Abstract: [Purpose/Significance] The development of culturally creative products in libraries is still in the exploratory stage at present. Focusing on the generation of relevant new concepts in the cultural industry can further clearly grasp the core of culturally creative products, thus activating more creative expressions and improving the understanding and quality of culturally creative products in libraries. [Method/Process] The concepts between "intellectual property" and "cultural intellectual property" were analyzed and the relationship between them was expounded. By comparing the similar cultural institutions, the deficiencies in the development of culturally creative products in libraries were analyzed. [Results/Conclusions] Through analysis of the influence and significance of cultural intellectual property (IP) in the process of libraries' cultural and creative products, cultural value in the development process is ensured, and at the same time a systematic process comes into being. Based on the above analysis, three suggestions are offered to develop cultural and creative products based on libraries' cultural IP: to continue to shape cultural IP with cultural creation, to cooperate to develop with alliance advantage and to promote digital cultural innovation and cross-border cooperation.
