The paper collect statistics from the Global Competitiveness Report、OECD's Main Science and Technology Indicators database (MSTI)、World Intellectual Property Organization (WIPO) which announced by World Economic Forum (WEF),and the basic science indicators database (ESI). then, use two-stage data envelopment analysis (DEA) to analysis of innovation efficiency of 10 countries, use structural equation modeling (SEM) for empirical analysis of the national technological innovation system simplified model , and finally, developed using regression analysis for the impact target factor.

According to the actual situation of Xian University of science and technology library’s the key subject guide, the fact of University users' information demands and their awareness of the subject guides are researched qualitatively by surveys,then it is proposed that librarian should pay attention to the problems of subject guides construction. Service concept based on users' demands in order to emphasize guides design is not suitable for everyone in a way. Librarians should discuss with the users to the construction and evaluate users' demands for subject guides construction which will be more usefll. Thus, subject guides construction could facilitate the effective use of information resources in universities and the vigorous development of the teaching and scientific research.
