Think-tank has not only played an important role in the "The Belt and Road" national initiative, but also been an indispensable intellectual support. This paper analyzed the construction of outstanding think-tank with "The Belt and Road" service oriented in China from team building, resource construction, service model and decision influence by visiting the website, and pointed out the problems to help realize the transformation of think-tank.

As an important part of the construction of "The Belt and Road", ceramic culture should be paid more attention to the protection of intellectual property of born digital resource. Network born digital resource is a kind of vaguely ecological information resource produced on the Internet, whose importance in cultural preservation and dissemination as well as the construction of digital library has caused the attention of library field. This paper probed into the necessity of intellectual property protection of network born digital resources in ceramic culture.

The research literature related to the theme of "ASEAN" were collected from CNKI, and the keywords were normalized by unified forms, split, deletion, supplement etc. Statistical analysis, betweenness centrality analysis and aggregation subgroup analysis of high frequency keywords were adopted. It found 7 key words, such as China-ASEAN, free trade area, trade, the ASEAN countries, ASEAN, China-ASEAN Free Trade Area, the ASEAN Free Trade Area, were drawn sustained attention by academic circles. The research directions related three key words, such as China, Guangxi, Maritime Silk Road, attracted the academic attention, especially the areas related Maritime Silk Road became a hot spot in recent three years. The betweenness centrality analysis revealed the variation of research focus. 10 keywords, such as China-ASEAN, ASEAN countries, ASEAN, ASEAN Free Trade Area, China-ASEAN Free Trade Area, trade, free trade area etc., were still greater than zero. However, their control and influence were different in different periods. The betweenness centralities of key words, such as ASEAN, ASEAN market, service trade, Maritime Silk Road, interoperability, economic cooperation, regional economy, regional cooperation, reflected the variation process of some hot spots from formation to dissipation or differentiation. The agglomeration subgroup analysis identified four hot research directions in the past 13 years, such as China-ASEAN Free Trade Area, ASEAN cooperation and China-ASEAN cooperation, ASEAN market and ASEAN trade, regional economic cooperation.

Based on the analysis of 1 200 articles about central Asia research collected by SSCI from 2001-2015, this paper revealed the research status quo, research hotspots and research trends of central Asia through the co-occurring and co-citation knowledge mappings by visualizing software CiteSpaceIII.

Inventors are the core carriers of patents' value. The study on measuring and evaluating inventor influence is one of the most hottest topics in patent analysis field, which is quite meaningful for detecting new technology development and introducing research talents. In this paper, the influence of patent inventor was evaluated both qualitatively and quantitatively by two dimensions, namely innovation ability and cooperation ability. It calculated the inventors' contribution based on their orders in the patent to evaluate the innovation ability and use the topological features of the patent cooperation network to measure the cooperation ability. Finally, the patent dataset from the recommender system was used to verify the approach. Compared with traditional methods using patent amount and cooperate frequency as evaluating indexes to rank the inventors, this method can locate the various types of key inventors and provide a positive research start for the objective evaluation of inventor influence.

User loyalty is the core competitiveness of virtual community and loyal user is the main benefit source. The evaluation index system of user loyalty is an important content in user loyalty evaluation research. Based on the principle of loyalty design, a virtual community user loyalty index evaluation system was established by combining qualitative and quantitative methods, and using the AHP to calculate the weight of user loyalty index, and the concrete method to calculate the evaluating value of loyalty evaluation was given. Combined with a specific virtual community, it also verified the process of loyalty calculation. The conclusion of the study can be used as the basis of subdivision of users in virtual communities and provide value to users on this basis.

In the view of information ecology theory, this paper studied the optimal allocation of library collection resource to provide a new perspective for the knowledge and information service and promotes the healthy and orderly development of library. It analyzed the current situation of information ecology imbalance including the lack of information subject and the uneven distribution of resource in the digital library. Duet to the similarity of information ecology and digital library in the components, functional objectives and application value, it expounded the feasible measures for library to introduce information ecology theory to optimize the allocation of resources from the orientation of service, social demand and purchasing decision-making.

This paper analyzed the necessity for the construction and implementation of self-organizing model of scientific data set in university library in the era of big data, and summarized the construction principles. Based on the discussion about the main difficulties of self-organizing model construction, it proposed the implement strategies from computing system security management, library data resource integration, data management and maintenance standards, resources application platform sharing service platform, to improve the data processing efficiency with the function extending as the core. Combining with the real-time, interactive and sharing characteristics of self-organizing model data resources of scientific data set in university library, it discussed the advancement, reliability, expansibility of self-organizing model, and proposed the system construction methods with computer, big data technologies as the core.

