This paper discussed the the advantages of cloud computing IaaS for the long-term preservation of digital resource, and gave the cloud computing platform model based on Eucalyptus, and described the virtual data center construction, Eucalyptus cloud system deployment and cloud environment configuration in detail, to provide reference in practical work.

Based on the literature data from the important journals of system engineering during 2010~2014, this paper adopted two scientometrics measurement indexes including cooperation frequency and Salton cooperation intensity to explore science and technology cooperation of 31 regions in Chinese mainland and describe its spatial structure of science and technology cooperation behavior. Research results showed that different regions were more inclined to regional internal cooperation; geographical proximity had strong regional cooperative tendency; economic or cultural equivalent development level or resource superiority potential difference were easy to promote cooperation. In the study, the Salton cooperation strength index was more realistic to reveal the regional cooperation relationship, and also had the objectivity.

Nowadays, the traditional reading platform of digital library has been changed dramatically by the Internet. This paper explained the concept of “Internet +” and the main characters of reading platform in digital library, and analyzed the existing problems, and then proposed the construction strategy of smart reading platform for digital library based on the thought of “Internet +”, helping to form a totally new digital community and a “real” library closed to everyone.

Institutional Repositories has gradually become important scholar communication platform for universities, research institutes and other academic institutions, which promote the global academic exchanges, and become an important part of knowledge sharing and open access movement. However, the content construction is usually both critical and difficult in the institutional repository projects. This paper discussed the major obstacles in the process of content building, including attitudes and awareness, copyright issues, quality issues and other aspects, and explored and analyzed the solutions.

This Paper described the characteristic environment faced by library consortium nowadays, and analyzed the existing problems based on the status of digital resource construction in Suzhou academic libraries, and explored the transformation development model of digital resource co-construction and sharing, including playing the leader role of main-library to create collaborative development environment, building digital storage center to strengthen the resource guarantee of consortium, keeping up with national strategy to conduct first-rate discipline service, expanding the service breadth and depth for park enterprises.

At present, the digital resource has gradually replaced the paper resource, and become the main part of university library collection resource. How to reasonably select and purchase the digital resource to promote the long-term development of university is one of the important works for university library. Aiming at the existing problems, this paper analyzed the acquisition principle, acquisition process, statistics and evaluation system, database business monopoly of digital resource, and discussed the strategies on perfecting the digital resource construction.

Building and Improving the decision making mechanism of literature resource acquisition is the effective way for literature resources construction in center-branch library system. Through the study on consideration of policy and fund, integrated management platform, collection and service, literature acquisition personnel and reader factors in the literature acquisition decision-making, this paper put forward the strategies on making literature acquisition standard, building united acquisition center, conducting patron-driven acquisition, using integrated acquisition platform, so as to perfect the decision-making mechanism and improve literature resource construction level.

Makerspace, also known as hackerspace or fab labs, refers to the work space of community operation. In 2015, the General Office of the State Council issued Guidance on Developing Makerspace in University Library, and explicitly put forward to promote the maker activities in colleges and universities. The construction of makerspace servicing college students and the society, requires that university library should not only enrich the traditional service, but also give consideration to the makerspace needs of college students, to transform from single function to composite service. Taking Liaoning University Library as example, this paper explored the new service direction of university library.

This paper expounded the necessity of applying the related data in library’s digital resource integration, and analyzed the realization conditions, and introduced the application model, and finally put forward the development path to further promote the application and development of related data in the library’s digital resource integration.

In order to research the application of fuzzy comprehensive evaluation method in the library management system, based on the construction of evaluation index system for library management system, 4 indexes including basic data maintenance, lending management, new order and system maintenance were established in Liaoning University of Technology Library. The total score of comprehensive evaluation mathematics model was given by adopting Analytic Hierarchy Process (AHP), which realized the overall evaluation and quantitative analysis of library management system level, and provided scientific basis for perfecting the management system in Liaoning University of Technology Library.

Following the principles of associated data, it extracted bibliographic data from Nanjing University of Technology, and then library’s associated bibliography data was implemented in Drupal system. Finally, the advantages of bibliographic data based on correlation data were verified and library's internal data correlation was strengthened through linked to external information development of library knowledge, which extended the semantic level of library bibliographic data.

Library’s wechat public platform has high utilization rat, rich software interface and strong visual content. Through data characteristic analysis, simulation of HTTP requests and the only global bill management and other key technologies and methods, this paper created public the custom menu, set up the system command words, received and analyzed messages, and sent customer service message, operated databases, sent passive response message, obtain user information and sending information authorized by web page, and further developed the wechat platform service platform. Through the link between wechat public platform and API interface, it achieved the interaction of library’s wechat public platform and the readers, which made the self-service of library wechat public platform as an important part of library’s ubiquitous service system.

