Advancing the Work on Ancient Classics in the New Era and Accelerating Innovative and Intelligent Development | Open Access

The promulgation of the Opinions on Advancing the Management Work on Ancient Classics in the New Era brought great development opportunities to the research on protection and management of ancient books and documents, the innovative development of digital humanities and the upgrading of cultural industry. Over the past 40 years of reform and opening up, the work on protection and management of ancient books and documents in China has achieved fruitful results. In order to advance the management work on ancient classics in the new era, and promote the sharing, publicity and reuse of ancient books and docuemnts, the Journal of Library and Information Science in Agriculture organized a special seminar on four directions.1)Computing humanities should become an important discipline method for the research and management work of ancient books and docuemnts in the new era. By making full use of computing humanities' theories and methods, and giving full play to the advantages of the knowledge base of ancient classics and related knowledge service platforms in humanities computing, semantic publishing and cultural popularization, more abundant resource base, more convenient technical support and more intuitive promotion form for the work on ancient classics in the New Era will be obtained.2)Data intelligence empowerment brings new opportunities to the development of ancient classics. In recent years, with the progress of image OCR recognition, natural language processing and machine learning technologies and their successful applications in the managment work on ancient books and documents, the management work on ancient classics has begun to advance from digital development to intelligent development.3)New technologies are explored for the sharing, publicity and reuse of ancient classics. Although the professionals in the industry of ancient books have been reducing the cost of and limitation to sharing ancient books by establishing the normative guarantee at the institutional level and exploring technological forces for a long time, they still fail to achieve the ideal effect on how to achieve the balance between preservation and utilization. The introduction of new technologies such as blockchain, the new business models such as non-homogeneous tokens, and the initial formation of new digital media industry chains such as "virtual digital human" and "digital collections" will provide new opportunities for the asset-based management of ancient books, and the development of cultural and creative products and the evidence-based on-chain based on the digital content of ancient books.4)Vitality and utilization of ancient books is the new task for the professionals in the industry. The aim can be achieved by using the text-orientation, datafication and knowledgeization as the means of transformation and utilization of ancient book resources in the new era, actively building the national digital resource platform of ancient books, and constructing the ancient book knowledge system through artificial intelligence, virtual reality technologies, and other intelligent media.

[Purpose/Significance] As China has become a country with an increasing number of old people, public libraries, as a public cultural service organization, are under increasing pressure to provide service to the aged readers, and the problem of the service for the aged readers needs to be solved urgently. China is vigorously promoting the application of VR technology in various industries, and has put forward the requirement of promoting the use of intelligent technology by the elderly. Therefore, VR technology will be specifically applied to the service for the elderly readers, It has become a new breakthrough direction to improve the service level of public libraries, and also provides a new idea for the research of reader service of public libraries. [Method/Process] Based on the concrete practice of the service for the elderly in public libraries, this paper starts from the two aspects of the software and hardware of the service for the elderly, and takes fully into account the physiological and psychological characteristics of the elderly readers. It analyzes the specific problems of public libraries in the service for the aged readers. It is found that the lack of hardware facilities in public libraries mainly includes space design, technical equipment, venue environment, and collection resources, while the lack of software construction mainly refers to service and staff. In this paper, by combining the specific VR technologies with the service facilities, environment, resources and services for the aged readers of public libraries, the authors put forward some ideas on the hardware and software of public libraries, commented on the specific technical features of VR technology which are combined with the existing problems of the service for the aged readers, and discussed the characteristics of the aged group. [Results/Conclusions] The study found that, by applying VR technologies such as dynamic environment modeling, behavior modeling, natural interaction, stereoscopic display and sensor technology, speech recognition and speech synthesis, and creating virtual library, the old readers get familiar with the venue, and VR technology provides resources search and display services, technical equipment training services, interactive communication services, simulation of offline events services and a series of other services. In this paper, VR technology is connected with the elderly readers, which meets the requirements of promoting the elderly to use intelligent technology in China, and provides reference for the elderly reader service in public libraries. It also provides some theoretical support for the later research and practice. In addition, this paper did not study the specific practice of public library services for the elderly, and the following research from this perspective can be carried out.

