[Purpose/Significance] The preservation of scientific and technological literature resources has been included in the strategic planning of many national libraries. Chinese libraries still lack local preservation and service methods for digital resources. It is urgent to clarify the key issues and establish work strategies. [Method/Process] By analyzing the current international intellectual property situation and the new requirements of institutional digital resource asset management, this paper investigated the current situation of local preservation of digital resources in domestic and foreign literature supporting institutions, sort out the key issues of library digital resources preservation and service, and then puts forward the local preservation and service mode of digital resources in Chinese libraries. [Results/Conclusions] The key issues of local preservation of digital resources include intellectual property protection, library service methods, and preservation continuity. It is necessary to determine the principles of digital resources collection protection, local preservation and self-control from the perspective of digital resources collection system construction, and can obtain digital resource collection content and service rights through methods such as national agreements and electronic resource procurement clauses stipulating preservation rights, international cooperation, and digital deposits. The "online, near line, offline" service strategy of digital resources will be supported by the technical architecture.

[Purpose/Significance] Identifying users' concerns from massive comments on Weibo can help the administrative departments to manage the evolution and development trend of public opinion. [Method/Process] Taking Weibo as an example, this paper constructed the topic graph of Weibo public opinion based on the knowledge graph theory and the text mining method. By applying different text similarity, network optimization and text clustering algorithms, the structural characteristics of the graphs were analyzed. [Results/Conclusions] The construction of the topic graph of Weibo public opinion can help managers quickly identify users' concerns. At the same time, it plays an important role in managing users' online texts, predicting the evolution trend, and preventing the diffusion of negative public opinion on social media.

[Purpose/Significance] Exploring the dissemination characteristics of new government media can provide deeper insights into the future development direction of new government media, and help relevant organizations or departments to disseminate information more timely and better serve people's livelihood in future social governance. [Method/Process] This article selected three new government media platforms, Weibo, WeChat, and TikTok, to crawl the content published by the platform and the corresponding amount of the user's likes, comments, and reposts. Based on the information dissemination influence indicators of each platform, combined with the release time, content types, and push form, the information dissemination influence of different new government media platforms is analyzed. [Results/Conclusions] The results show that short video government media platform has excellent performance in terms of information dissemination activeness; differences in information content and event types make them suitable for different push forms; various new government media should form complementary multi-platform channels.

[Purpose/Significance] As reading apps are becoming popular for they are convenient for people to read, people are also increasingly concerned about user privacy issues. This study aims to promote the safe and healthy development of reading apps, and provide better reading services. [Method/Process] This paper selected the top 10 reading apps as the survey objects, and analyzes the user privacy policies from the aspects of the presentation of privacy policies, the collection of user personal information, the storage of user personal information, the sharing of user personal information, and the service provision for teenagers. And it also analyzes the reading apps' main difficulties in user privacy protection. [Results/Conclusions] Since the implementation of "Regulations on Ecological Governance of Network Information Content" since March 1, 2020, many apps have updated their privacy policies, and the presentation of privacy policies for reading apps has become clearer. The privacy policies of reading apps clearly stipulate that personal information collected and generated in the operation within the territory of the People's Republic of China is stored in China. At the same time, this paper puts forward some thoughts on improving the privacy policy of reading app users, mainly including further clarifying the boundary of user information collection, improving the information sharing specification, and refining the privacy protection policy of teenagers.

[Purpose/Significance] This study examined the distribution of retracted dissertations and theses in order to explore their negative effects. The purpose is to provide recommendations and strategies for management departments to formulate policies to reduce academic misconduct. [Method/Process] We obtained cases of revoked academic degree through media news, and retrieved various databases and online reading sharing platforms to find the residual situation of the papers. We also analyzed the papers' academic impact by bibliometrics and altmetrics measurement. [Results/Conclusions] The results show that 75% retracted dissertations and theses were still in databases and online reading and sharing platforms, and 36% of them were retracted. Bibliometrics analysis found that 58% retracted papers were cited, and one-third of which occurred after the retraction. Altmetrics analysis found that 84% papers were uploaded, collected, shared, commented, and reposted. And 24% of them were uploaded after the retraction. Finally, we put forward the governance strategies from the perspectives of research integrity education and academic misconduct punishment.

