Public digital culture service is a combination of public cultural service and digital information technology, and also an important part of public cultural service system. Talent construction is the key guarantee factor to improve the public digital culture service system. Based on the current situation and problems of the construction of public digital culture service talents in China, this paper analyzed the relevant causes, discussed and put forward such personnel training measures as multi-channel training mode and user satisfaction test, so as to improve the public digital culture service system.

The lack and drain of university talents have always been the serious problem limiting the development of Xinjiang's universities. From the perspective of library information service, this paper chooses three universities representing the development level of Xinjiang's universities as the research objects, including Xinjiang University, Xinjiang Medical University, Xinjiang Agricultural University, and Xinjiang Agricultural University, and analyzed the core competencies of university teachers by using data mining and analysis, to find the key restricting factors, so as to achieve the purpose of upgrading the core competence of Xinjiang's university talents, and improve both information service and library service.

In order to exert the maximum effectiveness of subject service team and win the user's recognition, this paper briefly analyzed the Porter-Lawler's synthesizing motivation theory, and constructed the subject service team's incentive model, and focused on analyzing the process and characteristics of the model, and then put forward safeguard measures for the incentive mechanism of subject service team, from the management idea, evaluation system, salary system and team culture.

In order to ensure the sustainable development of librarians' professional autonomy, it is necessary to establish a scientific professional librarians’ decision-making operating mechanism and evaluation system. From the perspective of system theory, this operating mechanism should include the basic structure of element unit, the effective operation of internal program and the inherent limitation of operating rules, as well as the interaction and inter-affection, so as to constitute an organic whole decision- making mechanism and make professional decision-making towards dynamic balance and ensure the reasonable and effective decision-making.

At present, the work-study program of university library has achieved remarkable results in the spirit, mentality and grow-up cultivation of students, but there also existed some problems, which were mainly reflected in the insufficiency of educational function of library. According to the current status, it suggested that university library should establish a humanized and systematic management mode, based on the recruitment, training, use, evaluation, motivation, adjustment of students etc., which would lead the students to play full role to create value for the library. This paper took Library of Beijing Technology and Business University as an example to discuss the work of library practice center, and analyzed the concrete work and managing method by combining with the development characteristics of students, so as to explore the new education path for library’s work-study program, and contributes to the goals of teaching students, managing students and servicing students.

Through the analysis of performance evaluation methods, 360-degree evaluation method was selected combined with the rating scale method for librarians’ performance evaluation. The evaluation indexes in the rating scale method were determined by soliciting the opinions of librarians and conducting extensive discussion. The method of setting the steps was adopted to reduce the conflicts caused by the only fractional theory and to improve the feasibility of librarians’ performance evaluation indexes.

The new merged local universities are generally lack of regional advantages, and higher level of teaching and academic research and construction platform, with the weak basic environment and poor or imbalanced investment in the original foundation. And the talent team construction has also not been taken seriously for a long time in these university libraries. Its weak foundation mainly reflected in its age structure, gender ratio, academic structure, title structure, etc., resulting in the short board of development. Through the analysis of these factors, this paper proposed the urgency to strengthen the construction of library talent team and the ways to build and stabilize the team, as well as the suggestions on building the long-term mechanism.

It is important to prevent and intervene the job burnout from working environment improvement and personal psychological adjustment. The library should also establish job burnout prevention and intervention mechanism, guarantee long-term and effective implementation of the work and put an end to the job burnout phenomenon of librarian, which make the librarians work hard for the healthy development of librarianship actively.

With the time development and knowledge update, intersection and inter-infiltration among disciplines have become more and more obvious, which raise requirements for information consultants’ Search Quotient (SQ hereinafter). In this paper the concept of SQ and its content, essence and features were briefly introduced at first. Then the importance of information consultants’ SQ was analyzed and on this basis constituent of information consultants’ SQ was discussed. Finally efficient approaches to cultivate information consultants’ SQ were put forward just for inference.

Along with the rapid development and popularization of information technology and electronic technology, e-books have been more and more popular among young readers of all ages, and paper books’ borrowing rate has showed a decreasing trend. Due to the slow response, many university librarians have caused the job burnout, which not only affected the academic position of library in university, and also influenced the realization of individual self-value of the librarians. On the basis of stimulus-response theory, the comprehensive quality improvement mechanism with dynamic mechanism, incentive mechanism, feedback and evaluation mechanism, security mechanism as the key factors was constructed to take a useful attempt to deal with the job burnout of librarians in the digital environment.

This paper discussed the influence of mobile information service on library service management model, and analyzed that on the basis of the status of library’s human resources management, the relatively backward management concept, the mismatched personnel allotment, the lack of awareness of information technology service and the problem of human resource development mechanism existed. By embedding mobile culture service platform, it expounded the library’s human resource management from the organization mode, perspective of demand, service cost and development mechanism, to ensure the sustainable development of library cause.
