The Security role of Public Library in Government Information Disclosure

Abstract: Government information disclosure system is a legal system to ensure citizens' right to know, but the information rent-seeking phenomenon in this process has greatly harmed the right of citizens. Library plays the important role of ensuring the general and equal transfer of public information in the public culture system, which can avoid the government information disclosure system encountering information rent-seeking. This paper summarized the impact of information rent-seeking on the government information disclosure, and discussed the security function of library in this system from two aspects of preventing and reducing.
