Abstract: With the implementation of National Cultural Information Resource Sharing Project, Digital Library Promotion Project and Public Electronic Reading Room Construction Plan, especially relying on the platform support by the three people-benefit projects since the twelfth five-year, the construction of Hunan's public cultural digital service has been developed, but there were some barriers restricting the development process. So, Hunan Library in combination with the present situation of its own public cultural digital service and the requirements of the National Public Cultural Development Center of the Ministry of Culture, from the aspect of platform design, construction, application and late development, analyzed the network public culture community under the cloud management platform.
