Abstract: The stakeholder theory provides new ideas and methods for the reconstruction of social responsibility and social functions of public libraries. This paper analyzed the stakeholder composition of public libraries, expounded the social responsibility and social functions of public libraries, namely, administrative organization and management, serving users, training librarians and participating in community activities, and further analyzed the rights and interests needs of various stakeholders of public libraries, which were divided into core level, close level and extension. Finally, it put forward the strategies of social responsibility and social function reconstruction of public libraries based on stakeholder theory, includign strengthening cooperation with stakeholders, giving consideration to the management and development of libraries, and actively carrying out extensive inter-library cooperation, so as to promote public libraries to better practice social responsibility and play social functions.
