New Normal Status of University Library’s Service Innovation and Transition in the "Internet +" Era

Abstract: "The 13th Five-Year Plan" has guided the development direction of new normal for China's economy, and also raised the requirements for higher education to construct the world's double "First-class"（first-class discipline and first-class university）universities. Based on the above background, this paper compared the theory research and practice exploration on university libraries’ new normal, and then reviewed and analyzed the existing problems in the new normal construction by taking 116 libraries in “211 project” universities as objects, and finally pointed out that new normal was a construction strategy based on its concept, condition and mechanism, to condense the new normal connotation of library and propose the realization of new normal library.