Taking CNKI as data source, this paper summarized the research progress on the application of RFID in the university library from five aspects, literature distribution in journals, authors group, research topics and research contents, and then provided four proposals including innovating research contents, introducing foreign advanced experience, strengthening inquiry of technical standards and completing performance evaluation system by focusing on the existing problems.

Through the quantitative analysis on the literature quantity distribution, author and literature citation of domestic MOOC research, this paper found that: the relevant research at present was mainly in the perspective of education by focusing on higher education reform and education technology; the periodical distribution was relatively scattered, and China had not yet formed a relatively concentrated core journals distribution and core author group; the contents of highly cited literature mainly focused on the effect, problems and challenges of MOOC development on China’s higher education and university library service, as well as the distinction and interaction between MOOC education and traditional library service; and the theory, guidance, forward-looking of the literature were also the important reasons for its high citation rate.

With the development of cultural undertakings, community libraries have made remarkable progress. Community libraries make up for the limited coverage of public libraries, which should be promoted and popularized. This paper presented three common modes of community library construction at the present stage, and cleared away the role of community library in promoting public reading and national reading, and proposed the measures from triggering reading interests, guiding reading tendency, organizing reading activities, encouraging family reading.

In today's rapid development of smart city, library has played a more and more important role, and its service content is no longer single. By examining the smart library from the viewpoint of development, this paper enriched its definition, features and constituent elements, and then elaborated the feasibility of the operation mode of smart library, and put forward the development strategy of large platform and top-level construction, so as to develop a vision for its future development.

Dushuhu Library of Suzhou Industrial Park attempted to use the theory of focus communication in the reading promotion according to its service environment. It first divided the reader groups based on the main characteristics of readers, and provided personalized reading service to meet the differentiated needs of readers, and proposed the measures like setting up focus service area and online special column by aiming at the existing problems.

National Library of China has used magnetic stripe card to make reader data reading and writing and management more conveniently. Reader can apply for a library card to record the necessary basic information, and obtain the expanded functions according to the needs including loan function and financial function. Physical document resource and digital resource of library collection can also be used by reader’s card.

At present, the upsurge of job socialization in university library has been quietly rising. Taking Capital Normal University Library as an example, this paper probed into the feasibility, existing problems of job socialization for newspaper and periodical reading room in university library, and put forward the measures.

Intangible cultural heritage is the common spiritual wealth of human civilization. Public library is an important department of cultural heritage，which has an important responsibility for saving, protecting, publicizing and promoting intangible cultural heritage. Based on the traditional literature service, by taking Guangzhou Library as an example, this paper explored the ways to propagandize and promote intangible cultural heritage through characteristic exchange activities, theme activities and object service.

By collecting the essays form “Most Beautiful Library in My Mind” activity held by Guangxi Library, this paper summarized the basic library functions mentioned in the essays form the perspective of users to three contents including physical environment, interpersonal environment and value-added service of library, and proposed that the basic functions of future library should focus on users’ needs and reform its service to improve the quality of reader service and eventually satisfy the readers.

The localization rules of western book cataloging are related to all respects in book cataloging, including data description, classifying, index number and etc. This paper discussed the problems of Interlib cataloging subsystem in the process of western book cataloging, so as to provide reference for other libraries to consider their own situation to make the localization rules of western book cataloging and select the operation system.

This paper summarized the present situation of subject librarian service in domestic and foreign university libraries, and introduced the project with librarian as informationist embedded in the research team in NLM (the National Library of Medicine). This project chose senior librarian from Bio-medical Library of University of California to join the whole research process like attending the scholar meeting and even working in the laboratory as a member of research team, and provide assistance about application for scientific research projects, data collection and analysis, which realize the added value to the data, librarian and library. It finally suggested a new service mode of subject librarian in university library in the new period based on the analysis about the project of NLM.

Cultural brand construction is related to the service quality and long-term development of library. Taking 15 years’ development experience of Shanxi Library’s Series Express as example, this paper discussed the importance and hardness of public library’s culture brand construction, as well as the future development direction.

Taking the book-crossing activity in Pingdingshan University Library as an example, this paper summarized the significance to develop book-crossing movement in universities from the aspects of reading promotion, instructive function, book resource utilization and campus culture, and discussed some sustained tactics by targeting at some existing problems like publicity, regarding source, management mode and follow-up work.

