[Purpose/Significance] Under the new ecological environment of scientific and technological innovation supporting data-intensive scientific discovery, the new format of knowledge service is quietly taking shape. Text mining as the core of knowledge service is facing challenges under the environment of new knowledge service formats. This paper aims to discuss the development strategies of using text mining to carry out knowledge services in the new environment. [Method/Process]This paper sorts out the technical framework of text mining, and demonstrates that text mining is gradually maturing. Using the research and practice in the field of agriculture as a case study in such areas as information retrieval, intelligent question-answering, information monitoring and knowledge extraction, text mining has shown a good performance in scientific and technological innovation and industrial applications. [Results/Conclusions] This paper puts forward the knowledge service technology development strategies according to China's conditions: (1) constructing a specialized knowledge service system based on text mining technologies, (2) attaching importance to the construction of corpora and basic knowledge bases, and (3) giving priority to implementing the deployment of knowledge service technologies in key areas.

[Purpose/Significance] How to use the knowledge in the scientific and technological literature to train and improve the model of deep learning algorithm, and acquire knowledge and discover knowledge is an important subject of information research. In order to fully mine and utilize the value of literature knowledge, this paper proposes the goal of building an artificial intelligence (AI) engine based on scientific and technological literature knowledge. [Method/Process] It chooses the literature and information science work as the starting point and takes the scientific and technological literature as the most important carrier of human knowledge. This paper explores the essence of the rapid breakthrough of AI, and innovatively puts forward the construction idea of "science and technology knowledge engine" which is the transformation from "science and technology literature library" in the field of information science. [Results/Conclusions] This paper discusses the construction practice of AI engine based on scientific and technological literature knowledge and explores the method of using the deep learning technology to excavate knowledge to serve information research, so as to provide reference for peers.

[Purpose/Significance] This paper aims to study the organization and construction methods of the intelligence cognition models database to help scientists and information analysts to have an accurate understanding of the research area within a short period of time, and assist them in identifying technological opportunities and threats. [Method/Process] The intelligence cognition models database contains various technical elements and literature information across different subjects, so it consists of literature library, algorithm library, scientific/technical knowledge library, application cases library, etc. It has functions including research hotspots identification, technical performance comparison, information analysis methods recommendation, algorithm-aided design and so on. The construction process of the database includes the collection, verification, storage, organization, and utilization of the "intelligence cognitive models", among which the verification of the models is a crucial step. [Results/Conclusions] The intelligence cognition models database is of great significance to the scientific and technological information study and it can play the role of data infrastructures and information analysis toolboxes. The construction of the database requires the cooperation of the information analysts, scientists, and information technology specialists. In the future, the maintenance, application and upgrading of the models library need to be further considered.

[Purpose/Significance] Online encyclopedias such as Wikipedia include a large number of concepts. However, in such encyclopedias, there are no clear divisions between concepts and concepts, between concepts and disciplines, and between disciplines and disciplines. It embarrasses junior researchers regarding a certain discipline to obtain domain relevant knowledge in a systematic and low-efficiency manner. [Method/Process] To obtain information in a specific subject area and organize knowledge better, a new algorithm is designed for subject division. Specifically, approaches in complex network analysis are introduced for subject division, which helps to build a topic text network by the classical topic model. Then, the overlapping community label propagation algorithm is improved to identify the boundaries of different subject divisions. [Results/Conclusions] Finally, 300 Wikipedia entry texts were investigated as samples to evaluate the effectiveness of the proposed algorithm. Categories of experiments were conducted to analyze the community structure of the entry network and the complexity of the subject division, which helps to provide a corpus to build a subject knowledge base.

[Purpose/Significance] This paper aims to study relationships between the "four only" elements in Humanities and Social Sciences and compare the seriousness of the "four only" problem. It will help to grasp the key issues, so as to provide targeted policy recommendations for solving the "four only" problem. [Method/Process] This article analyzes relationships between the "four only" elements to find the key elements, then compares and analyzes the elements in terms of reward and scarcity, and further analyzes the severity of the "four only" problem. [Results/Conclusions] The study found that: thesis and works are the most important meta-research results of researchers in Humanities and Social Sciences; the rewards of different research elements are heterogeneous; "hats" is the most important research factor; the "only hats" is more serious than the other elements. Finally, the following policy suggestions are put forward: academic evaluation should pay more attention to the reward of publishing thesis and works; solving "only papers" problem can solve the "four only" problem; we must properly solve the "only hats" problem.

