Research on Social Opening Strategy of University Library under the Background of Universal Reading

Abstract: At present, the vast majority of university libraries in China have not implemented the opening for the society, which influenced the development of universal reading activities, and didn’t fully utilized library information resource. National government should lay down laws and regulations to require university library open for the society. Universities should learn from the foreign experience on opening for the outside to innovate service mode, expand the scope of service, research opening methods and service for the public and the construction of country, and strive to make the best use of resource to indirectly create social wealth and promote the healthy development of library cause.
