[Purpose/Significance] Analyzing the process and development achievements of the research on Humanities and Social Sciences carried out by UNESCO in recent years will help to promote China's international participation and research level, and enhance China's discourse power in the field of Humanities and Social Sciences. [Method/Process]Using the methods of informetrics and scientific knowledge graph, this paper analyzes the topic structure, hotspot areas, evolution trend and international cooperation of UNESCO research in the field of Humanities and Social Sciences from 2011 to 2020. [Results/Conclusions]The research on Humanities and Social Sciences of UNESCO has obvious interdisciplinary characteristics. Ecological environment, educational research and political ecology are its hot research fields, and sustainable development is the core topic throughout. In the international cooperation of UNESCO, European countries occupy the leading position. China should rely on its advantages, pay attention to interdisciplinary research and hot field research, promote international cooperation, and enhance its influence and voice.

[Purpose/Significance] Science funding provides financial support for academic institutions, researchers and research projects, and at the same time plays a guiding role in the development of scientific innovation. The research of funded papers contributes to the development of the discipline and is of great significance to the encouragement and support of researchers. [Method/Process] Based on the funded papers published in Chinese journals and foreign journals in the field of library and information science (LIS) during the "13th Five-Year Plan" period, this paper analyzes from the perspectives of the time distribution of papers issued, research output of different types foundations and the research topics. [Results/Conclusions] The number of funded papers published in Chinese journals in LIS from 2016 to 2020 has decreased year by year, but the number of funded papers published in foreign journals has slowly increased year by year; for funded papers published in Chinese journal during the "13th Five-Year Plan" period, provincial (municipal) foundations funded papers are more outstanding, and National Natural Science Foundation funded papers are more notable for the number and effects of the funded papers in foreign journals; the funded papers in Chinese journals show a great impact on library services, changes and data, digital resource construction and university libraries; while funded papers in foreign journals pay more attention to social media, theme models, scientometrics and library construction.

[Purpose/Significance] This paper analyzes and compares the application direction and development trend of the existing domestic and foreign research theories and methods related to the performance evaluation of science and technology policy, so as to provide reference for the performance evaluation of science and technology policy. [Method/Process] This paper summarizes the origin and development of the performance evaluation of science and technology policy, the application of theoretical methods and models, and the use of metrological evaluation methods. It summarizes the stages of the development of science and technology policy evaluation, compares the characteristics of different theoretical methods, discusses the shortcomings of existing research and prospects the future development. [Results/Conclusions] The existing researches on the performance evaluation of science and technology policy mainly refer to the relevant methods of metrology in the use of methods and models, and combine with the characteristics of policy evaluation to improve, focusing on the use of quantitative methods and the construction of models. Suggestions: (1) The performance evaluation of science and technology policy should be diversified. (2) The performance evaluation methods of science and technology policy need to be diversified. (3) The performance evaluation process of science and technology policy should be intelligent. (4) The credibility of science and technology policy performance evaluation results needs to be improved. In the future, we can choose different evaluation methods according to different types and fields of policies.
Research on the Impact of Regional Innovation Cooperation Network on Technological Innovation Performance: Based on the Yangtze River Delta | Open Access

[Purpose/Significance] Based on the moderating effect of regional innovation cooperation network's clustering coefficient and average shortest path length, the paper analyzes the impact of enterprise centrality in network on technological innovation performance, in order to provide reference to enterprise innovation management. [Method/Process] Using patent data to construct patent cooperation networks, this paper builds a theoretical model measuring technological innovation performance of an enterprise, with degree centrality and betweenness centrality of the enterprise in the network as independent variables, with the clustering coefficient and average shortest path length of patent cooperation network as a moderator variable. [Results/Conclusions] The empirical study in the field of integrated circuit technology in the Yangtze River Delta is carried out and the stepwise multiple linear regression results show the following conclusions. The density of cooperation network, the accumulation of technological innovation, the number of R&D personnel, and the intensity of R&D investment in the province where the firm is located have a significant positive impact on the firm's technological innovation performance. Compared with enterprises and research institutes, when enterprises cooperate with universities, their technological innovation performance is more favorable. The degree centrality and the betweenness centrality of a firm in the cooperation network have a significant positive impact on the firm's technological innovation performance. The average shortest path length has a significant moderating effect on the relationship between intermediary centrality and firms' technological innovation performance. The longer the average shortest path length is, the more obvious the positive effect of intermediary centrality on firms' technological innovation performance is. Through the empirical analysis, the paper reveals the influence mechanism of regional innovation cooperation network on firms' technological innovation performance. The position (center, intermediary) of firms in the cooperation network has a significant influence on firms' technological innovation performance, and the structural attribute of the cooperation network has a significant moderating effect on this effect. Based on the analysis results, countermeasures and suggestions are put forward to improve the technological innovation performance of enterprises.