[Purpose/Significance] The article aims to show the situation of the online services for children in domestic libraries under the background of public health emergencies, and offer suggestions for online services for children. [Method/Process] Based on an on-line investigation of 50 Chinese public libraries during the period of libraries closed due to COVID-19, this article analyzes the online services for children during the epidemic. [Results/Conclusions] Results show that online services focus on the anti-epidemic knowledge, digital resource promotion, online story and lecture, online exhibition, online book recommendation and online interaction activities, etc. Public libraries should improve their ability of emergency management and popularize the anti-epidemic knowledge to children to reduce panic. On the basis of realizing the development of online resource sharing, public libraries need to further open up and make use of the mobile platform, introduce social forces to participate in coordination, so as to play their due role in the construction of the emergency management system for public health emergencies.

[Purpose/Significance] This paper aims to extract the development and transformation factors of supporting embedded resource services, focusing on the dynamic elements of the service upgrading era. It is necessary to further study the embedded service function mode of "public research" in the digital environment of university libraries. [Method/Process] Combined with the dimensions of "new quality of performances, new academic characteristics, new energy of spaces, new perspective of culture, and new intention of cooperation", this paper explores the service effect of sharing and exchanging feasibility of resource as information carriers, forms the theme element of continuous sharing and exchanges with the consideration of embedded service systems, guides the embedded service concepts, comprehensively plans and designs the fast key mode of digital services, and finds a new way out to serve the development and construction of information resources in universities.[Results/Conclusions] This paper takes the concept of mass research as the research starting point, the embedded service as the combination point, the enhancement of academic and exchange as the content principle, and proposes the function display channel suitable for university library resource services, reflecting the service function and value orientation of universities and libraries in the information age.

[Purpose/Significance] In view of the lack of vocational data literacy education, based on the cognitive survey of data literacy of teachers and students in Guangdong Polytechnic of Science and Technology (GDPST), this paper provides reference for vocational colleges to establish a scientific and reasonable data literacy training system, build the corresponding curriculum system, and rationally allocate limited teaching resources.[Method/Process] Based on the existing data literacy index system, the data literacy evaluation system of vocational colleges is constructed, and the cognition and ability of data consciousness, data collection, data organization and management, data analysis, data utilization and archiving, data ethics, and "third-order progressive" type of higher vocational data literacy education system are investigated by means of questionnaires. [Results/Conclusions] The results show that teachers and students in GDPST have a certain degree of data awareness, but their ability to obtain business data is insufficient. They have basic data analysis ability and expression ability, but their ability in exploring the in-depth value of data is insufficient. There are significant differences in data collection, organization and management, analysis, utilization, and archiving capabilities among groups. It is believed that the design of the education system should be carried out from the three tiered levels of "bottom-improved-advanced", so as to improve teachers and students' comprehensive ability of data literacy.

[Purpose/Significance] The paper analyzes systematically the status of research and development (R&D) of RV reducers which are the core of robot technologies, sorts out the context of technological development, and looks into the current situation and shortcomings of technological innovation in this field in China. [Method/Process] Using the method of benchmarking on the present situation and development trend of RV reducers of robot technologies in China and Japan, the paper focused on the patent technology analysis of RV reducers including the patent competitors, the layout of patent technology R&D, high-value patents, and the legal status of patent applications. [Results/Conclusions] Although the R&D of RV reducer technologies in China is developing rapidly, China is inferior to Japan in both quantity and quality. In the technological field, the core technology is not yet mastered and the processing accuracy is difficult to surpass Japan, so it is necessary to increase R&D investment and develop RV reducers which can be suitable for local production in China.

