A Review of Big Data Governance Research in China | Open Access

[Purpose/Significance] With the rapid development of information technology and the arrival of the era of big data, big data has become a key production factor and a strategic fundamentally resource for a country. Big data governance has become an important way to fully release data value and realize the modernization of national governance system and governance capacity. This study reviews the related research on big data governance, in order to better play its positive role as a new production factor and a means of social governance. [Method/Process] On the basis of bibliometrics and content analysis, this study systematically reviews the relevant research on big data governance in China, and finds that the research on big data governance has been rising in recent years. The relevant research topics have also displayed characteristics such as wide diversity and multidisciplinary integration. The core topics involved in the research include big data governance, social governance, government governance, big data technology, data resources, network public opinion, risk governance, and data security. The research on the big data governance system of the whole process is the most critical part. [Results/Conclusions] This study classified the relevant research topics into three aspects: theoretical system, implementation evaluation and practical challenges. The big data governance system is a complex, multi-level and multi-dimensional systematic project, which consists of governance goals, governance subjects, governance objects and governance tools. Big data governance implementation and evaluation includes three stages: organizational planning, specific implementation, evaluation and optimization. The organizational planning stage includes formulating implementation guidelines and constructing governance organizations; the specific implementation stage includes metadata management, master data management, data quality and data security; the evaluation optimization phase includes big data governance maturity evaluation and big data governance audit. The practice of big data governance focuses on three aspects: the Chinese government actively uses big data to improve scientific decision-making ability, social management level and public service construction. The practical challenges are mainly reflected in the management and technical challenges faced by data-centered fields. As an open topic and dynamic process, big data governance is still mostly based on conceptual and descriptive qualitative analysis, and focuses on theoretical discussion and experience summary. There is still a lack of relevant case support and technology application research, and the design and implementation evaluation of the big data governance system still needs to be improved and optimized.

[Purpose/Significance] Social Q&A platform represented by Zhihu is an information environment conducive to information encountering (IE). Studying the IE process in this specific environment, particularly the trigger mechanism of textual stimuli in the form of user questions, will help enrich the theoretical foundations of IE and provide optimization strategies for the design of social Q&A platform. [Method/Process] A diary study of IE was conducted in the context of Zhihu services. A total of 181 valid IE incidents triggered by textual stimuli on Zhihu were collected. With an online questionnaire created based on the critical incidental technique (CIT), we analyzed the internal and external characteristics of the encountered questions, the interaction between users and questions related information, and the relationship between characteristics of textual stimuli and users' interactions with the encountered questions both quantitatively and qualitatively. [Results/Conclusions] Questions with shorter length, higher comprehensibility and novelty were more likely to be encountered by users. In the IE process, users tended to examine the text, pictures and video of the Q&A post after paying attention to the question, and then take a series of actions to capture the information. The interaction intensity between users and information had no significant relationship with the external characteristics of questions. In terms of internal characteristics, the higher the novelty of a question is, the more likely users are willing to approach to it.

[Purpose/Significance] This paper takes the elderly aged 60 and above in Guangxi as the research object to explore the factors that affect their adoption of information technology for pandemic prevention and control. It is helpful to improve the elderly's ability to apply information technology, and promote the construction and development of information technology to prevent a pandemic. [Method/Process] Based on the Unified Theory of Acceptance and Use of Technology (UTAUT) model, this paper added pandemic risk perception, technology anxiety, resistance to change as new variables to construct the model of influencing factors of the elderly's adoption intention of information technology for COVID-19 pandemic prevention and control, designed and collected 210 valid questionnaires, used SPSS 21.0 software to finish the descriptive statistical analysis, and used SmartPLS 3.0 software to finish the reliability and validity analysis of the questionnaires, and constructed a Structural Equation Model to verify the model. [Results/Conclusions] The study found that the risk perception, performance expectancy, effort expectancy, social influence and facilitating conditions had a significant impact on the elderly's behavioral intention of information technology for COVID-19 pandemic prevention and control , and technology anxiety, resistance to change had no significant impact on the behavioral intention. Finally, this paper puts forward countermeasures and suggestions based on the research findings.