This paper summarized the selection principles and construction process of copyright risk assessment index of network information resource, and then established a related index system, and found the key evaluation index by assigning the evaluation index, so as to let the network service providers be able to determine whether they are at risk, and prevent and discover the approaching risks, and give effective decision-making as soon as possible to facilitate their rapid and efficient avoidance of risks, and reduce the risk loss.

As the interactive Internet application, weibo has become the important way for the general public to express opinions and emotions. This paper used haze problem in Chai Jing's Below the Dome as the entry point, and collected more than a thousand relevant weibo data. The experiment combined sentiment lexicon with sentiment analysis technology to analyze sentiment of Sina weibo 's text public opinions, and then expressed the public opinion situation of the event quickly, timely and objectively. In addition, through the analysis of the status quo of haze, it can help the relevant functional departments understand public opinions and play a necessary role in decision-making.

With the development of wireless network communication technology, it is inevitable to use the mobile terminal device to access the library. This paper took the Android mobile client access system as an example, mainly introduced the system architecture design, module structure design and database design, so as to deeply study the organic combination of wireless network technology and libraries.

In order to solve the problem of library seat occupation, this paper designed and implemented the seat management system, and described the design principles, ideas and system environment. The results showed that it helped improve library seats' usage largely.

With the strategic planning of Double First-rate proposal, universities pay more attention to their own advantage disciplines and construction of the subject, especially for the analysis of potential disciplines in order to speed up the construction of world-class disciplines, the process of promoting the first-class universities in the world. On the basis of ESI and InCites database, making the comprehensive analysis of the research output of computer science discipline in Hefei University of Technology from the number of published papers, citation, highly cited papers, first author/corresponding author, cooperating areas and institutions, keywords in the last decade(2007-2017). The present situation and development trend of scientific research strength of this discipline are studied by CiteSpace. After the discipline has entered the ESI ranks of the world's top 1%, evaluations and proposals that the author puts forward are contributed to promote the development of the discipline.

With the tide of modernization information sweeping around the world, it is urgent to make rational information policy and guide the development of information, and the research of information policy has become an important research field of intelligence science in China. Taking the information policy research literature from CNKI as the data source, this paper used the information visualization software Citespace and Ucinet to conduct co-occurrence analysis and cluster analysis of the subject information keywords of the information policy literature, and made a high-frequency keyword multidimensional scale analysis map, revealing information policy research hotspots and development trends. At present, the research hotspots mainly focused on the comparison of information policies, laws and regulations, information resource management, information security, and e-government service in China, the United States, Japan, and other countries, including four social most important aspects of law, economy, security, political. It should formulate reasonable information policies to reduce the gap with developed countries and establish a sound information policy system.

In the information environment, domestic information science research work has changed a lot, and the analysis about the evolution of library information science research can help us better grasp the future development trend of library information science. This paper analyzed the evolution and development of domestic library information science, and pointed out the research characteristics, and expounded the agents of this evolution, so as to provide reference for further research.

With the rapid development of information science and communication technology,communication has generated and accumulated a large amount of data and information. In recent years, the development of communication science is rapid with abundant research direction and subjects, but its subject development context and hot research topics urgently require systematic and intuitive analysis and display. In order to help explore and reveal the hot topics and popular subject-method in this field, this paper proposed LDA ( Latent Dirichlet Allocation) topic extraction method based on the perspective of classification. Taking the the periodical literature on communication field as the research objects, it used LDA topic model to extract the topic of classified literature collections and divided the selected 30 hot topics into two categories: subjects and methods. Through the deep analysis of subject-method, it revealed the knowledge point of hot topics. Experimental results indicated that this method can detect discipline theme and research hot spots in a more comprehensive and in-depth way.

As a new knowledge service mode of library, the human library has its unique characteristics in the aspect of tacit knowledge service. This paper, on the basis of exploring the model of the tacit knowledge service of the human library, analyzing its characteristics and limitations, proposes the construction of a knowledge base of the human library from the technical level, expounds the operation mechanism and significance of the knowledge base of the human library, in order to provide a reference for further research on the transfer and sharing of the tacit knowledge of the human library.

Considering the full flexibility and efficiency of MANET network, this paper selected its service network as the service network of cloud digital library. Based on the relevant theories of cloud digital library research, it proposed regional cloud digital library model in stratified MANET environment, with five layers, including MANET user layer, MAN network layer, portal layer, interface layer to virtual digital library, cloud library operation maintenance center layer. The simulation results showed that the model had high efficiency, reliability and safety, can meet the user demand better.

The emerging of big data environment, not only changed user's information behavior, also made digital library service towards more individuation, better knowledge and diversified development, driving the change of resource characteristics and service characteristics of digital library, promoting the transformation development of digital library to innovate service mode, fuse service elements, expand service function, conduct knowledge construction, provide precise service, as well as strengthen the technical force, diversify show forms, so as to promote digital library to change the original service paradigm and become more individuation with knowledge and technology.