[Purpose/Significance] As an important country along the "One Belt and One Road" routes, Singapore is an important trading partner of China. By comparing and analyzing the valid invention patents of China and Singapore in each other's country, we can discover the technology competition and cooperation situation between China and Singapore, which provides reference for the relevant patentees of the two countries to carry out technological cooperation. [Method/Process] We adopt the method of comparative analysis to explain the technological structure and industrial advantages of China and Singapore in each other's countries, and explore the overall situation of technological competition and cooperation between the two countries. The citation analysis method is used to analyze the citing coupling relationships between Singapore's patents in China and Chinese patents, exploring the competition and cooperation relationships between the two countries in specific technologies in the Chinese market. [Results/Conclusions] Through comparative analysis, it is found that the distribution of patents between China and Singapore in each other's countries is closely related to the relationship between the two countries and the development of domestic industries. The two countries have highly overlapping patent technologies in each other's market layout, which presents strong technical competition on the whole. Through the exploration of the patent citation coupling relationships between China and Singapore, it is found that competition and cooperation coexist in specific technologies.

[Purpose/Significance] Malaysia is an important member of "one belt, one road". A comparative analysis of patents on the national level brings macro-level scientific and technological information. It can provide reference for the strategy of building "one belt, one road" and formulating science and technology related policies. [Method/Process] Through IPC statistics and keyword extraction, this paper interprets the technical field distribution of mutual registered patents between Malaysia and China in each other's countries. Then it compares and analyzes the registration time line, the type of patentees and the source country of citations, and then analyzes the patent competition relationships between the two countries based on IPC co-occurrence network and patent citation types.[Results/Conclusions] The results show that China has significant advantages in the fields of information technology and chemical engineering, while Malaysia has rich experience in the development of palm, rubber products and other animal and plant products; More types of Malaysian patentees are engaged in patent registering in China; Malaysia is technically dependent on China; Malaysia is competitive in the following fields: animal and plant product research and development, pharmaceutical manufacturing, general/special equipment manufacturing, electrical machinery manufacturing, environmental management, information transmission and software.

[Purpose/Significance] On the basis of sorting out the concepts of open science and open scholarly communication system, we analyze the current situation of open science research at home and abroad in the past ten years, compare similarities and differences between these studies, and propose research recommendations to provide theoretical references for further promoting open science research and practice in China. [Methodology/Process] Using the literature research method and the network survey method, combined with CiteSpace visualization software, we conducted visualization and measurement research on the current situation of open science research at home and abroad in the past ten years, summarized the themes =, and finally put forward the future research outlook of open science in China through the comparative analysis of the content research themes at home and abroad. [Results/Conclusions] The current open science research in China needs to further expand research perspectives, deepen theoretical systems, and strengthen empirical research. It is recommended that future domestic research strives to: (1) expand research perspectives and promote comprehensive and in-depth theoretical research; (2) delve into methodological techniques and improve open science infrastructure; (3) promote theory transformation and strengthen empirical research in open science; and (4) strengthen the promotion of the concept and call for wider participation in the open science process.

[Purpose/Significance] Citizenization of migrant population is the core issue of urbanization, and social integration is a necessary stage in the process of citizenization. It is important to demonstrate the modernization of urban governance system and capacity by the degree of social integration of migrant population, and as a part of public cultural service system, public libraries should play their due roles in promoting social integration. [Method/Process] From the perspective of migrant population, this paper analyzes the multiple demands of migrant population in the process of social integration, and regards public libraries as having three functions in the process of social integration, providing social support to enhance the employment competitiveness of migrant population, and satisfying part of the demands for urban basic public services, and the psychological and spiritual demands. [Results/Conclusions] In order to improve urban governance system and capacity, this paper proposes to improve the current public library service system beneficial to the social integration based on the three dimensions of equality, accessibility and service coverage.