[Purpose/Significance] By investigating and analyzing the current situation of graded reading of children's books at home and abroad, this paper compares the gap between children's graded reading at home and abroad, and carries out an in-depth study and exploration of children's graded reading system and promotion mechanism with Chinese characteristics and suitable for China's national conditions, in order to provide reference for the implementation and promotion of children's graded reading in China. [Method/Process] Using the method of literature survey, this paper reviews the current situation of children's graded reading at home and abroad, compares the differences between China and foreign countries, finds out the deficiencies, and designs a set of scientific and rigorous children's graded reading system combined with the actual situation of our country. [Results/Conclusions] Drawing on the achievements of foreign graded reading system, this paper puts forward that the government should take a lead in building a set of scientific and reasonable graded reading system for children, covering graded reading system, graded reading standards, graded reading evaluation, graded reading promotion, etc. and public libraries should bear the main body of children's graded reading promotion.
Topic Knowledge Organization of Modern Newspaper Resources by Incorporating the Knowledge Element Concept: Taking the "Shengjing Times" as an Example | Open Access

[Purpose/Significance] Modern newspapers, as valuable data for the research of modern Chinese history, have extremely high historical value and literature value. However, the knowledge correlation degree of modern newspaper resources is at a low level, displaying the resource "island" phenomenon, and it has not yet formed a complete knowledge system and structure, leading to the inability of users to quickly locate the target content during the retrieval, which results in the relatively low utilization rate of newspaper resources. Therefore, we use the topic map technology to organize the newspapers to achieve the resource chain expansion, knowledge aggregation and in-depth knowledge organization and development. [Method/Process] This paper incorporated the knowledge element concept into the construction of the topic map to extract and describe the attributes of modern newspaper resources in terms of the form and content characteristics. At the content level, the contents of the modern newspapers are divided into political theme, economic theme, military theme, social activities, poetry, and natural disaster, and we defined five categories of "knowledge element", namely person, institution, time, space, and office, in order to draw the "topic-knowledge element-resource" map of modern newspaper resources, which expresses the association between knowledge entities. Then, based on the technology of topic map, the topic types of newspaper resources were selected, the relationships between topics and occurrences were determined, and a complete topic map of newspaper resources was constructed with the Ontopia tool, so as to realize the knowledge aggregation of newspaper resources. We constructed the topic map with "Shengjing Times" as an example. [Results/Conclusions] The topic map has many advantages in the knowledge organization. For example, it is open in the topic types definition, free of standard constraints and more extended; its relationship expressions are more specific and practical to meet users' needs; it intuitively shows the knowledge structure of modern newspaper resources; it supports complex topic word semantic retrieval, and provides labels function to improve users' retrieval efficiency, which have an important practical application value for modern newspaper resources organization and navigation. Based on the topic map, we introduced the knowledge element concept into the modern newspaper resources organization, which is conducive to the personalized navigation and efficient utilization of newspaper resources, and provides a reference path for the in-depth organization of newspaper resources. In addition, due to the limited length, this paper only takes Shengjing Times as an example. In the workplace, there is far more than one topic map, so in the future work, we may consider merging multiple topic maps according to the practical needs.

[Purpose/Significance] From the perspective of data mining of user comments on a social network platform of a university library, the sentiment polarity of user comments is analyzed in a fine-grained way. It provides scientific basis for a university library to understand the real sentiment tendency of its users and improve its service quality. [Method/Process] This paper takes the Chinese comments data of social network platform users of domestic university libraries as the research object. Through the TensorFlow deep learning framework, we used Keras artificial neural network library, combined convolution neural network and bidirectional long short term memory network, introduced hierarchical attention mechanism, and constructed sentiment analysis model based on CNN-BiLSTM-HAN hybrid neural network. [Results/Conclusions] The experiment is carried on by using the data set of user comments on the real social network platform of a university library. The accuracy of this method is 93.38%, and the results show that the model is effective. The model is more complex, as a result, the training time of the model is longer, the universality of the method model needs to be further tested., Emoticons are not used effectively, and the parameter setting needs further study.

