[Purpose/Significance] The author puts forward the suggestion of constructing the innovation culture of the think tanks, in order to promotes the development of the innovation culture of the think tanks in our country,and promotes the improvement of comprehensive strength of the think tanks. [Method/Process] This article uses the case analysis method to introduce and analyze the innovation culture and innovation culture construction of the national opinion research center (NORC). [Result/Conclusion] NORC's innovation culture and its various measures in the process of building innovation culture provide a useful reference for the construction of innovation culture in our country.

[purpose/significance] The premise of the construction of think tank is to clarify its components and its relationship with the development level of think tank. [Method/process]According to the resources based theory and competitiveness theory, the paper analyzes the internal and external factors of think tank, constructed the model of influencing factors of agricultural development think tank by using AHP and fuzzy, evaluation method, build the evaluation index system of intelligence development level, and for different levels of the index weight calculation, analyze the elements and development think tank level, the interaction factor of agricultural resources, get the different degree and its importance. [Result/Conclusion] Shows that elements include two parts, internal resource and external environment factors, including external resources including political and legal environment, economic environment, social cultural environment and technical environment; internal resources including research institutes, research experts, managers, data resource, sources of funding, research network platform, and admonition channels. Among them, the organizational structure of the degree of improvement, perfect system is the premise and guarantee of tank construction; international cooperation is good, media is a necessary condition for improving the influence of for; the number of experts, the number of published articles and the database is a sign of measure and effect of development to understand and think tank; information technology application time decides the future development direction. The conclusion of this study can be a theoretical basis for the quantitative evaluation of the ability level of think tank institutions in china.

Think tanks are an important intellectual support for national decision-making. Analyzing the organization system and operation mechanism of well-known think tanks both at home and abroad and summing up their experience are of great significance for promoting the construction of domestic agricultural think tanks. This article elaborates the representative think tanks at home and abroad and their organizational system from the three dimensions of official think tank, independent think tank and college think tank. Further, this paper analyzes the operation mechanism of representative well-known think tanks at home and abroad from four aspects: funds and management, talent introduction and management, promotion and dissemination of achievements, and foreign cooperation and exchange. Finally, put forward suggestions to promote the construction of China's agricultural think tank based on the above analysis.

This paper introduces the current trend of the transformation of the domestic intelligence agencies to the think tanks. Based on the new paradigm of knowledge service of intelligent ecology in the environment of "Internet +", and Combed the relevant research at home and abroad, the paper constructs knowledge service system of the science and technology intelligence institute for think tank transformation. This complex knowledge service system puts forward four levels of knowledge organization、 knowledge management、knowledge flow and knowledge service. It is connected by six layers: network layer、data layer、team layer、product layer、service layer and user layer. It is composed of technical staff、 intelligence analyst、Industry experts and customers. It ultimately provides prospective、effective and professional intelligence services to governments and enterprises.

This study investigated the operation regulation and effect of intelligence on the organization and product system of think tanks. The relationship between intelligence studies and research of think tanks was discussed. Three models, including procedural model, hierarchical model and parallel model were proposed. Nine products of think tanks was gave, including progressive report, unscramble report, unrelated report, feedback report, belated report, political report and so on.

Based on the characteristics of university library, this paper established the evaluation index system for utility efficiency of electronic resource, and constructed the dynamic network DEA model based on DEA. By using the method of network DEA, it evaluated the utility efficiency of purchased 6 foreign electronic resource in 6 different subjects in Tianjin Medical University, and gave the relevant suggestions for library's electronic resource construction and promotion in the future.

This paper introduced the meaning of library digital resource，and raised the library digital resource evaluation system based on fuzzy comprehensive evaluation method, and took the electronic journals for example to evaluate library digital resource.

Characteristic resource in university library shoulders the important task of inheriting and carrying forward national culture. In order to guide the construction of characteristic resource and make full use of its value, it is necessary to evaluate the efficiency of resource use. Firstly, a multi-criteria and multi-level characteristic resource efficiency evaluation index system was established, and efficiency evaluation of resource was completed by using the analytic hierarchy process. And then the strategies to promote the characteristic resource of university library were put forward. Through the establishment of characteristic resource cooperation and sharing alliance, to the platform based on the "Internet plus", the mobile and intelligent push service, it greatly improved the utility efficiency of characteristic resource.

This paper described the significance of big data for university library's information resource construction, and introduced the application cases, and then discussed the methods of university library to use big data in information resource construction, as well as the problems should be regarded.

