Smart Library Data Ecology Oriented to the Tenth Five-Year Plan: Architectural Model, Evolution Mechanism, and Implementation Path

Abstract:

[Purpose/Significance] As it enters a new stage of data elements, platformization, and intellectualization, the library has become the key node in the national cultural data system, public data development and utilization system, and educational digitalization system. It is no longer just the preserver and provider of digital resources. During the Tenth Five-Year Plan period, the allocation of data elements in a market-oriented manner, the digital strategy of national culture, the digitalization of education, and the application of generative artificial intelligence will all accelerate simultaneously. For libraries, the continuous release of policies means that the logic of digital construction is shifting from digitalization of collections and online service to data assetization, knowledge intellectualization and ecological synergy. Libraries are facing a systematic transformation from "digital resource construction" to "intelligent data ecological construction". The key proposition of the transformation of digital intelligence in libraries is no longer whether to build a smart library, but how to build a sustainable and evolving smart data ecology. [Method/Process] On the basis of theoretical integration, eight national policy texts from 2021 to 2026 were selected and analyzed from five dimensions: strategic orientation, resource form, capacity building, governance boundary, and coordination mechanism. At the same time, three typical cases, National Library, Shanghai Library, and Shaanxi Provincial library, are selected for mapping comparison and verification. This paper proposes forward an architectural model of "three domains, five layers, and four mechanisms", centering on public cultural values. It posits that the intelligent data ecology of the library is fundamentally a social and technical system in which multiple agents collaborate and coexist around data, knowledge, platforms, rules, and scenarios. [Results/Conclusions] This paper proposes an ecological model of smart library data. The model has three core domains: a resource supply domain, a capacity production domain, and a value realization domain. It also has five layers: data source, governance integration, knowledge organization, intelligent engine, and scene service. The model has four mechanisms: standardization, circulation collaboration, safety ethics, and evaluation feedback. The research shows that the evolution of a library's smart data ecology is driven by policy, technical iteration, upgraded demand and governance constraints. Its operating logic shows a circular mechanism of "data convergence, governance value, knowledge emergence, scene feedback, and ecological collaboration". The evolution path shows four stages of transition: digitalization, governance, intelligence, and ecology. In line with the Tenth Five-Year Plan, we must make systematic efforts in the areas of top-level design, all-data governance, an intelligent middle platform, scene innovation, open collaboration, ethical compliance, and talent organization. These efforts will provide an analytical framework with both explanatory power and operability for the digital intelligence transformation of libraries. It should be noted that this paper mainly focuses on normative analysis and case studies, and has not measured the ecological maturity of smart data in different types of libraries with large samples. In the future, we can further combine questionnaires, interviews, platform operation data and performance evaluation to build a more operational evaluation model and regional comparison framework. What is certain,however, is that the library can only complete its deep transformation from a resource center to an intelligent knowledge infrastructure during the Tenth Five-Year Plan period by truly integrating data governance, knowledge organization, intelligent capabilities, and ecological coordination.