[Purpose/Significance] Gradient theory reveals the causes and evolutionary trends of the uneven development of networks. As one of the most promising urban agglomerations in China, the middle reaches of Yangtze River urban agglomeration is the most representative national central urban agglomeration, which plays a key role in supporting the construction of central rising strategy. Therefore, it has become an important proposition of increasing concern for researchers and policy makers in the management field to study the technology innovation cooperation network in the middle reaches of Yangtze River urban agglomeration, in order to strengthen the innovation cooperation among cities and accelerate the construction of innovative cities and coordinated regional development. [Method/Process] Based on the perspective of gradient theory, this paper explores the structure and evolution of technology innovation cooperation networks in the middle reaches of Yangtze River urban agglomeration at the level of internal dynamics with the help of two important conditions that need to be met by high-gradient cities, evolving city structure stratification from core-edge structure and city role positioning from structural holes and intermediaries. [Results/Conclusions] It is found that the technology gradient in the middle reaches of Yangtze River urban agglomeration is mainly manifested by the polarization effect, and the technology gap between cities is widened. Due to the small number of high-gradient cities, they have not been able to form a driving scale benefit, and the overall regional technology innovation performance is not strong. This paper can provide useful references for the synergistic development of the middle reaches of Yangtze River urban agglomeration from the aspect of technology innovation cooperation.

[Purpose/Significance]This paper analyzes the structure of academic origin and the characteristics of talent mobility between universities, and puts forward suggestions on optimizing the structure of academic origin and rationally arranging talent resource to optimize the structure of the scientific research team and promote academic innovation and scientific research output. [Method/Process] This article uses statistical analysis and social network analysis methods to analyze the academic origin structure of scientific and technological talent in the field of artificial intelligence in Chinese universities from the aspects of hierarchy, extensiveness, and aggregation. At the same time, the talent mobility network between universities in this field is explored from the aspects of trans-school mobility, trans-regional mobility and university attribute. [Results/Conclusions] This article proposes that universities should change their concept of employment, introduce talent competition mechanisms, openly recruit talent from all over the world, and create more academic exchange opportunities such as increasing learning exchange programs between universities. The government needs to strengthen policy guidance, increase funding support, formulate laws and regulations, etc., in order to achieve the goal of optimizing the structure of academic origin, promoting the mobility of talent, and rationalizing the structure of the scientific research team.

[Purpose/Significance] Researchers are the main force of discipline construction in universities. Analyzing and measuring the characteristics of talent team structure and their development is conducive to summarizing the laws of discipline talent team in world-class universities, and analyzing its influence on the long-term development of disciplines, which can provide guidance for universities' discipline construction in China. [Method/Process] A structural characteristics analysis and measurement system of talent team was constructed based on papers published in different fields of research, and by using the methods of scientometrics, and social network analysis. There are 12 indicators in total, which include 4 aspects: internal structure, stability, correlation of research content and internal cooperation of talent team. Then, the correlation models between the characteristics of talent team structure and the productivity, influence of disciplines are constructed to analyze the influences of talent team structures on the development of disciplines in universities. The data of 10 world-class universities in computer science from 2001 to 2020 are used for empirical analysis. [Results/conclusions] The study shows that the correlation between the different characteristics of talent team structure and discipline productivity is not significant, but it has different influences on the overall influence of disciplines. Among them, the relevance of research content and the close degree of cooperation among the main members have obvious promotion effect on discipline influence. The stability of the main team members also has a certain degree of influence on the discipline performance. However, the internal structure and other characteristics, such as the proportion of top talent, are relatively weak in relation to discipline influence. Based on this, it is proposed that in the process of discipline development, universities should strengthen the stability of the main team members, the relevance of research contents and the closeness of cooperation, and form stable and closely linked core research teams, so as to continuously improve the level of discipline development.

[Purpose/Significance] "The Belt and Road" is an initiative proposed by China in recent years to cooperate and develop a community with a shared future for mankind, which has been continuously highly concerned by all circles at home and abroad. From the perspective of the citation of highly cited papers, the academic exchange of countries along the Belt and Road initiative can provide a quantitative reference for future international academic and technological exchanges, collaborative innovation and development. [Method/Process] Based on the highly cited papers among the countries along the “The Belt and Road” in the WoS database from 2013 to 2018, this paper constructed a reference matrix and analyzed the network structure, and drew a national citation network map for cluster division. Furthermore, it explored the current state of academic exchange along the “The Belt and Road” and the direction of Chinese academic output, and further analyzed the correlation between Chinese academic exchanges and trade cooperation with other 64 countries along the route. [Results/Conclusions] The research results show that the countries along "The Belt and Road" have close academic exchange and obvious "small world" characteristics. China is the core of academic exchange and the highly cited papers in many research directions in China are cited by many countries along "The Belt and Road". Besides, academic exchange and trade cooperation between China and countries along “The Belt and Road” are strongly related.

[Purpose/Significance] Using the dynamic characteristics of patents to identify their potential for technology transfer will help universities and research institutes to carry out patent grading management and operation, and promote the industrialization of patented technologies. [Method/Process] Patent characteristics present dynamic evolution in its life cycle. Based on the dynamic patent citation network, this article constructs a dynamic and static patent technology transfer potential evaluation index system from the perspective of dynamic development; takes the dynamic characteristics of the transferred or licensed patent as the learning object and adopts the decision tree method to establish technology transfer prediction model and conducts an empirical model test. [Results/Conclusions] The influence of patents in the citation network has a greater role in its transfer and conversion potential. The empirical test of the transfer prediction model based on decision trees has a high predictive effect. By monitoring the dynamic characteristics of patents, the model is used to evaluate the transfer and conversion potential in a timely manner and screen out patents that are easy to transfer or license to carry out targeted industrialization operation.