This paper reviewed the development history of embedded information literacy education, and summarized the status, and analyzed the reason for the dilemma of embedded information literacy education and gave the countermeasures. According to the analysis of ACRL Information Literacy from Higher Education Framework (2015), it pointed out that the development direction of information literacy education would be the experiential teaching model in the future.

“Internet +” era has changed the traditional mode of higher education. The effective integration of “Internet+ Education” has promoted the production of MOOC, and the emergence and development of MOOC also brings new opportunities and challenges to information literacy education in universities. From the perspective of MOOC, this paper put forward a series of measures to improve the information literacy education in universities based on MOOC platform and resource by combining with the current existing problems.

This paper elaborated the value of classic reading in digital library era, and analyzed the current three crisis from the three aspects of reading consciousness, reading products and reading methods, and finally discussed the outlet of classic reading in the era of digital reading from the multiple publicity, effective integration and stereo effect.

The traditional student management mode in China has emphasized the management and education from top to bottom, paid attention to the common culture of students and discipline requirements, which has been unable to adapt to the development of the times. The new type of academy student management mode has came into being, which is based on the full credit system, focusing on general education with student dormitory as the platform, trying to promote students to be innovative talents according to social development needs. College of Applied Arts and Sciences of Beijing Union University has carried out the exploration of academy education mode since 2014. Library should change the service mode, innovate the service content, play its own advantages and participate in the construction of the academy.

With the fast development of digital technology, almost every resource can be provided in a digitized form. In the era of big data, digital reading can help readers obtain more information resource due to the less restriction in time and space. This new reading mode has generated huge impact on the traditional reading mode of university library, and their work focus has also changed from paper book to digital reading service. Promoting digital reading is now the most efficient way to improve the utilization rate of resource owned by university library, and becoming the new focus.

"Internet +" innovation-driven concept is increasingly popular, leading the different industries towards the integration and development trend. The reading promotion mode and concept of university library have been also influenced, and the service showed the characteristics of online and offline interaction, the ubiquitization of activities, the individualization of audience, the diversification of reading methods and the intelligence of user experience. This paper analyzed the characteristics and advantages of university libraries’ reading promotion under the background of "Internet +", and provides a reasonable reference for the way and path of innovative reading promotion.

Aiming at the implementation status about professional qualification system of publishing personnel in China, this paper analyzed the existing problems, and put forward the countermeasures from strengthening propaganda to expand its influence, increasing training and other measures to improve the pass rate, strengthening certificate supervision, integrating with degree education, reinforcing continuing education, giving full play to the publishing industry organizations.

With the progress of innovation and science, more and more researchers have made comprehensive research on an issue by adopting the methods of natural sciences, humanities and social sciences and philosophy. The source of manuscripts for sci-tech periodicals is more abundant than ever before, while some problems come consequently. On the basis of personal practice, this paper analyzed the problems in the interdiscipline manuscripts submitted to sci-tech periodicals from the perspective of editor and proposed the solutions.

With the development of information technology, digital library has been the core for university teaching and scientific research service, and its service quality is the key factor affecting the development of university library. To evaluate the service quality of university digital library scientifically and reasonably has become an important work. This paper analyzed the evaluation contents of digital university library’s service quality firstly，and established a scientific evaluation index system, and then proposed a evaluation method based on neural network. The example showed that this method can realize an accurate evaluation for the service quality of digital university library, which gave a useful help for university to promote the service quality of digital library.

Since the implementation of the Regulations on the Open Government Information of the People's Republic of China, research on the value-added service of government public information in public libraries in China has made great achievements. The statistical analysis of research results can contribute to the development of public libraries in the future. Based on CNKI full-text database, this paper searched for research papers about the value-added service of government public information in public libraries in recent y-ears, and analyzed the distribution and themes. Through the analysis, the public libraries of China obtained some results in this domain, but also had some insufficiencies. It then put forward that researchers should proceed from the actual situation of library and combine with the foreign experience, to further strengthen the theory and practice research and provide valuable advice for public libraries in carrying out the value-added service of government public information.

This paper analyzed the publicity of library, and explored new changes of library’s public cultural service in the "Internet +" era from the scope of service, service model and service personnel, and put forward the basic way of service model innovation from four aspects of "point + flow", "education + leisure", "ordinary + special" and "field + network", and finally emphasized the development guarantees of legislation, fund, resource and talent.

Change and innovation is imperative, and library should use the advantage of its information resource to provide a series of micro service including personalized, networked, thematic and characteristic resource service for each stage of readers, and change the structure of collection resource and adjust the resource allocation, and strengthen information processing and knowledge transform, as well as resource integration service, so as to give high quality resource and good service to the readers.

