Abstract: This paper introduced the new challenges of national reading promotion in the reading transition period, and expounded the new changes of public library’s reading promotion service, and analyzed the system basis for public library to promote comprehensive reading, including the informal system and formal system and promotion mechanism, and put forward the construction strategy of national reading promotion service system.