[Purpose/Significance] Establishing a scientific disciplinary evaluation indicator system is the key to conducting disciplinary evaluation in colleges and universities. According to China's conditions, we rebuild a set of comprehensive and scientific subject evaluation system with Chinese characteristics, so as to perform an objective and scientific evaluation at the level of subject construction in a certain period. [Method/Process] Based on a comparative analysis of several disciplinary evaluation systems commonly used at home and abroad, we believe that we should base ourselves on China's conditions, focus on the central task of talent development at different levels in universities, take into account the differences between different disciplines, and implement classified evaluation. According to different disciplines, multiple discipline evaluation systems are constructed. [Results/Conclusions] Take engineering in teaching and research universities as an example, this paper established a comprehensive, scientific, and Chinese-style subject evaluation indicator system. It consists of 5 first-level indicators, 16 second-level indicators, and 40 third-level indicators. The indicator weight is inclined to "personnel training", highlighting Chinese characteristics such as "effectiveness of Ideological and political education" and "construction of teachers' ethics".

[Purpose/Significance] The reading promotion at university libraries is advancing to professional reading, and this is consistent with the goal of learning support service. The purpose of this study is to integrate the process, avoid the homogenization of reading promotion, and serve the undergraduate teaching and personnel training with more characteristics. [Method/Process] Taking the reading promotion of architecture discipline as an example, this paper draws lessons from the learning support service model based on information literacy education, and summarizes the integration path of curriculum learning, bibliographic discussion and interdisciplinary learning, so as to bring professional reading into the framework of learning support services. [Results/Conclusions] The integration of reading promotion and learning support service provides a new idea for the innovation of a university library's routine service. Reading promotion makes learning support service more generalized, from interdisciplinary learning, mental health and happiness to aesthetic education. It reflects the ultimate goal of university library service education. Reading promotion will build integrated learning support system and learning support community with new positioning and influence, and promote the role change of university librarians from teaching assistants to participants.

[Purpose/Significance] Undergraduate education is one of the most important parts in higher education nowadays. To meet the needs of the undergraduate education reform, innovating service paths is an important task for university libraries. Related research has certain practical significance. [Method/Process] This paper summarizes the practice and experience of first-class university libraries at home and abroad in serving undergraduate education from six aspects: first-year student service, open service, information literacy education, reading promotion, course service and cultural education. [Results/Conclusions] Through the comparative research, there are differences and gaps found on guidelines, depth, contents and idea between university libraries at home and abroad. Combining the concept of undergraduate education reform, 5 strategies are proposed to coordinate resources and services and serve the development and growth of undergraduate students. They are embedding curriculum in the whole process, promoting participation of undergraduates' innovation, highlighting a library's culture, providing services for undergraduate education and research, and ensuring guarantee of organization and cultivation of librarians.

[Purpose/Significance] The livestock and poultry industry in China is in an important period of accelerating transformation. Understanding the research status of the related technology has certain reference significance for the development of the livestock and poultry industry. [Method/Process] This paper takes three main directions of the technology in the field of livestock and poultry farming facilities, cage, feeding and environment control, as the research object, and uses patentometrics to analyze the development trend, technology branch, applicant and key patents at all stages. [Results/Conclusions] The development of cage, feeding and environment control technology has experienced three stages simultaneously: germination stage, fluctuating development stage and rapid development stage, and the current application volume is on the rise in a straight line. Technology applications in this field mainly come from enterprises, and there are obvious differences in technology layout among enterprises. In recent years, the number of key patents from China has increased significantly. The research on cage technology devices is focused on technologies such as excrement and urine removal and floor covering. Research on feeding is more than that on drinking water, and both focus on automation equipment. Environment control focuses on waste treatment , air conditioning and house cleaning and scrubbing.

[Purpose/Significance] By building a new model of influencing factors of E-resource performance evaluation and quantifying the influence path weight coefficient of each factor, the purpose of this study is to optimize the performance evaluation system of electronic resources, establish an improved and reasonable resource evaluation weight scale system, and promote the efficient and reasonable procurement of electronic resources in libraries. [Method/Process] Based on two important evaluation systems, EQUINOX and ARL E-metrics, the resource transmission system around and based on the performance evaluation of electronic resources is established, and the measurement dimensions of influencing factors and performance evaluation are defined and refined; the influencing factors model of E-resource performance evaluation is constructed by empirical analysis and the path weights of influencing factors are quantified. [Results/Conclusions] The influencing factors of E-resource performance evaluation are studied and verified, and a more scientific and comprehensive model of influencing factors of Eresource performance evaluation in libraries is constructed, and the suggestions for improving performance evaluation are put forward.

