Abstract: Think-tank has not only played an important role in the "The Belt and Road" national initiative, but also been an indispensable intellectual support. This paper analyzed the construction of outstanding think-tank with "The Belt and Road" service oriented in China from team building, resource construction, service model and decision influence by visiting the website, and pointed out the problems to help realize the transformation of think-tank.
