The paper introduces the background and main contents of the Russian Federation information society development strategy (2017-2030), compares the strategy with the 2008 version, and summarizes its characteristics of framework structure and specific content. The paper also analyzes the challenges the strategy faces. We expect it can provide some reference for our country's information society development.

On the basis of investigating ARLICON from the aspects of development, organization, management and characteristic service, the paper analyzes its distinctive and effective service in the construction of the Russian periodical bibliographic database, interlibrary loan/literature transfer, electronic library, and librarian training, etc., combined with the development of regional library consortia in China. We put some insights on safeguard mechanism, development plan, open concept, replicable unified model, etc.

The changes of social environment, network environment and user environment have made a profound impact on the development of the global and Russian libraries this century. According with the development trend of the whole libraries in the world, Russian libraries have carried out a series of reforms, including digitalization, internationalization, green development, Library Transformation and space remaking, thus the development of Russian libraries has kept pace with the world. Its development has a lot of inspiration to our country's library.

With the implementation of National Cultural Information Resource Sharing Project, Digital Library Promotion Project and Public Electronic Reading Room Construction Plan, especially relying on the platform support by the three people-benefit projects since the twelfth five-year, the construction of Hunan's public cultural digital service has been developed, but there were some barriers restricting the development process. So, Hunan Library in combination with the present situation of its own public cultural digital service and the requirements of the National Public Cultural Development Center of the Ministry of Culture, from the aspect of platform design, construction, application and late development, analyzed the network public culture community under the cloud management platform.

From the point of purchasing decision needs of digital resources construction of university library, this paper proposes the secondary level index weight system ,which evaluates the four aspects of digital resource content, organization level, user guarantee and utilization performance, and puts forward the detailed scoring rule.

By using co-current analysis and social network analysis method, and applying Excel and Ucinet software, this paper made visual analysis on the journal papers about information organization research, presented the annual distribution, core authors, main research institutions and research topic evolution of the journal papers, and gave the domestic and international contrastive analysis.

Focusing on the use and utilization requirements of drifting books, using the C# language with the combination of ASP.NET MVC5, this paper designed and implemented the book crossing system based on SQL Server 2008 database and the stored data. It first introduced the system, and then designed the system, database and interface, and finally achieved the book crossing system based on ASP.NET MVC framework.

Along with the proportional increment of digital resource in university library collection, the data statistics demands for digital resource is put forward continually. The digital resource statistics system is brought forward under this background. This paper compared and analyzed the two different architectures of network layer and application layer, and briefly introduced their advantages, and introduced the key technologies, system function and specific implementation instances of statistical system, and finally pointed out the deficiency of this system.

The arrival of big data and cloud computing era has brought new service mode, service concept and service forms to library and provided readers with a better reading experience. At the same time, the data storage management is also facing new challenges. With the increasing amount of data, data security has become more and more important. Based on the management practice of electronic resource storage in Library of China University of Political Science and Law, this paper probed into the problems existing in the library about electronic data migration and data storage security management, and gave the relevant solutions.

Aiming to investigate the factors influencing user acceptance of mobile library APP in university library, a conceptual structural model for user acceptance of mobile library APP was developed by adopting technology acceptance model (TAM) as a theoretical background, and structural equation modeling with partial least squares (PLS) approach to examine data collected from a survey of 131 undergraduates in an university library setting. The results of this study strongly supported the TAM theory to understand user acceptance of mobile library applications. Perceived usefulness, interactivity, and ease of use had significant effects on user attitude and intention to use mobile library applications. Further, user satisfaction had the most powerful effect on intention to use among the construction included in the model.

To understand and evaluate the international competitiveness of China in this filed objectively and correctly, this paper adopted the method of literature metrology analysis and set quantitative indicators to evaluate the performance of China's aquatic genetic breeding from the aspects of productivity, influence, excellence and cooperation, and compare with the top 10 countries. Study results showed that China's number of SCI papers was the second in the world, maintaining a rapid growth in recent years; China's overall influence was more than other countries, but weaker on average; China was lack of papers with high influences; China didn't participate in international cooperation actively and was at the edge of the cooperation network. On this basis, it gave corresponding propositions.

