有中国特色的高校学科评估体系构建研究

Construction of the Subject Evaluation System with Chinese Characteristics in Colleges and Universities

摘要: [目的/意义]建立科学的学科评估指标体系,是开展高校学科评估的关键。根据国情,重新构建一套有中国特色的、全面科学的学科评估体系,从而对一定时期和一定范围内的学科建设水平给出客观、科学的评价。[方法/过程]在比较分析国内外常用的几种学科评估体系的基础上,围绕高校不同层次人才培养的中心任务,兼顾不同学科之间的差异,推行分类评价,首先按高校类型、再按不同学科门类,分别构建多个学科评估体系。[结果/结论]以教学研究型大学中的工学为例,建立一个全面、科学、有中国特色的学科评估指标体系。该指标体系由5项一级指标、16项二级指标、40项三级指标构成。指标权重向“人才培养”倾斜,突出“思想政治教育成效”“师德师风建设”等中国特色。

Abstract: [Purpose/Significance] Establishing a scientific disciplinary evaluation indicator system is the key to conducting disciplinary evaluation in colleges and universities. According to China's conditions, we rebuild a set of comprehensive and scientific subject evaluation system with Chinese characteristics, so as to perform an objective and scientific evaluation at the level of subject construction in a certain period. [Method/Process] Based on a comparative analysis of several disciplinary evaluation systems commonly used at home and abroad, we believe that we should base ourselves on China's conditions, focus on the central task of talent development at different levels in universities, take into account the differences between different disciplines, and implement classified evaluation. According to different disciplines, multiple discipline evaluation systems are constructed. [Results/Conclusions] Take engineering in teaching and research universities as an example, this paper established a comprehensive, scientific, and Chinese-style subject evaluation indicator system. It consists of 5 first-level indicators, 16 second-level indicators, and 40 third-level indicators. The indicator weight is inclined to "personnel training", highlighting Chinese characteristics such as "effectiveness of Ideological and political education" and "construction of teachers' ethics".
