Abstract: The development of basic level library ,is the important part of the cultural construction of new socialist countryside,is an extension of the urban public library and university library services.The essay fixes eyes on the basic level library of Heilongjiang province. Starting from the present situation of basic level library,Through specific examples and data introduce the problems of basic level library in Heilongjiang province. And try to find ways to solve them.