[Purpose/Significance] A more comprehensive picture of the development trend of the hotspots can be obtained through the analysis of the supply of innovative development elements. This research aims to provide references for the improvement of the disciplinary development policy systems, the scientific deployment of special plans and the optimization of the research layouts. [Method/Process] The study is based on the text analysis and information correlation method. First, the hotspots of basic research, technological innovation, and industry reports were sorted out. Then, the agglomeration and guiding role of multi-dimensional innovation elements on hotspots was studied, such as national strategic needs, policy-oriented promotion, and R&D capital investment. Accordingly, the development trend of subject hotspots was considered. [Results/Conclusions] Taking crop breeding as an example, the hotspots were divided into three categories based on this analytical method. There are intense research interests in the following directions, containing modern biological breeding technologies such as gene-editing breeding, molecular marker-assisted breeding, genome breeding, and transgenic technology, as well as mining of key genes for crop trait regulation and research on molecular regulation mechanism of traits, and crop trait improvement, in which the innovation elements are concentrated. Therefore, a series of high-quality results are expected to be produced in the future. The investments in innovation elements are highly concentrated, and the corresponding results are expected to be further expanded in the fields of the protection, utilization and accurate identification of germplasm resources, and innovations of targeted and precise breeding technologies such as molecular design and digital intelligent breeding. Classical breeding technology systems such as ploidy breeding, genetic transformation systems, tissue culture, and cell engineering breeding, as well as crop phenotype research, are calling for the new research momentum. In summary, the hotspot research of crop breeding subject in China showed the development trend of "conventional breeding + modern biotechnology breeding + information-based precision breeding".
Influencing Factors of Artificial Intelligence Readiness in Libraries | Open Access

[Purpose/Significance] The research on libraries' artificial intelligence (AI) readiness and the influencing factors can help those libraries that are not ready to use AI technology to improve relevant conditions, so as to be ready to adopt AI technology for the first time. It can also help the libraries that have used AI technology to further improve the existing conditions, so as to be ready to upgrade or fully apply AI technology. This paper summarizes the influencing factors of libraries' AI readiness and constructs a theoretical model consisting of 1 core category, 4 main categories and 10 categories. [Method/Process] This paper uses an in-depth interview and grounded theory to construct the theoretical model of influencing factors. The basic process is as follows: To define the main concepts, design the outline of the in-depth interview, obtain the original data through the interview, open up the code of the original resources to form a series of initial concepts and cluster them into categories, encode the categories on the main axis to form several main categories, selectively encode the main categories to form a core category, and establish the relationship between categories. The model and hypotheses are verified by questionnaire and structural equation model. [Results/Conclusions] The results show that 9 of the 10 hypotheses proposed in the paper are valid. The nine factors including AI awareness, AI acceptance, AI value perception, AI application experience, data scale, leadership attention, innovation atmosphere, management mechanism and competitive pressure have a positive impact on a library's readiness to adopt AI. The positive impact of leadership attention is the largest, and the positive impact of competitive pressure is the smallest. The theoretical model needs to be further revised. Leaders' attention, AI application experience, AI acceptance, AI awareness and innovation atmosphere are the main influencing factors of the library's AI readiness. Accordingly, this paper gives the following suggestions. Firstly, library leaders are suggested to actively understand the latest technological progress in the field of library business, organize human resources to regularly evaluate the library's AI readiness and deploy the AI system in time. Secondly, libraries provide necessary AI training for their staff, and help them improve their awareness and acceptance of AI. Thirdly, libraries create a strong innovation atmosphere, stimulate the innovation enthusiasm of employees, and encourage employees to explore the possibility of integrating AI technology with their job tasks through various ways.

