicit knowledge, and brings many difficulties and challenges for knowledge management. For this, university library should build up and perfect the encouragement mechanism and development mechanism of tacit knowledge, establish harmonious and cooperative organization culture, set up and perfect the management system of tacit knowledge continuously by creating librarian's personal information file and expanding information techniques, so as to develop its important roles in students’ study, knowledge innovation and knowledge sharing as the knowledge distributing center.

The rise and development of MOOC has brought opportunities as well as challenges to university library. Based on the analysis about the development status of MOOC in domestic and foreign universities, this paper put forward strategies for independent college libraries to utilize MOOC, including promoting MOOC, providing MOOC resource, training librarians and carrying out information literacy education through MOOC and creating MOOC learning space.

With the advent of big data era, the revolution of information and technology penetrated into every field of society, bringing about chances and challenges for scientific journals. This paper analyzed the difficulties for the development of scientific journal in big data era, and stated that the information literacy was necessary for scientific journal editors, and then put forward suggestions to improve editors’ information literacy and provide useful reference for enhancing the professional proficiency.

It is of great significance to analyze the publishing characteristics of books for the library and publisher. Currently, there were few scholars studying on the publishing characteristics, advantages and disadvantages of different locally published books from the perspective of subject or topic. Taking the CLC U6 (waterway transport) classification Chinese books published in 2005-2014 as study objects, the locations of the top ten publications were obtained according to the statistical analysis of publication, and counted from both book category and type. Using radar chart, the publishing characteristics and advantages of different locally published books were analyzed. The results can provide reference for the strategy of U6 classification books’ collection and publishing, and supplied a new idea and method to analyze the publishing characteristics of other subjects or topics.

This paper aims at exploring ways to agricultural sci-tech journals brand construction under digitization background and it provides certain reference for agricultural sci-tech journals brand construction and development in China.Using literature study,combining with the practice of running journals,agricultural sci-tech journals brand construction way are discussed from the journal quality,talent team construction and digitalization construction in this paper.The results show that comprehensively improving the quality of journals is the foundation of brand construction,through carefully planning topics and examining manuscripts to improve the academic quality,and setting up quality control system to improve the quality of editing and proofreading;establishing a high quality and compound-type talents team is the key of the brand construction,through improving professional knowledge and professional moral level of editor,cultivating digital talents,and building strong editorial staff and peer reviewers team;speeding up journal digital transformation is the only way to brand construction,through well building journal website,and promoting open access publishing of academic journal. Comprehensively improving the quality of journals,strengthening the construction of talent team,and speeding up the digital transformation are the necessary ways to agricultural sci-tech journals brand construction in China.

Insufficient literature storage space is always a troubling problem for libraries in the world. The literature with low usage rate held the literature storage space, intensifying the sense of space, while discipline construction and evaluation construction in universities requested the approval to the literature storage. Although literature with low usage rate was collected through dense bent, but it was still a drop in the ocean. This paper pointed out that constructing cooperative storage library can save the space, and show the literature with low usage rate to readers, as well as raise its usage rate, to provide complete and systematic literature guarantee for scientific research, and scientific reference for constructing regional cooperative storage library.

Omnimedia carrier, with its numerous audience and strong interactivity, has brought opportunities and challenges for the development of library's comprehensive strength. Through classic examples, this paper analyzed the current situation of China's public libraries in using omnimedia to carry out information barrier-free service and reading promotion service, and pointed out the deficiency of omnimedia utilization in library reading service. On that base, it accordingly put forward relevant suggestions and measures from three aspects including building the omnimedia reading service chain, integrating literature information resource and strengthening the application of mobile media, which could provide the omnimedia reading mechanism with theoretical guidance and practical value for public libraries to carry out information resource construction, promote reading service and establish a reading society in the omnimedia environment.

In the reader service work of university library, strengthening bilateral effective communication has played an important role in providing readers with quality literature information service and enabling readers to obtain the required documentation. But it inevitably produced a series of problems in the communication between both sides. Focusing on the uneven business levels of university libraries, the lack of strong service awareness for librarians and the single communication channel between librarian and reader and other issues, this paper put forward some suggestions to establish effective communication mechanism between librarian and reader.

From the perspective of public library service extension based on mobile media, this paper discussed the service model and development strategy of mobile library in public library.

Engaging in community development and promoting community revitalization is the basic principle of library with people oriented, and the only road for library’s service innovation and transformation. Community engagement will become the core function of library in 21st century.