[Purpose/Significance] The purpose of this study is to elaborate the extent, strategies, causes and their association of rural residents' health information avoidance in the context of lower risk diseases. [Method/Process] The empirical data were gathered by theoretical sampling and semi-structured interview conducted with 45 rural residents in Jiangsu province. The data were scrutinized by open coding and axial coding, and the association between avoidance strategies and causes were visualized by social network analysis software. [Results/Conclusions] The study finds the following: (1) The extent of rural residents' health information avoidance varied from the com prehensive type to the selective type. Comprehensive avoidance occurred at the stage of information need with abandoning treatment strategies, while selective avoidance occurred at the stage of information acquisition with treating by themselves or delayed treatment. (2) The causes of avoidance includes perceived risk, trust in the source of information, the level of health information literacy, literacy level, emotion, economic level, small world, time and the accessibility of medical resources. (3) There is a specific correlation between the causes of rural residents' health information avoidance and avoidance strategies. The literacy level and the accessibility of medical resources only affect the strategy of abandoning treatment. Emotional factor only has influence on delaying treatment. The level of health information literacy only affects the strategy of treating by themselves avoidance strategy. The study can provide abundances and suggestions for improving the health status of rural residents.

[Purpose/Significance] This paper aims at discussing the current situation and characteristics of the scientific and technical novelty search evaluation, and putting forward suggestions for the research. [Method/Process] We analyze the research status and problems of the domestic scientific and technical novelty search evaluation from the aspects of evaluation subject and object, evaluation index system, evaluation methods, and empirical research through the literature content analysis method. [Results/Conclusions] It is found that there are some problems in the evaluation of scientific and technical novelty search in China, such as fuzzy and confused evaluation objects, a lack of quantitative evaluation indicator system and standard, , neglect of evaluation of the service efficiency, and a lack of discussion of the development of scientific and technical search after evaluation. Finally, some suggestions for future research are put forward, such as clarifying the evaluation object and its concept boundary, designing the top-level index system guided by efficiency, implementing the internal and external dual evaluation mechanism, and meeting the needs and focusing on detailed development.

[Purpose/Significance] User privacy protection is an important core value issue. This paper analyzes the privacy protection services of Cornell University Library in order to provide reference for domestic libraries. [Method/Process] This paper clarifies the connotation of privacy right, analyzes the necessity and significance of privacy protection services in libraries, reviews the development progress and research of privacy protection. On this basis, the paper analyzes and summarizes privacy protection services from four dimensions of service formation, service organization structure and service content, technical support and security of Cornell University Library by online survey, literature research and e-mail consultation. [Purpose/Significance] With the development of the digital age, many traditional medical institutions have created a series of patient-centered online user service projects, but their actual utilization, effect and influencing factors need to be further verified. [Method/Process] Taking 10 3A Grade hospitals in Hebei Province as an example, this study investigated the online information service channels, types and specific contents provided by hospitals, and explored the influencing factors of patients and their families with medical needs using hospital online services. [Results/Conclusions] The current online services in hospitals mainly through 4 main channels include the official channels, WeChat public numbers, WeChat applets, Alipay life code. A total of 17 main services are provided such as intelligent triage, online and offline consultation, personal online health management, payment management and epidemic response. Users' age, education level, perceived platform service utility, information utility, effort expectation, social impact, and perceived risk factors all have a multi-dimensional impact on users' use of hospital online services.

[Purpose/Significance] The research on the influence of think tanks has become a topic of extensive interest and in-depth exploration in the field of think tanks. This paper objectively summarizes and analyzes the current situation and development trend of the research on the influence of think tanks, in order to provide useful reference for the research in this field and promote the development of new types of think tanks with Chinese characteristics. [Method/Process] CiteSpace was used to conduct a visualization analysis of the relevant literature in this field with high influence at home and abroad. The development characteristics and trend of this field were analyzed through the knowledge mapping of authors, research institutions, highly cited articles, keyword co-occurrence and cluster analysis. [Results/Conclusions] it is found that foreign research focuses on the application of think tanks in professional fields, such as political policy, foreign affairs, economy, environment, public health and so on. In contrast, domestic research shows that low degree of cooperation between researchers and institutions is carried out, and the research on the influence of think tanks in professional fields (economy, diplomacy, etc.) is insufficient. At the same time, discovering new media based on time series graph is an important research direction in this field in the future.