Mobile learning environment has impacted the information behaviors of university readers. Library should follow the trend of this era to adjust the service ideas. Readers’ participation with the personalized, minority, knowledgeable, professional, real-time characteristics, would be the service mode embedded in readers’ learning anytime and anywhere.

Theme activity in graduation season has become one of the highlights for periodic reader service as the sublimation of the connotation of library core value, which can improve the influence of library in the construction of campus culture. This paper summarized the theme, contents, information sources and result analysis of activity practice, and then put forward suggestions for improvement and expressed a wonderful good vision to develop the service.

This paper introduced the new challenges of national reading promotion in the reading transition period, and expounded the new changes of public library’s reading promotion service, and analyzed the system basis for public library to promote comprehensive reading, including the informal system and formal system and promotion mechanism, and put forward the construction strategy of national reading promotion service system.

In the information age, extended service for vulnerable groups is an important part of public library construction that should not be ignored. Taking Yantai Library as an example, according to the demand features, this paper used the expert grading method to evaluate Yantai Library’s extended service for vulnerable groups, and exploited that Yantai Library conducted less condolences with retired veteran cadres, less minors' library reading activities and report frequency, less reading activities of guidance, and less book aid for migrant workers and their children, and put forward the service improvement strategies.

Xinyang Agriculture and Forestry University of university libraries’ disability service in Henan province, and then put forward the suggestions and strategies on the future development of university libraries’ disability service through drawing on the experience of America’s university libraries and Japan’s public libraries in the development of disability service.

In recent years, with the rapid development of Internet technology and the wide application of mobile devices, new media forms have showed the trend of integration, popularization and socialization in China, and also changed public reading habits quietly, making micro-reading featured with “short, flat, fast” to be a fashion trend. Meanwhile, it made the library based on paper reading as a medium update its service model to deal with the impact of new media. This paper studied the extension service model of library based on micro-media environment, and further explored the ways to promote the service and the problems that should be paid attention in the process of popularization.

This paper expounded the challenges faced by library service from the view of public library’s sustainable development, and pointed out that in these objective conditions, library should promote service innovation, and improve the sustainable development ability, and then proposed the five strategies for service transform.

Reform of Supply-Front brings innovation to industry mode of supply-drive-demand and meanwhile provides a new direction for improving public culture service efficiency of libraries. In this paper, the concept of Reform of Supply-Front, as well as its essence and contents were firstly introduced. On this basis, elements and the key points influencing public culture service of libraries were analyzed under the context of Reform of Supply-Front. Approaches to improve public culture service efficiency of libraries were further stated. Finally specific strategies were emphatically discussed to facilitate the reform and transformation of public libraries.

Under the background of Internet, the personalized needs of university library users have been increasingly showing a trend of diversification, while traditional information service model has lagged behind. How to grasp the diverse needs of users and provide personalized information service is a common problem faced by all university libraries. Based on the analysis of the basic connotation and existing problems of university library’s personalized information service under the background of Internet, this paper puts forward relevant development strategies, so as to help the personalized information service of university library.

Only by mastering the strategy of silent language can the librarians easily carry out the communication mode between library and reader on various situations for different readers, and then accurately transfer knowledge information to improve the quality and efficiency of library information service.

And the hardware facilities have a great relationship with local economy and culture development, specific size of school and local people. This paper mainly considered the changes and creative realization of university library in software facilities under the impact of cultural creativity.

Big data era has brought tremendous influence and challenge on the current university library, and the complex data processing will become the core assets of library in the era of big data. The innovation of library service need to pay attention to data storage and mining with the integration of big data analysis service, and analyze the data by data analysis tools, and find the the implicit demands through a lot of unstructured and semi-structured data, so as to provide information analysis and forecast for the future development trend. Innovating library intelligent service, building a multi-level service system, can promote the development and progress of teaching and research work in universities.

With the time development and knowledge update, intersection and inter-infiltration among disciplines have become more and more obvious, which raise requirements for information consultants’ Search Quotient (SQ hereinafter). In this paper the concept of SQ and its content, essence and features were briefly introduced at first. Then the importance of information consultants’ SQ was analyzed and on this basis constituent of information consultants’ SQ was discussed. Finally efficient approaches to cultivate information consultants’ SQ were put forward just for inference.

Based on the establishment of subject librarian system in China, and combined with the actual situation of School of Economics, Anhui University, this paper analyzed the advantages of university’s faculty library and the necessity of resource integration with library resource, then expounded the feasibility of building subject librarian system in faculty libraries, and probed into the construction of subject librarian system in faculty library.