[Purpose/Significance] From scratch, grass-roots libraries have developed into grass-roots cultural positions in the new era. Their attributes and functional positioning have richer meaning than in history with the development of the times. Accurately positioning their attributes and functions in the new era is conducive to giving full play to their cultural service functions, and is related to the smooth promotion of rural revitalization and having firm cultural self-confidence. [Method/Process] This paper uses a variety of research methods to observe and analyze, starting from a historical perspective, and based on the attributes and functions of grass-roots libraries in the new era. Using the method of literature investigation, this paper analyzes academic research on grass-roots libraries since the founding of new China from two aspects of research objects and research topics. By combing the relevant literature, it reviews the development history of grass-roots libraries in China by dividing them into six stages according to the time clue, and summarizing the development characteristics of these libraries in each stage. By observing their development history, it summarizes and analyzes the characteristics that the attribute and function of grass-roots libraries are constant in essence, the core has not changed, but its connotation and extension will deepen and expand with the development of the times. Combined with the current realistic environment of grass-roots libraries, this paper observes the attributes and functional positioning of grass-roots libraries in the new era through qualitative analysis and functional analysis. [Results/Conclusions] With the changing needs of the times, the attributes of grass-roots libraries in the new era have been expanded from three dimensions: kinetic energy, mission and ways of thinking. In terms of kinetic energy, the comprehensive coordination of various internal and external development factors has become the main driving force for the development of grass-roots libraries. In terms of mission, "rural revitalization and cultural self-confidence" has become the expression of the new era of "enlightening people's wisdom and disseminating science" in grass-roots libraries. In terms of ways of thinking, the focus is to open up the closed state between industries and business format with a digital way of thinking, and stimulate the vitality of grass-roots libraries through the mode of cross-border connection, multiple integration and symbiosis with villages (grass-roots). The functions of grass-roots libraries become richer because they integrate into the needs of the times. In addition to the traditional cultural service function, grass-roots libraries have become the basic platform for cultural and tourism integration, the forward position for cultural rejuvenation of agriculture, the demonstration center with local characteristics, the cultivation center for the cultivation of new farmers, the most extensive cultural position for strengthening cultural self-confidence, and an important position for rural spiritual civilization. The follow-up research will be carried out to analyze more practical cases and help grass-roots libraries further excavate and enrich their functional attributes in the new era.

[Purpose/Significance] Under the background of the strategic development of China's think tanks, the transformation of sci-tech intelligence agencies into "think tanks" has become a trend driven by the impetus of both national demand and these agencies' own development demand. Although these agencies have abundant information resources and mature method systems, which lay a strong foundation for their transformation to "think tanks", as the problems that "think tank" needs to solve are often related to complicated situations. We need to deeply mine and analyze the information concerning politics, economy, culture, science and technology, and stimulate the wisdom of interdisciplinary experts to provide a solution for scientific decision-making. Therefore, it is necessary for intelligence agencies to change their paradigm of intelligence research and construct an intelligence service system that can meet the requirements of comprehensiveness, profundity and timeliness. The engineering perspective provides a new idea and a new paradigm for the establish-ment of such an intelligence service system to meet the service demand of "think tanks". The relevant research carried out in China has clarified the relationship between think tanks and intelligence, and introduced engineering thinking into the construction of an intelligence service system, However, there is still a lack of research on the construction of a "think tank" intelligence service system that can meet the needs of complex decision-making scenarios and timely respond to the whole de-cision-making process. [Method/Process] From the perspective of engineering, Hall's three-dimensional structure has been selected as the methodology in this paper. In terms of time dimension, the paper reflects the cycle of five links: information planning, data collection, infor-mation analysis, information service and evaluation feedback; in terms of knowledge dimension, it strengthens the construction of knowledge base, research methods, technical tools and expert wisdom; in the logical dimension, it is considered from five aspects: information demand analysis and identification, information problem extraction and clarification, target determination and scheme design, scheme implementation and optimization, and effect evaluation. Based on the construction of a knowledge-based resource guarantee system, technology support system and information service system, this study constructs a "think tank" information service system, and establishes the management system and mechanism based on Hall's model matrix in time dimension and logic dimension, so as to provide guarantee for the development of "think tanks". With "capacity building and institutional constraints", this study has built a rapid response and efficient "think tank" information service system that can support strategic decision-making, scientific research and industrial development. [Results/Conclusions] The "think tank" information system based on Hall's information service model constructed in this paper can continuously strengthen information research and service, and provide guarantee for the development of "think tank". However, this paper only makes a preliminary discussion on the construction of the "think tank" information system from the perspective of engineering. In the future, further research needs to be carried out from both theoretical and practical aspects to adapt to the new situation of continuous development.

