This paper analyses the present situation of information poverty alleviation based on the perspective of precise poverty. Information poverty reduction experience of We County of “Tencent” has been summarized. Then three related suggestions are given to improve the conditions of poor people.

Accelerating the poverty-stricken areas and people to get rid of poverty and become better off is China's current major social problem and livelihood issue. Accurate poverty alleviation is the inherent requirement of poverty reduction, urban-rural integration and common prosperity. Faced with the status of differentiated poverty, Accurate poverty alleviation theory is an important mechanism and guiding ideology of the current governance of poverty in China, and also the theoretical innovation under the new situation of poverty alleviation work, which ensures the top-level design of poverty relief from the system, policy and model, and identifies the specific requirements in terms of implementation steps and working methods. Its formation is both the summary of domestic poverty alleviation experience and the reference to the foreign poverty alleviation model, which effectively ensures the goal of comprehensive poverty alleviation before 2020.

Agricultural university library owns abundant information resource in agriculture area, which can meet the information needs of accurate poverty alleviation. In order to well participate in the poverty alleviation, Library of Sichuan Agricultural University substantially established a comprehensive service platform for information push and tracing by combining with its characteristics and comprehensive agricultural information needs, which provided efficient information resource guarantee for the inner-development of accurate poverty alleviation, improved the work efficiency, as well as offered some necessary reference to broaden social service function of agricultural universities in China.

The role of university library in targeted cultural poverty alleviation should be the service provider based on government’s public culture service procurement and the constructor participating in public culture services system construction within the social service scope of university library.

Taking Library of Fuzhou University as an example, through the research on readers’ use of information resource, this paper analyzed the current deficiencies of Library of Fuzhou University in the service for discipline construction, and proposed the countermeasures for university library’s information resource construction.

Big data technology has played a huge role in promoting current society development. How to effectively use and manage the information resource in the era of big data is a question that needs to be studied by the academic researchers in the library field. Starting with the characteristics of information resource in the era of big data, this paper analyzed the current situation of library information resource, and proposed the ways of library information resource construction.

This paper discussed the present situation of electronic resource procurement evaluation index system, and then selected and refined five criterion-level indexes of evaluation index for independent colleges, and designed the questionnaire to score for the importance. Based on the survey and the method of AHP, it calculated the weight of the indexes, and finally built the electronic resource procurement evaluation index system for independent colleges.

Agricultural informatization should consider the agricultural digitization first. The foundation work of digital agriculture is the construction of agricultural information networks. Based on the current methods of website evaluation, an indicator system of efficiency evaluation for agricultural information website was constructed in this paper. Then the operating efficiencies of 17 municipal websites in Shandong province were analyzed. The result declared that 3 of these websites were relatively effective, accounting for 17.6% of the websites, and the other 14 were non-effective. By conducting projection analysis, it also gave suggestions to improve the performance of non-effective websites.

Portal authentication technology is a important kind of WiFi network authentication technology. This paper introduced the RFID technology and its development in the public library industry, and listed the practical applications of RFID technology in the public library, and discussed the problems of RFID application in the library, as well as the solutions by combining with the use of RFID in daily work.

This paper analyzed the intellectual property right issues faced by libraries in inter-library loan and document delivery, including copyright infringement risks in the right of reproduction, network dissemination and publishing, and then discussed the feasibility of rational use of inter-library loan and document delivery based on the domestic and overseas researches, and proposed to negotiate with the database providers to solve this issues and obtain the right of digital resource use.

Novelty report is the final embodiment of novelty retrieval, and it is necessary to sample the reports regularly. Based on sampling survey technique, this paper proposed the conception of sampling evaluation implementation scheme for novelty reports, and explained the concrete evaluation method of novelty reports’ qualified ratio with examples.

Focusing on information literacy education, an important part of subject service in university library, and taking Civil Aviation University of China as the case, this paper expounded its way and specific contents based on network environment, including literature retrieval course, online training course, freshman training, voluntary librarian, librarians' information literacy education, and discussed the development direction and strategy, so as to provide certain reference for university library’s information literacy education.

In order to find out the preliminary relations between librarian and faculty, this paper firstly reviewed the social science and library science literature on librarian-faculty relations, and presented a preliminary sociological analysis of these relations. The survey showed there was an asymmetrical disconnection between librarian-faculty, and only librarians viewed this disconnection as problem.

University Library in the use of WeChat campus public platform to promote reading, more convenient, faster and wider spread. This article through the Guangxi Library of University of science and Technology (hereinafter referred to as the Museum) in the campus of WeChat public platform published book review as an example, and analyzes the development of reading promotion activities using the campus public platform to promote the effect of extended reading and reader service.

This paper introduced the AIDA model in modern marketing management to the reading promotion, and explored the connotation of AIDA, AIDA and reading promotion, and the reading promotion strategy of freshmen based on AIDA, so as to provide new idea and view for reading promotion.

This paper put forward the strategies of using MOOC to improve the information literacy of university students from the promotion role of MOOC in information literacy education.