The ancient books are the carrier of human knowledge and culture. Under the theoretical guidance and technical support of digital humanities, digital processing, storage, organization and analysis of ancient books can not only realize the regenerative protection of ancient books, but also realize the dissemination and inheritance of the cultural knowledge carried by the ancient books. By studying the practice of ancient books digitization, and the theory and technology of digital humanities, this paper discussed the application of digital humanistic theory and technology in the development and utilization of ancient books, so as to realize the efficient use of ancient books.

As the development of mobile internet and online media, various mobile service based on wechat public platform has been widely discussed and studied. This paper reviewed the examples of applying wechat public platform in China's university libraries and other social media in abroad university libraries, and discussed and gave suggestions on contents, positioning, brand, team construction and other marketing strategies of wechat public platform in university library.

With the continuous improvement of information technology, E-books has also developed at a fast pace, but the definition and categories of which can not drawn unanimous conclusion. Through the explanation about the definition and components, this paper tried to divide the development history of E-books into initial infancy stage, emergence stage and rapid development stage, and made a prospect to the future development of E-books and proposed the new development trend of abundant contents and diversified forms, including business model innovation, industrial chain upgrading and copyright awareness enhancement.

The omnimedia environment has changed the information behaviors of university students. Lifelong learning and social development require college students to have higher media information literacy. University library should complete the functional transformation through innovative service, and become the media of information spreading and the base of media information literacy education for university students. This paper analyzed the necessity of effective integration between media information literacy education and information service, and proposed to improve educational service function of university library through the omnimedia of resource construction, information service and literacy education.

How to efficiently manage the digital teaching resource and fully play its role in teaching and learning, has become one of the hottest research topics in digital library. This paper studies the three main challenges and countermeasures on the data management of digital teaching resource, including the organization and presentation of digital teaching resource, the design of user retrieval and the usefulness evaluation. Through the case study of Telecommunication Economics in WANGKEWANG platform, it showed the actual results of digital teaching resource in enhancing the competitiveness and influence of the course.

Universal lifelong education is recognized by the international community, which can be strongly supported by the development and utilization of public library's education and training resource. Public library need to collect and collate the reference books, compile the standard catalogue of educational and training resource, and improve the identification and accessibility of paper resource. At the same time, it should build remote public learning platform and co-construction and sharing system, and innovate the development and utilization path of education and training resource from the interface, service and talent organization level. The development and utilization of educational and training resource in public library can improve the ability of public cultural service and guide users to develop lifelong learning habits.

This paper analyzed the publishing situation of Chinese journals on biological resources, including basic information, influential factors, published papers, ratio of fund papers, high frequency keywords and hot articles, as well as the setting methods and running strategies, so as to provide a theoretical reference for editors. Statistics results showed that there were only 5 Chinese journals on biotic resources, and their influence were not high. The number of published papers in this filed was limited, and the publications were basically related to plant resources. In order to adapt the powerful strategy of sci-tech periodicals, journals should actively adjust their strategy to own characteristics and serve the development of biological resources.

This paper analyzes present situation of wechat mobile information services in university library,and induces the function structure diagram of wechat mobile information services in university library by selecting 39 "985 project"university libraries as the research sample.and .The paper points out that wechat information ecological system in university library is composed of three parts which are the information people, university library wechat information and the information environment,and constructs the pyramid shaped university library information ecosystem model.

Deep learning is a hot research topic in the field of machine learning, which helps improve the intelligent service level of digital library. This paper introduced the concept, characteristics and application status of deep learning, and pointed out that the application of deep learning technology in digital library can improve the objectivity of information analysis, realize the intelligent processing of mass data, promote the intelligence of information analysis tools, and analyzed the service process, as well as intelligent retrieval, intelligent push and intelligent guidance service mode.

Knowledge supply chain management is a systematic and integrated management mode with knowledge innovation as the target and satisfying the needs of users as the start point and destination. Applying knowledge supply chain to carry out knowledge service, library should implement business process reorganization, strengthen the construction of featured collection, establish knowledge exchange mechanism, promote the integration of knowledge supply chain management and improve librarians' professional qualities, so as to establish a set of library-fitting practices. Results showed it was necessary and feasible to introduce that theory of knowledge supply chain into the library.

This paper introduced the rising background of linked data in the library, elaborated the significance of linked data on innovating library service, put forward innovative dynamic combination service mode of library linked data, so as to provide some references for innovation service research on library linked data and promote the improvement of library's service level.

This paper explored the knowledge assistance of public education platform library for vulnerable groups, to provide reference for the construction of library knowledge assistance system. It clarified the subject, object and mechanism of knowledge assistance, and expounded the construction methods of library knowledge assistance system for vulnerable groups in the aspects of strategy, practice, sharing trend and humanistic care based on the contradiction analysis about dynamic mechanism and system construction of knowledge assistance.