At present, there are mature retrieval systems for texts, images, videos and music, which can quickly crawl PB level data and provide personalized retrieval for millions of netizens, such as Baidu, Sogou and so on. But in the audio domain, especially the audio domain of library, the vertical search engine is lacked. From the view of data generation, data organization, search system design, search system dependency, search system ranking, and search system feedback, this paper designed a vertical universal audio library search engine system.

4 236 papers on China's rural e-commerce from 1998 to 2016 years were taken from the China National Knowledge Infrastructure as the research samples, which were analyzed using CiteSpace Ⅲ, an information visualization software, to create a knowledge map on the research fields of China's rural e-commerce and comprehensively analyze the number of publications, core researchers and research institutions, research hot topics, research frontiers and research trends, so as to present the current research status of China's rural e-commerce and provide a reference for the future researches.

Selecting the research papers about subject service in China Academic Journal Network Publishing Database of CNKI in 1987-2016, using the law of bibliometrics, including Lotka's law, Price's law, Bradford's law, to analyze the distribution of literature, literature authors and literature sources, this paper obtained the research status on subject service of university libraries in China, and then adopted SATI to make co-word matrix of high-frequency keywords, SPSS to carry on cluster analysis of co-word matrix and make the knowledge map of subject service, and studied the development trend and research focus of this field, to provide some reference and suggestions for university library's subject service.

To carry out the work of competitive intelligence for the characteristics of different stages of the life cycle of enterprise crisis can enhance the ability of enterprises to deal with the crisis and make the enterprises get through the crisis. From the concept of enterprise crisis life cycle, this paper probed into the competitive intelligence work in the five stages of enterprise crisis, such as the incubation period, the outbreak period, the spreading period, the recovery period and the elimination phase. The conclusion put forward the competitive intelligence work in five stages, including the training of the sense of crisis latency crisis early warning and crisis control; the outbreak of the crisis response; crisis communication and crisis spread stage; crisis recovery period of crisis recovery; eliminate the crisis period of the crisis and study.

User interest model is the foundation and core of library to realize personalized service. To solve the problem of user privacy involved in personalized service, an equivalent user interest model was constructed. According to the definition of library user privacy information and privacy threats, this paper used the method of vector space based on ontology to represent user model. Creating a simulation model after user interest model was extended by synonyms and cluster analysis, which was called the user interest model anonymization. It also constructed a library user privacy protection system from three aspects: policy, technology and personnel.

The application of wechat public platform has become a trend for university library. This paper made a survey on the wechat public platforms applied in university librarites in Zhejiang province, and analyzed their situation such as building, promotion, content, service and usage, and put forward some suggestions as follows according to the existing problems: improving the standardization, strengthening the propaganda work, optimizing operation and management, strengthening special service and interaction, so as to give full play to the function of wechat public platform.

In the network environment, many university libraries have opened wechat official accounts and operated it with library service. This paper tried to analyze the typical wechat information of university library, and the reading tendency of wechat users. The announcement news, requests for the readers and book recommendation message were more popular with users. There were several strategies to improve the effectiveness of wechat public platform message pushing, including valuing wechat operation management, choosing the opportunity to send messages, improving the quality and precision of message pushing, maintaining a fixed user group, cultivating core users and active fans, establishing the evaluation mechanism and analyzing the effectiveness of message pushing.

With the support from the Ministry of Culture of Russian Federation in 2004, Russia's main library developed the project of national digital library（НЭБ. Russia's development speculation of national digital library was formulated in 2014, which had it's specific purpose and necessity, at the same time, to execute the Presidential Proclamation of The Country's Social Policy Measures has been implemented of 2012. Some contents of the speculation have laid a foundation for НЭБ's further development like resource guarantee, legal protection, personnel security and the rights and obligations of participants. "The ten percent of published literature of Russian federation collected НЭБ's selection method" regulated the accessioned document's variety ,quantity ,principle, evaluation method of priority to collect and the step to determine the initial and final list. Based on the teaching complementarity of flipped classroom and PBL teaching method, a teaching model integrated flipped classroom and PBL was built in this paper. Combined with the actual teaching of literature retrieval course in SCNU library, the implementation strategy was elucidated. The assessment and reflection were carried out by teaching quality evaluation system and student questionnaire, so as to provide reference for the teaching reform of literature retrieval course in the future.

University library as the literature information center of university, is the core organization to provide knowledge service for teaching and research work.
