Abstract: The Colleges development, as the cultural home and the gathering place of social sources, is an important part of social development. Colleges are always leading the development of social culture, and bearing most part of social responsibilities. College cultural construction is very important, so college library development becomes key part of college soft power. Academic library builds solid basic foundation for college cultural construction and research development, so that library becomes an important part of college development. Academic library development has attracted enough attention of education department in recent years. Academic library has to build its literature resources so as to its normal development. However, domestic academic library still stays in an immature stage with some developing problems in literature resources construction. Hence, the construction of academic culture is built only on the basis of solving these problems.