[Purpose/Significance] Based on the investigation of scientific data literacy ability of domestic graduate students, this paper constructs the scientific data literacy ability training system of university libraries, so as to provide targeted suggestions for university libraries to carry out scientific data literacy education. [Method/Process] Based on the data literacy evaluation research, a questionnaire was designed, and graduate students s of Jiangnan University were taken as the sample. [Results/Conclusions] The research shows that the data consciousness and data ethics of postgraduates in domestic universities are showing an optimistic trend. But students' ability of data collection, data organization and management, data utilization and preservation need to be improved, especially the data analysis capabilities need to be urgently strengthened. Based on this, this paper constructs a training system in accordance with the current situation of scientific data literacy of university graduates from four aspects of training objectives, contents, methods and evaluation.

[Purpose/Significance] Analyzing the correlation between book citations and book rating score on Douban reading platform, this paper explores the usability of book rating data on social reading platform as Altmetrics evaluation indicators for academic books. [Method/Process] The citation number and Douban rating data of each category books were obtained respectively. The coefficient of Pearson correlation and Spearman correlation were calculated, and the correlation coefficient between the citations of different categories books and the Douban rating score was used to reveal the usability of the rating data of books on the social reading platforms as Altmetrics evaluation data. [Results/Conclusions] There is a certain degree of usability for Altmetrics evaluation in the scores of books on social reading platforms, but there are differences in the usability of the scores of books of different categories on social reading platforms.

[Purpose/Significance] Improving college students' digital literacy is of great significance to building a digital talent power. [Method/Process] By combing the relevant policies before and after the release of Action Plan for Enhancing Digital Literacy and Skills of the People, this paper analyzes the main contents of the Action Plan and believes that it has the following significance: it determines the concept of digital literacy with Chinese characteristics and international vision, pays attention to the frontier requirements such as creativity improvement and special group service, expands four digital scenes of life, work, learning and innovation, and deploys comprehensive operations according to key tasks and projects. [Results/Conclusions] The authors argue that for various fields of library, information science and archives, the Action Plan will have extensive influence theoretically and practically, and its impact on digital literacy education of college students, in particular, is perhaps the most direct and far-reaching according to the research pattern and tradition of information literacy. [Purpose/Significance] To draw on the main research results and core findings of Project Information Literacy (PIL) in the United States to provide reference for the information literacy research and practice. [Method/Process] Using historical stages, literature survey and other methods, the author comprehensively reviews the main research results and core findings of PIL, points out that it systematically investigates the information behavior of college students in different situations, comprehensively summarizes the information challenges in the transformation of college students' identity, and puts forward suggestions for different groups to promote college students' learning and research. [Purpose/Significance] Digital literacy is a part of lifelong learning ability, and the development of digital literacy education is to meet the needs of social and personal development. However, digital literacy education for college students in China is still in its infancy, and there is still a lack of good practice cases, especially in carrying out related education in a digital way. [Method/Process] Taking the "Being Digital" project of the Open University (UK) Library as the research object, this paper introduces the main content and basic ideas of the project and summarizes its main characteristics: 1) brief and attractive activities as the starting point; 2) a deep and progressive path as in-depth exploration; and 3) self-rating with boundary and reflection as the node. [Results/Conclusions] The "Being Digital" project of the Open University (UK) Library is simple and effective, which provides feasible ideas for the development of the digital quality education in China: content construction with a low starting point but varied levels; scientific, reasonable and progressive design ideas; and approachable and responsive learning experience.