Main citation indicators of SCI-indexed journals for different countries were investigated to understand their development situation and international status in the field of remote sensing and remote sensing journals, especially for China. Database of Web of Science (WOS) and Journal Citation Reports (JCR) were used to collect SCI-indexed remote sensing journals and their published papers during 2010–2014, and then total articles, influence factor, total cites and international paper ratio of 25 journals for 10 countries were analyzed by means of TDA software. Number of journals sponsored by USA and UK ranked in the top 1 and 2 of the world, were respectively 74% of total articles and 76% of total cites during 2010 and 2014. Journals from USA, Holland and Switzerland were world's leading totally. Impacts and international level of China's only one journal was relatively high. International degree of German's journals was slightly affected due to one of the two journals published by German language. British's journals had general impact level. 98% of China's SCI papers in the field of remote sensing during past five years were published in other countries' journals, especially for those sponsored by USA, UK, Holland and Switzerland. Professional remote sensing SCI journal was still scanty in China, which did not match with the discipline development. Based on the analysis, we recommended strongly to found new professional journals to promote academic exchange and achievements spread among Chinese scholars, as well as to improve international status and enhance global impacts in remote sensing of China.

It is of great significance to find out the purchasing scheme for paper documents in university libraries, with regard to the scientific management of books acquisitioning and the improvement of readers' satisfaction. Based on fuzzy mathematics theory, this paper put forward the fuzzy comprehensive evaluation model with paper documents' weight in university libraries. The basic data of this model came from readers' check out records and expert rating. It was built with hierarchy process, and the first model was used to calculate the membership value of book value, book distribution and update rate. Then, those three factors were used as the influencing factors of book weight to establish the second fuzzy comprehensive evaluation model for the weight of each category books, which was regarded as the purchasing scheme based on the program. It can provide a basis and scheme for the allocation of books purchase funds based on fuzzy comprehensive evaluation with certain rationality and operationality.

Universities are the overall guiding units for collaborative innovation center. Exploring the development of collaborative innovation activities in universities has great significance to build national development strategy for collaborative innovation. In this paper, based on the data of collaborative patent from the year of 2000 to 2016 in Nanjing Tech University, the industry-university-research collaborative innovation network were constructed by using social network analysis. And then, the evolution trend, cooperative network feature, technical field and the inventor team of patent cooperation were analyzed. The results showed that the application of patent cooperation in universities was active in the context of collaborative innovation, but it was still in the primary stage of development. At last, it explored the bottleneck and problems in the development of university collaborative innovation, and put forward some strategies and suggestions.

This paper extracted the factors affecting the effectiveness of public library's wechat reading promotion to construct the public library's wechat reading promotion effectiveness evaluation model. Based on structural equation theory analysis, as well as SPSS and smart PLS software, it conducted deep mining to its influencing factors, put forward some suggestions and countermeasures to improve public library's wechat reading promotion efficiency and quality according to the analysis results of each index factor.

Library book acquisition has the complexity and structural characteristics, which is very difficult to achieve fine management, and the introduction of the concept of PDCA circulation management can effectively improve the degree of fine books, at the same time matching the continuous development of appeal and content management. Therefore, in the design of book acquisition, library needs comprehensive application of PDCA circulation management mode, and interview mode can follow the principle of design, and construct the intensive working group from four aspects of acquisition process, content management, business segments and software application.

In recent years, with the increasing open awareness, reading community is popular, and people in the community can enjoy all the library reading service. Reading community has got rapid development, at the same time reader data of reading community has also got a lot of accumulation. This paper used the data mining technology to excavate the historical data of reading community, and constructed the reading community model for readers of library based on data mining, to lay the foundation for the improvement of service quality of library.

With the rapid development of network technology, it was a general tendency to establish wechat public platform for traditional academic journals. This paper analyzed the necessity of building wechat public platform for academic journals. Taking the official wechat of Journal of Anhui Agricultural Sciences (wechat number: ahnykx) for example, it described the operation practice in detail from following links: wechat account certifying, platform structure designing, content planning, acquisitioning and cataloguing, interactive service, communication strategies and so on, and put forward suitable promotion channels, so as to provide reference for adapting the demand of micro era and improving the popularity and impact of academic journals.

