[Results/Conclusions] The authors argue that for various fields of library, information science and archives, the
Action Plan
will have extensive influence theoretically and practically, and its impact on digital literacy education of college students, in particular, is perhaps the most direct and far-reaching according to the research pattern and tradition of information literacy. The authors argue that the layout and action should be started as soon as possible for the education around digital literacy of college students.

[Purpose/Significance] To draw on the main research results and core findings of Project Information Literacy (PIL) in the United States to provide reference for the information literacy research and practice. [Method/Process] Using historical stages, literature survey and other methods, the author comprehensively reviews the main research results and core findings of PIL, points out that it systematically investigates the information behavior of college students in different situations, comprehensively summarizes the information challenges in the transformation of college students' identity, and puts forward suggestions for different groups to promote college students' learning and research. [Results/Conclusions] PIL provides some experience for information literacy theory and practice: (1) to keep up with the development of the times and pay attention to the continuous changes in college students' information literacy; (2) to integrate multiple forces and build a long-term mechanism for large-scale research projects; and (3) to link theory to practice and pay attention to the practical role of information literacy research.

[Purpose/Significance] Digital literacy is a part of lifelong learning ability, and the development of digital literacy education is to meet the needs of social and personal development. However, digital literacy education for college students in China is still in its infancy, and there is still a lack of good practice cases, especially in carrying out related education in a digital way. [Method/Process] Taking the "Being Digital" project of the Open University (UK) Library as the research object, this paper introduces the main content and basic ideas of the project and summarizes its main characteristics: 1) brief and attractive activities as the starting point; 2) a deep and progressive path as in-depth exploration; and 3) self-rating with boundary and reflection as the node. [Results/Conclusions] The "Being Digital" project of the Open University (UK) Library is simple and effective, which provides feasible ideas for the development of the digital quality education in China: content construction with a low starting point but varied levels; scientific, reasonable and progressive design ideas; and approachable and responsive learning experience.

[Purpose/Significance] The UNESCO Media and Information Literacy Alliance (formerly known as Global Alliance for Partnerships on Media and Information Literacy, UNESCO MIL Alliance) was established to raise the awareness of media and information literacy in countries around the world and to better meet the challenges of the information society. In order to better support China's international cooperation on the way to the era of digital literacy, this paper reveals the operational mechanism of the international cooperation network using UNESCO MIL Alliance as an example. [Method/Process] This paper summarizes the origin, objectives and actions of UNESCO MIL Alliance through a systematic review of conference minutes, records, reports, guidelines, and yearbooks and other literature. [Results/Conclusions] The study found that UNESCO MIL Alliance has contributed to international partnerships in the digital literacy era in a number of ways, including the establishment of a global network, the development of multilevel strategies, joint advocacy and promotion, and the establishment of the UNESCO MIL Alliance Award, all of which have contributed to the sustainable development of media and information literacy (including digital literacy later on) on a global scale.

[Purpose/Significance] Scientific data preservation is the premise of scientific data sharing and utilization, also is the basis of high-quality and efficient service of scientific data. [Method/Process] On the basis of investigating the progress of theoretical research and practice at home and abroad, this paper selects a number of indicators according to the factors that affect the preservation of scientific data, and then improves the index system by the method of expert investigation. "Scientific data evaluation index system for scientific data preservation" is constructed. The index system includes eight first-level indicators, such as "legal factors", "reuse value", and "data reliability". There are 32 secondary indicators, such as "legal requirements", "special academic value", and "data accuracy". Finally, the analytic hierarchy process is used to calculate the index weight. [Results/Conclusions] This paper puts forward three suggestions for scientific data management in China, such as actively promoting the legislation of scientific data management, improving the level of scientific research, standardizing academic ethics and improving the quality of scientific data, developing data storage and security technology, and promoting scientific data sharing and long-term preservation.

[Purpose/Significance] During the leap-forward development of higher vocational colleges, subject construction is of great significance. As an important source of information resources for higher vocational colleges, libraries need to provide high-quality subject services for subject construction and talent training, to meet the long-term development needs of higher vocational colleges. Investigating the status quo of subject services in higher vocational colleges helps us understand the reality and propose targeted suggestions for improvement, which is conducive to the long-term development of subject service. [Methods/Process] This article takes 56 high-level schools selected in the "Double High Plan" as the research object. Through the Internet survey, it covers four aspects: subject service management system, subject resource construction, subject service platform construction, and subject service content in its analysis of the status quo of subject services in higher vocational colleges. [Results/Conclusions] I There are problems found in the discipline services of higher vocational colleges, such as a lack of regulation, lag and imbalance in terms of platform and resource construction, and a lack of depth in service content. This paper proposed solutions: constructing subject service teams, optimizing service management norms, developing evaluation mechanisms, building a subject service platform, strengthening subject resource construction and developing in-depth subject services.

[Purpose/Significance] This paper compares the characteristics of "marine aquatic feed" technology evolution in different countries based on the global patent data in order to find out the international situation and problems China is faced with in China's innovation development. [Method/Process] Using bibliometric analysis of patent literature, this paper analyzes the patents development trend, distribution trend, patent competitiveness, patentee's characteristics, and patent technology development of international "marine aquatic feed" field. [Results/Conclusions] The results show that the patented technology of "marine aquatic feed" is being transferred to emerging markets, and refined and breakthrough technology research is the development direction in the future. In recent ten years, China's patents show a strong growth trend, but the development of China's patent portfolio and market inflow in the world is not optimistic. There is a mismatch between the growth of patents quantity and the quality, patents protection and cooperation is on the low side, and patents market application is insufficient. In the future, the high quality development and application of "marine aquatic feed" technology should be continuously promoted from such aspects as enhancing policy guidance and support, tracking international technology and market trends, strengthening "industry-university-research" cooperation and improving patent quality.

[Purpose/Significance] This paper summarizes reports of the 395th Youth Scientist Forum of China Association for Science and Technology and 2020 National Library and Information Youth Academic Forum held on November 5-6, 2020 with the theme of "AI enables knowledge service and opens up the future of intelligent digital agriculture". [Method/Process] The expert reports are classified and summarized from three aspects: 1) AI promoting the research method innovation of library and information science (LIS) and upgrading knowledge service infrastructure, 2) AI promoting technological innovation in agricultural and 3) the problem of information poverty in the era of AI. [Results/Conclusions] AI is accelerating the transformation of ways, means and facilities of knowledge service in the field of library and information; meanwhile, the convergence of AI and S&T fields such as agriculture puts forward high-level requirements for the field of library and information, which requires practitioners to organically integrate library and information services, AI technology and S&T innovation scenes; in addition, the "information poverty" and other social problems caused by the accelerated promotion of AI need the attention of library and information researchers.

[Purpose/Significance] The construction of special subject library is the result of the librarianship development and innovation in academic libraries. In recent years, more and more special subject libraries have been built. This paper aims to provide reference for the construction of a special subject library in colleges and universities. [Methods/Process] Using the literature review method and the typical case analysis method, based on the analysis of the status quo of the domestic special subject library construction, this paper takes the Shenzhen University Town Library Law Research Center as an example to introduce its construction background, its construction and analyze its characteristics. [Results/Conclusions] The construction of special subject libraries helps to promote the core competitiveness of university libraries in terms of resource and service. In the construction of special subject libraries, university libraries are suggested to actively seek opportunities, determine library themes, cooperate with external departments in library construction, strengthen publicity and guidance, and build a three-dimensional service system.
