Abstract: Rural Library is an important part of cultural public welfare services of China. In Heilongjiang, a remote and undeveloped province, the high cost of publication and distribution has made it difficult to the renew books in Rural Libraries. With good accessibility to cell phone network and high flexibility, mobile terminals have large potential in this field, which can offset the defect of publications. In order to take advantage of the potential of mobile terminals, the author brings out the suggestion including to developing suitable types of products, improving infrastructure and data service, construction of websites, and digitization of publications.