This paper mainly chose the journal papers of reading promotion in CNKI, and makes a quantitative analysis of the collected literature based on the method of bibliometrics. At the same time, using Citespace and Ucinet visualization software to produce the knowledge map, it analyzed the development trend and status of reading promotion from four aspects of publishing time, author distribution, publishing institute and keyword distribution, and put forward some feasible suggestions for the future development of reading promotion.

How to advance various kinds of resources into the library at a time when science and technology are advancing with each passing day, the continuous evolution of library space, the continuous evolution of the academic environment, and the continuous intelligentization of buildings and equipment, and the convenience and accuracy of information search services in university libraries. The Programme for International Student Assessment (PISA) is a rating plan initiated by the International Organization for Economic Cooperation and Development to assess the knowledge and skills of young people in countries near completion of basic education. Reading literacy is one of its key areas of assessment. This paper reviewed the definition of reading literacy of PISA, the evaluation of theoretical basis and the evaluation framework system, so as to provide reference for the library community to improve the quality of young people's reading promotion service and develop scientific and effective evaluation of youth reading literacy.

Reading promotion is entering an era of legal norms, while the network reading has become one of the main forms of current university students. Through the analysis on the advantages and disadvantages of university students' network reading, this paper studied the legal path of current network reading promotion in university library, and then discussed the construction of network reading promotion mechanism under the background of reading legislation. University library should guide the students to carry on the network reading correctly with the law or the system, and promote the healthy development of university campus network reading culture.

This paper aimed to build specific domain ontology of curriculum knowledge system, achieve information extraction from domain ontology, create efficient environment for teaching and promote innovative teaching pattern by combining traditional classroom with MOOC platform. The education managers, teachers and students should participate in building the platform. Teachers should focus on curriculum operation mode, then guide students to obtain the best quality of information literacy and develop library liaison model, integrate library's deeper service, so as to stimulate students' strong interest in learning and motivation and make them become the masters of knowledge, and further build the MOOC as a multidimensional and new-type service system.

The electronic form storage of college students' scientific and technological innovation practice achievements has an important auxiliary function to the cultivation of science and technology talents and the improvement of college students' scientific and technological innovation ability. In order to maximize the retention of various college students' scientific and technological innovation achievements, it need more skills and processing methods in the construction of storage means and forms, which also have a guiding role for other colleges. Therefore, taking the database construction in Library of China University of Mining and Technology as an example, this paper summarized the successful experiences and matters needing attention of the construction and development of college students' scientific and technological innovation practice database, hoping to provide some reference.

Wechat public platform has become an important channel for readers to obtain information in the context of mobile Internet. Library also uses it for reading promotion. Through the investigation and sampling of 26 children libraries' wechat public platforms, combined with the relevant data from Qingbo index platform, this paper analyzed the operation situation of wechat public platforms by WCI index, to explore children reading promotion strategies via wechat public platform.

The development of modern information technology has brought the library resource to a multi-source situation. Traditional paper book resource has faced the challenges of e-resource. Through the questionnaire survey statistics, by taking Library of Shandong Agricultural University as example, this paper analyzed and studied the understanding and utilization of paper resource from the readers in the library, to know the reading need, reading tendency and the factors influencing the borrowing of readers. At the same time, it analyzed the readers' satisfaction with the paper resource and service and the promotion measures of paper books. Meanwhile it gave the corresponding suggestions and countermeasure to optimize the structure of library in the new situation, improve the utilization rate of paper book resource, and maintain the advantage and vitality of this traditional resource.

The journal impact factor has been one of the most important indexes for science policy makers to evaluate the research outcomes of researchers or academic staff. However, because of the wide variation in impact factors across field, the impact factor value in one field is not comparable with the other one. It is necessary to standardize the impact factor when we need to compare the journals across field. Five standardization methods were introduced in this paper. Two of them were chosen to be compared with each other using the data from Annual Report for Chinese Academic Journal Impact Factors (2015). The standardization procedure based on journal rank was suggested to be a relatively fair method.