[Purpose/Significance] In the current situation of " leading a thrifty life ", university libraries have paid more and more attention to resource sharing and alliance building. In the context of application of technologies in library alliance resource construction, co-construction and sharing in recent years, blockchain technology has broad research prospects, but there are few empirical studies on model construction and application scenarios in the current literature. In particular, there is a lack of research on using the blockchain "incentive mechanism" to mobilize alliance users and individual users to participate in the co-construction and sharing of literature and information resources. Aiming at solving the problems in the co-construction of literature and information resources by the university library consortium, the blockchain technology is used to construct a new alliance co-construction and sharing system to realize the complementary advantages of resources among alliance members. [Method/Process] On the basis of MVVM (Model-view-View Model) architecture, with incentive mechanism, consensus mechanism, distributed structure, smart contract and big data analysis as the bottom support, the regional literature and information resources co-construction and sharing mechanism based on blockchain is constructed. In the model architecture, "user demand" is the center. Using "incentive mechanism" to arouse the initiative of alliance group users and individual users to participate in the joint construction and sharing of resources. [Results/Conclusions] This paper constructs a new model of co-construction and sharing of resources by using blockchain technology. Alliance members share alliance information by sharing resources and providing learning content, breaking the "data island" among member libraries, and realize the complementary resource advantages among member libraries. On the premise of ensuring the resource security of alliance members, we can realize the joint collection acquisition, accurate collection and regional circulation of member libraries, so as to optimize the construction of resources, ensure the quality of resources, reduce the financial pressure, further meet the personalized needs of alliance users, and promote the construction of information services and the development of teaching and research of member libraries. At the same time, a new interest game relationship can be reshaped between university libraries and resource data providers. We can promote the benign interaction between resource providers and resource demanders, and finally realize the co-construction and sharing of resources of regional university libraries. In addition, the practical value and effect of this paper need to be further verified in the experiment.

[Purpose/Significance] The stereotypical image of agricultural colleges and universities in the society at large leads to the bias of students' professional identity in agricultural colleges and universities. This paper aims to study the status of professional identity of students in agricultural colleges and universities, and to improve the level of professional identity of these students, so as to provide countermeasures and suggestions for the development of agricultural colleges and universities. [Method/Process] A qualitative research method was used to conduct semi-structured interviews with respondents, and key nodes such as professional identity status, type and influence were selected for coding, imported into NVivo software, and analyzed using rooting theory. [Results/Conclusions] The findings of the types of professional identity, perception of development prospects and external evaluation of students in agricultural colleges were obtained. The types of professional identity were classified as behavior-oriented, emotion-oriented and cognitive-oriented according to the reasons of professional choice, and the effects of professional identity on career development and academic effectiveness were analyzed. The study also analyzed the influence of professional identity on career development and academic effectiveness. Suggestions for the construction of majors in agricultural colleges and universities were made in three aspects: screening the types of identity, exploring the law of application and focusing on professional construction.

[Purpose/Significance] With the changes in the information environment, online academic information resources are playing an increasingly important role in the scientific research process. [Method/Process] Through the research on the behavior process, psychological characteristics and influence mechanism of information searchers from the perspective of context and cognition, we hope to enrich and expand the research ideas on the researchers' behavior as social media users , and provide theoretical support for the construction of service strategies suitable for their needs.. From the dual perspectives of behavioral science and cognitive psychology, and from the perspective of academic self-efficacy and behavioral intentions, a model of influencing factors of researchers' information search behavior is constructed. [Results/Conclusions] The two factors, scientific research situation and environment, cognitive psychology and attitude have the greatest influence on self-efficacy. Self-efficacy has the most direct influence on behavioral intention, followed by cognitive psychology and attitude. The types of independent variables need to be enriched, and the interaction between some predictor variables has not been fully analyzed.