Based on the analysis about the structure of hierarchical information literacy education system in Guangxi University of Science and Technology, this paper pointed the problems and discussed the solutions through the study of embedded teaching mode. It analyzed four embedded teaching models, and defined the embedded model used in Guangxi University of Science and Technology as one-time engagement and tracking with hierarchical basis, and finally analyzed and summarized the problems encountered in practice.

829 agricultural science papers were extracted from F5000 papers from 2012 to 2014，referring to the Chinese Library Classification. The Chinese book classification code of the papers were supplied and approved，and the subject distribution of F5000 agricultural science papers were analyzed. The result showed that the 829 papers covered S-0 and S1－S9 10 agricultural science subject categories. 217 crops science (S5) papers were the most with the proportion of 26.18% in total agricultural scientific papers; 187 agricultural basic science (S1) papers followed, whose ratio was 22.55%；horticulture science (S6) and forestry basic science (S7) papers were 104 and 101, respectively, whose ratio were 12.55% and 12.18%. In the editing work of agricultural university journals, it should pay attention to soliciting contributions and manuscripts on the field of soil science, cereal crop science, horticulture, forestry basic science, animal science, economic crop science, fisheries science. The editors of agricultural university journals should also grasp the hotspots of agricultural science research and cultivate the exceeding consciousness, edit and issue the top papers with great influence.

[Purposes] In order to understand the status of reference location and format in Chinese scientific journals, the expression format of the term “reference” and its standardized format were discussed. [Methods] By logging the papers published in 2015 from the high-ranked 300 Chinese scientific journals of CSCD in 2014, the expression format, position, translation or not, citation mode, identification code and authors of reference were analyzed. [Findings] Results showed that the term “Reference:” (30.0%) was most and located in the left of each row. There were 268 journals with order reference coding” (89.3%). 77.3% journals had identification code. And, there were 252 journals less than three authors by instead of “et al”, 171 journals (57.0%) had Chinese-English translation. [Conclusions] It was recommended that every sci-tech periodicals should pay great attention to the reference, and make efforts to standardize and normalize reference, and offer a strategic reference from the trend variation.

University is the main force of China's basic research and advanced technology development with high general research level, which plays the leading role in the supply, innovation and dissemination of knowledge. Thus, it is the major consumer of patent information service. In view of the current situations of decentralized patent information service departments and resource in university, unclear division between the service sectors and non-professional service, the Vensim software was used to establish and analyze the patent information service mode based on the theory of system dynamics. The results showed that increasing the timeliness of feedback mechanism, enlarging the embedded scope for subject and appropriately improving the coordination mechanism were in favor of service ability promotion.

This paper analyzed the information service mode of applied university library based on the background introduction, and designed the framework of big data information service platform, ans studied the library information service based on the big data platform, and finally put forward the development strategies.

This paper presented the impacts of MOOC on public library, and analyze the advantages for public library to conduct MOOC, and discussed the copyright risks, and proposed the innovation strategies based on the reality to promote the service level and quality, such as training the librarians, encouraging their engagement in MOOC, establishing library-specific MOOC, participating in the interface instruction, strengthening resource localization, optimizing the collection, and spreading the application.

With the rapid development of network culture and digital information technology, all aspects of the public digital culture service system are in the process of gradual improvement. Heilongjiang province, as the big development province of basic public digital culture in China, has not only finished the preliminary construction of public digital culture, and also made contribution to improve public information service, promote information resource integration, strengthen public digital culture service construction and send public digital culture into households. However, the construction of China's basic public digital culture service system still has big gap with developed countries. Combining with the development status, this paper analyzed the construction mode of basic public digital culture service system in Heilongjiang province, and put forward relevant suggestions.

This paper took the wechat service of university library in Fuzhou as example, and analyzed the existing problems, and put forward some ideas to deepen the wechat mobile information service of university library.

In the modern library service, reference is a core service of library work, which also embodies in the digital reference service of library service. Due to the promotion of modern science and technology information technology, public library's reference service has also achieved a revolutionary change. During recent 20 years, the reference service of public library in new media environment experienced three stages, including asynchronous digital reference, real-time digital reference and cooperative digital reference. At the same time, the cooperative digital reference service system match has also conducted transformation and upgrading. UCDRS, United knowledge navigation site and other service platforms have promoted the development of cooperative digital reference service. However, it faced the status of late start, backward equipment and lack of talents. To develop and innovate the public library’s reference service in the new media environment, it must grasp the work method with the combination of theory and practice to speed up the development of digital reference service. In addition, knowledge management, cloud computing, artificial intelligence and other new concepts and technologies should also be introduced into the digital reference research to meet the diverse and personalized needs of users.

Based on research about the concept of tacit knowledge and its transfer in university library’s reader service, this paper summarized the role of tacit knowledge in library reader service, and extracted the deficiencies, so as to find the improvement strategy.

The Internet has become a driving force and power for the development of innovation and the promotion of transformation. University libraries have experienced great changes in terms of the service environment, contents, mode and readers’ needs under the big environment of “Internet +”, which indicates that the librarian's professional qualities need to reach a higher level.