[Purpose/Significance] Based on the present situation and related research results of Chinese scientific and technological (S&T) journals, this paper grasps the spirit of Opinions of Deepening Reforms and Nurturing World-class Scientific and Technological Journals, and puts forward the goal and path of building world-class scientific and technological journal, in order to enhance the world voice and influence of Chinese S & T journals. [Method/Process]Based on the analysis of the achievements of Chinese S&T journal since the founding of new China, and the characteristics and connotation of the world-class S & T journals, this paper puts forward four specific goals for China to build the world-class S & T journals. [Results/Conclusions]We should adjust the evaluation standard of scientific research, attract first-class papers, promote the development of S & T journals publisher group, make Chinese S & T journals stronger, strengthen the construction of editorial team, and cultivate the first-class editorial team in the world.

[Purpose/Significance] This study aims to investigate the status and requirement of the rural information service platform under the big data environment, and analyze the strategies of platform construction so as to provide insights into rural information service innovation and development. [Method/Process] The paper starts on analyzing the relationship with big data technologies and rural information services, demonstrates the innovation and development of rural information services from the aspects of management layer, supplying layer and user layer, and then constructs the service platform based on big data combined with rural information service elements. [Results/Conclusions] Building the rural information service platform based on big data is a systematic project, and needs to take into full consideration of building subject, business orientation, information resources integration, and big data applications. Meanwhile, considerations should be given to platform planning, data collecting, participating mechanism, technical scheme selecting and technology expanding.

[Purpose/Significance] The research aims to systematically identify the current main research topics, future development trends and existing problems in the field of digital publishing of academic journals, accelerate the digital transformation and build a healthy system of digital publishing of academic journals. [Method/Process] Based on the visualization analysis with CiteSpace, this paper studied 367 papers related to the digital publishing of academic journals published from 2007 to 2019 in the Chinese Academic journals (CNKI), and drew the knowledge map of key words, authors and author institutions. [Results/Conclusions] It is found that 2015 is the threshold for the research on digital publishing of academic journals, the number of studies showing a trend of first increasing and then decreasing. Many authors engaged in relevant research, and a core network has been formed. However, the relationship between the relevant institutions is poor and the cooperation needs to be further strengthened. Focused on the concept and connotation, status and optimized path of academic journal digital publishing, the talent cultivation, and the training mechanism, this paper combines its research hotspots and frontier topics, and summarizes the development characteristics of the current research and the main content, discusses the existing research problems and future trend. This study provides reference to the studies on digital publishing of academic journal in China.

[Purpose/Significance] Governments at all levels encourage and support social forces to participate in the construction of public digital cultural services, providing a good opportunity for government-society cooperation to build a public cultural service platform. [Method/Process] This paper sorts out the related literature about the co-construction of the grass-roots public cultural service platform, focusing on the role of government and social forces, the construction orientation of platform resources and services. It explores the co-construction mode of the grass-roots public cultural service platform, connecting it with the practical cases of the co-construction platform, analyzes the current situation of the co-construction of the platform and the service results obtained, and points out the shortages of the co-construction platform of the platform. [Results/Conclusions] The paper puts forward some targeted optimization strategies, aiming at giving full play to the powerful joint efforts of the government and social forces for the co-construction, in order to provide reference for improving the effectiveness of public digital culture services at the grass-roots level in China.

[Purpose/Significance] Currently, most academic libraries utilize the RFID technology with duo-identification method, i.e. "Barcode+RFID tag" but the immature RFID technology and the parallel duo-system cause several issues. This paper provides solutions to the issues, and other academic libraries can use them as references. [Method/Process] This paper reviews the related literature and investigates the issues that arise from the application of the RFID technology such as erroneous identification, signal interference, and function overlaps in duo-systems which make them difficult to operate by librarians, system lagging if calling data frequently, and incompatibility between existing circulation workflow and the RFID technology. This paper summarizes the causes of these issues and explores solutions based on the case study of the RFID technology in the CAU library. [Results/Conclusions] This paper proposes a number of actions including tuning RFID parameters, refining environment conditions to improve tag identification accuracy, outputting and displaying shelf numbers on demand to improve work efficiency, disabling certain functions to resolve function overlaps and make system run smoothly, revising workflow to improve work productivity and enhancing training of the librarians, all of which improve the effectiveness of RFID technology and overall service quality.