[Purpose/Significance] As a typical pattern of user-centered information service, social network has become increasingly pervasive throughout every aspect of users' lives, whereas resulting in some safety problems, for instance data abuse and data monopoly. Users' power of control over personal data has been weakened. The digital market has witnessed the incidence of restrained competition and suppressed innovation, which leads to the impaired vitality of the national digital economy. Nationally, much more attention has been drawn to the protection of users' data rights and interests. Likewise, with the advancement of information technology, it is possible to transfer users' data across platforms. However, the absence of management mechanism makes it impossible to bridge the gap of users' cross platform access, acquisition and transfer of personal data. Hence, on the basis of the investigation and analysis of international successful data transfer modes within the domestic digital network environment, this research aims to construct a personal data transfer mechanism for social network users for breaking the data blockade and protect their digital rights and interests. [Method/Process] To provide the insights into existing research on management mechanism of user's personal data transfer, this research has investigated and reviewed systematically the data transfer systems at home and abroad represented by Data Portability, California Consumer Privacy Protection Law and Anti-Monopoly Law, in such a way that a horizontal comparison from the aspects of system characteristics and connotation, and an analysis of the effectiveness and existing problems of a data transfer system in protecting user's data rights and breaking data monopoly were conducted. Furthermore, according to the characteristics of social network platform, some representative cases like Facebook, SoLiD, and WeChat were chosen to investigate and analyze the mode, characteristics and impact of user's personal data transfer, and then ten mainstream social network platforms at home and abroad were selected in terms of the different number of downloads, users and other indicators of a digital platform. From collecting content, transferable data to data format, a horizontal comparative analysis was conducted to summarize the mode and problems of data transfer on social network platforms. Finally, based on the users' needs of personal information resource management and government digital governance, this research has designed the whole process management organization structure of user personal data transfer, including trust mechanism, feedback mechanism, evaluation mechanism, deletion mechanism and supervision mechanism. To form a personal data transfer mechanism for social network users, the paths of user data acquisition, transfer and deletion were utilized and developed in the context of three phases, before, in and after the transfer. [Results/Conclusions] The data transfer mechanism empowers users' data to be transferred between different digital platforms, effectively breaking the monopoly of large-scale social network platforms on users' personal data. The free transfer of user data lowers the threshold for new entrants of social network services, addressing the significance of the data competition and innovation in the industry of information service. More significantly, some insights could be identified to promote the social network platform for optimizing the technology, product and service mode, and further enriching users' experience, which benefits the ecology-oriented development of digital industry.

[Purpose/Significance] The coronavirus pandemic has caused serious losses to China and other countries. Ignoring the rapid detection of the virus on a large scale and taking timely prevention and control measures to cut off the spread of the virus in the early period of the outbreak is an important reason for the rapid spread of the epidemic. How to realize the rapid detection of coronavirus, relieve the difficulty of virus detection ability, accurately locate the infected person and reduce the scope of infection is the key to the prevention and control of the epidemic. [Method/Process] This paper takes COVID-19 rapid detection and tracing as the starting point, and proposes a scheme to develop a coronavirus rapid detection and tracing platform. We considered the critical role of community closed management and primary health care facilities in the prevention and control of the epidemic. To reduce the flow of people and the risk of population infection, this study integrates biosensors, artificial intelligence, blockchain, and big data technologies, and gives full play to the detection ability of biosensors, the learning ability of artificial intelligence, the information transmission ability of blockchain and the analysis ability of big data. We designed a community-centric solution for a coronavirus rapid detection and tracking platform. [Results/Conclusions] Through the analysis of the solution, the coronavirus rapid detection tracking platform with community focus has the advantages of rapid virus detection, intelligent diagnosis, information sharing, security, traceability, and full-dimensional analysis. With the development of emerging technologies, this study is expected to provide innovative solutions for the intelligent epidemic prevention and control in the world at large.