This paper aimed to analyze the features and developing status of 9 citation indexes from domestic English sci-tech journals in 2014 based on the CJCR. The analysis of data was conducted using SPSS 20.0. The main results were as follows: (1)The 9 citation indexes showed the abnormal distribution; (2)The features and status were visually presented by their box plots and basic statistics; (3)The past 13 years had witnessed the incredible process of domestic English sci-tech journals in terms of both quantity and quality; (4)The quality of academic papers from domestic English sci-tech journals had surpassed that of domestic Chinese sci-tech during the same period, but there was still a big gap compared with the influence of foreign mainstream English sci-tech journals; (5)Some China English sci-tech journals in the forefront can be good models to move toward internationalization with going-global expectations; (6)Between the key and non-key English sci-tech journals, their differences were mainly 10 points, including total cited number, impact factor, immediacy index, number of citing journals, discipline influence index, discipline diffusion index, H indexes, while there were no statistic difference (P<0.050) in its-citatio, cited half-life. The journals' academic level cannot be revealed by the its-citatio and cited half-life.

Taking the Journal of Information Science as an example, this paper studied the changes of characteristic parameters of generalized Lotka distribution by randomly constructing missed author information. The experimental results showed that generalized Lotka distribution was universal, while the data missing affected characteristic parameters of generalized Lotka distribution, and the influences were not entirely positive correlation. The proportion of data missing within 20% can make the affected degree of characteristic parameters lower than 5%. The statistical data should be counted as fully as possible to make the estimation of generalized Lotka distribution parameters close to the true values.

The construction of think tank is one of the main directions for the transformation of library currently. This paper aimed to study the practice advance of library think tank construction and service, and provide reference for the service development of libraries in China. It investigated the recent practice of think tank construction in major libraries in China, and summarized the main measures and trend based on network research, literature research and telephone interview. The results showed that these libraries were pioneers to change the organizational structure, resource construction, product communication strategies and enterprise service according to the need of think tank. It is important for libraries to identify the target positioning, consolidate the talent base, strengthen the multi-collaborative work and adopt new technologies.

This paper probed into the concept of digital humanism and its challenges and opportunities for library subject service, and summarized and analyzed the domestic and overseas practical activities of libraries participating in digital humanities. In the open sharing academic communication era, library should comply with the requirements of the times, enhance the understanding of digital humanities, reserve for the talent, technology and resource construction, so as to change the existing mode of discipline service from the passive response to the acquisition of more resource and space through participating in the digital humanities, and provide the ways for the expansion and extension of library service ability.

With the rapid development of network technology, the diversification phenomenon of information acquisition means has become increasingly evident. Library is no longer the traditional information center, and the contradiction between supply and demand has become one of the main contradiction in current development of library. How to promote the further enhancement on the quality and efficiency of library information service system, and get rid of the existing difficulties to continue the healthy development through supply-side reform, is the core problem for library workers. This paper took the supply-side reform as the breakthrough point to study the changes about the idea of library information service system, and analyzed its structure as well as the transformation and upgrading operation mode.

This paper introduced the connotation and significance of precise poverty alleviation, discussed the necessity of library information service innovation and development from the perspective of precise poverty alleviation, then analyzed the present situation of library information service in the current stage in China, and finally put forward the innovation and development path, so as to promote the development of information service in the poor areas of China.

This paper analyzed the concept and characteristics of smart library, and introduced the application of big data analysis technology in the digital library, mainly the application and process of holographic storage technology, and constructed the information service platform based on big data analysis technology which was divided into four layers while each layer was analyzed, and finally proposed the information service mode of smart library based on data platform, including one-stop service, knowledge discovery service, decision support service, intelligent analysis service etc.

Mobile library is the development and extension of traditional library service model, as well as the further development of digital library, focusing more on mobile technology service. Through the development analysis, literature analysis and demand analysis of mobile library service, this paper put forward the innovative practice of mobile library service and the service model, so as to provide useful reference for relevant research and practice.

With the development of information era, new service models have been continuously applied in library development. Digital library information service mode based on context awareness is mainly through the analysis of situation in the service mode to improve service efficiency and provide convenient and comprehensive information for the user, and meet the users' needs. In the field of digital library information service based on situation awareness, only by grasping the characteristics of each situation can we establish a perfect information service model and improve the efficiency of information service. This paper first described the characteristics of new information service mode and the necessity of construction, and then carried on the analysis about the detailed situations, and finally put forward the service strategies, to better meet the information needs of users and realize the function of digital library information service.