[Purpose/Significance] The UNESCO Media and Information Literacy Alliance (formerly known as Global Alliance for Partnerships on Media and Information Literacy, UNESCO MIL Alliance) was established to raise the awareness of media and information literacy in countries around the world and to better meet the challenges of the information society. In order to better support China's international cooperation on the way to the era of digital literacy, this paper reveals the operational mechanism of the international cooperation network using UNESCO MIL Alliance as an example. [Method/Process] This paper summarizes the origin, objectives and actions of UNESCO MIL Alliance through a systematic review of conference minutes, records, reports, guidelines, and yearbooks and other literature. [Results/Conclusions] The study found that UNESCO MIL Alliance has contributed to international partnerships in the digital literacy era in a number of ways, including the establishment of a global network, the development of multilevel strategies, joint advocacy and promotion, and the establishment of the UNESCO MIL Alliance Award, all of which have contributed to the sustainable development of media and information literacy (including digital literacy later on) on a global scale.

[Purpose/Significance] Scientific data preservation is the premise of scientific data sharing and utilization, also is the basis of high-quality and efficient service of scientific data. [Method/Process] On the basis of investigating the progress of theoretical research and practice at home and abroad, this paper selects a number of indicators according to the factors that affect the preservation of scientific data, and then improves the index system by the method of expert investigation. "Scientific data evaluation index system for scientific data preservation" is constructed. The index system includes eight first-level indicators, such as "legal factors", "reuse value", and "data reliability". There are 32 secondary indicators, such as "legal requirements", "special academic value", and "data accuracy". Finally, the analytic hierarchy process is used to calculate the index weight. [Results/Conclusions] This paper puts forward three suggestions for scientific data management in China, such as actively promoting the legislation of scientific data management, improving the level of scientific research, standardizing academic ethics and improving the quality of scientific data, developing data storage and security technology, and promoting scientific data sharing and long-term preservation.

[Purpose/Significance] During the leap-forward development of higher vocational colleges, subject construction is of great significance. As an important source of information resources for higher vocational colleges, libraries need to provide high-quality subject services for subject construction and talent training, to meet the long-term development needs of higher vocational colleges. Investigating the status quo of subject services in higher vocational colleges helps us understand the reality and propose targeted suggestions for improvement, which is conducive to the long-term development of subject service. [Methods/Process] This article takes 56 high-level schools selected in the "Double High Plan" as the research object. Through the Internet survey, it covers four aspects: subject service management system, subject resource construction, subject service platform construction, and subject service content in its analysis of the status quo of subject services in higher vocational colleges. [Results/Conclusions] I There are problems found in the discipline services of higher vocational colleges, such as a lack of regulation, lag and imbalance in terms of platform and resource construction, and a lack of depth in service content. This paper proposed solutions: constructing subject service teams, optimizing service management norms, developing evaluation mechanisms, building a subject service platform, strengthening subject resource construction and developing in-depth subject services.

[Purpose/Significance] This paper compares the characteristics of "marine aquatic feed" technology evolution in different countries based on the global patent data in order to find out the international situation and problems China is faced with in China's innovation development. [Method/Process] Using bibliometric analysis of patent literature, this paper analyzes the patents development trend, distribution trend, patent competitiveness, patentee's characteristics, and patent technology development of international "marine aquatic feed" field. [Results/Conclusions] The results show that the patented technology of "marine aquatic feed" is being transferred to emerging markets, and refined and breakthrough technology research is the development direction in the future. In recent ten years, China's patents show a strong growth trend, but the development of China's patent portfolio and market inflow in the world is not optimistic. There is a mismatch between the growth of patents quantity and the quality, patents protection and cooperation is on the low side, and patents market application is insufficient. In the future, the high quality development and application of "marine aquatic feed" technology should be continuously promoted from such aspects as enhancing policy guidance and support, tracking international technology and market trends, strengthening "industry-university-research" cooperation and improving patent quality.

In recent years, more and more special subject libraries have been built. This paper aims to provide reference for the construction of a special subject library in colleges and universities. [Methods/Process] Using the literature review method and the typical case analysis method, based on the analysis of the status quo of the domestic special subject library construction, this paper takes the Shenzhen University Town Library Law Research Center as an example to introduce its construction background, its construction and analyze its characteristics.
