[Purpose/Significance] The Ministry of Agriculture and Rural Affairs of China and the agricultural administrative departments of various provinces play a major role in promoting agricultural and rural big data development. This paper aims to learn, analyze and evaluate the data publishing, sharing, standardization and applications by investigating the open governmental agricultural data in 31 provinces, autonomous regions and municipalities in the mainland of China, and propose suggestions for improvement accordingly. [Method/Process] We investigated the open government platforms built by 31 provinces (autonomous regions and municipalities), sorted out the content published in these platforms, and standardized and summarized the investigation data. We made an analysis based on the update time of data, license of data applications, and download of data. Meanwhile, combined with FAIR data principles, we evaluated the data from the findability, accessibility, interoperability and reuse of the data.[Results/Conclusions] At present, the management, publishing and sharing of agricultural data in China is at an elementary stage. Although various governments formulated regulations and policies, the implementation of these regulations and policies is unsatisfactory. The Ministry of Agriculture and Rural Affairs of China should join hands with the agricultural administrative departments of various provinces to promote the opening and use of government agricultural data. Meanwhile, they should be in line with the construction mode of the international open government data and improve their capabilities in data publishing, management and services.

[Purpose/Significance] In order to meet the needs of intensive agricultural data research, the security protection of agricultural data needs to be developed in a dynamic and adaptive direction. Trust management is one of the core means to ensure data security, the dynamic research and application exploration of its management model is of great significance. [Method/Process] This paper reviews the development process and theoretical framework of dynamic trust management model, analyzes the characteristics of the whole life cycle of agricultural data, summarizes the practical needs of trust management of agricultural data, and expounds the rationality and feasibility of practicing the dynamic trust management model in the field of agricultural data security. On the basis of the above research, combined with the business characteristics of agricultural research itself, this paper explores the application methods and key points of dynamic trust management model in the field of agricultural data security from the aspects of user trust, equipment trust and application trust. [Results/Conclusions] At the end of this paper, the application prospect and future development direction of dynamic trust management model are prospected. The possibility and necessity of expansion and development of a dynamic trust management model to dynamic traffic management and dynamic authorization management, as well as combining with SDP, are discussed.

[Purpose/Significance] This paper systematically reviews the current situation and characteristics of major agricultural open scientific data resources, so as to provide references for a "digital government" to manage and use scientific data. [Method/Process] The concept and connotation of agricultural scientific data were determined, and the investigation and analysis were carried out from four dimensions: resource type and data format, the scope of a subject field, the method of knowledge organization and the service mode. Based on a survey of government agents, agricultural research institutions, universities and agricultural library and information institutions, this paper investigated important agricultural science data websites and platforms constructed by those organizations, and selected 165 Chinese papers and 167 English papers as supplementary references. [Results/Conclusions] Based on the needs of macro and meso management of agricultural science and technology, it is suggested to give full play to the role of scientific research institutions, universities, libraries and information institutions, governments and enterprises in terms of their advantages in resources and specific subject fields, collect and integrate multi-type and multi-discipline heterogeneous scientific data resources, strengthen the internal association and integration of data, and provide support for the transformation of a digital government.

[Purpose/Significance] In recent years, short video marketing has become a new field of e-commerce, and the study on the formation mechanism of consumer intention in short video marketing will help marketers to better formulate marketing strategy and enhance marketing effect. [Method/Process] The study takes the method of grounded theory. By collecting and encoding the data from the interview record of short video e-commerce marketing, consumers and the survey of the literature, we build a model of consumer intention in short video marketing.[Results/Conclusions] This study summarizes seven sub-categories: sensory stimulation, external effect, cognitive factors, others' effect, emotional factor, purchase intention, and intention to share. Then researchers classify them into three areas: external stimulation, psychological effect and consumer intention. Results show that in the short video marketing situation, the external stimulation for consumers can promote a rise of the consumer intention and the intention to share, and the psychological effect plays an intermediary role in the relationship between consumer intention and external stimulation. At the same time, according to this model, we proposed corresponding suggestions on short video marketing.

[Purpose/Significance] In order to optimize online community services, attract and encourage more people with travel intentions to use the Internet to share and obtain travel information, this paper studies the travel information needs of users in the tourism Q&A community. [Method/Process] Firstly, by using the network text mining, we selected the Q&A content about Beijing from the Tuniu Q&A platform as a corpus. Secondly, we used two different keyword extraction algorithms: TF-IDF and TextRank to extract the keywords of each text. Finally, we constructed a co-occurrence network through Gephi and use Gephi's clustering function to clarify the theme of the keywords, so as to grasp the user's travel information needs. [Results/Conclusions] The travel information needs of users in the online travel Q&A community can be roughly divided into 7 categories: accommodation information, food information, traffic information, scenic spot information, group tour information, climate information and planning suggestions. Users have different types of travel information demands which are not separate and independent from each other. There is a staggered relationship between different demands.

[Purpose/Significance] This paper clarifies the concept of novelty, reviews different novelty measurements, and summarizes different types and research progress of novelty detection at home and abroad. It is of great significance to the development of science and scientific technological planning. [Method/Process] By summarizing existing relevant Chinese and English literature, this paper reviews the definitions of novelty, different novelty measurements such as content analysis and citation analysis, as well as their evaluation methods. [Result/Conclusion] Most of the existing methods measure the novelty from a single perspective, and few used combined methods. Therefore, both qualitative and quantitative methods should be taken into consideration to form a comprehensive analysis in the future.

[Purpose/Significance] Centering on the problem of "how to stimulate the innovative behavior of librarians", based on the three-way interaction theory of social cognition and taking the innovative self-efficacy as the intermediary variable, this paper explores the influencing factors of the innovative behavior of librarians, with the purpose of providing theoretical references for the guidance and promotion of the innovative behavior of university librarians.[Method/Process] By combing and referring to domestic and international literature on the relationship between organizational innovation atmosphere and employee innovation behavior, and combining with the specific working environment of university libraries, the corresponding conceptual model was constructed. A questionnaire survey was conducted among 645 librarians in different types of university libraries in Beijing, Tianjin and Hebei. SPSS and AMOS were used for analysis and hypothesis verification.[Results/Conclusions] It is found that the organizational innovation atmosphere of a library exerts not only a direct impact on the innovation behavior of librarians, but also indirect impact on the innovation behavior of librarians through the mediating effect of innovation self-efficacy. This not only enriches the relevant research on organizational innovation atmosphere and employee innovation behavior, but also provides some references for the organizational innovation management of university libraries.

[Purpose/Meaning] In the information age, this paper explores how university libraries use the theory of dissipative structure to deal with information processing, storage, interaction and meet the needs of the new era while maintaining the orderly operation and stability of their information systems. [Method/Process] By comparing the dissipative structure theory with the library information systems, the feasibility and effectiveness of the dissipative structure theory applied to the information systems of university libraries is demonstrated. Then from the internal and external aspects of a library, the specific applications of the theories of dissipative structure in system openness, resource input, cultural heritage, integration with other cultural industries, and competition is discussed. Finally, this paper analyzes the influence of the above factors on the development of a library and its information systems. [Results/Conclusions] A weighting equation that quantitatively analyzes the influencing factors of a library is obtained to guide the development of the library, and a consistency test is conducted.

[Purpose/Significance] The factors and active mechanism that affect the research data sharing of faculty are investigated, and the incentive system to promote the research data sharing is proposed, which is beneficial to the occurrence of research data sharing.[Method/Process] WJX, WeChat public account and QQ are used as the research platform and the combination of questionnaires and interviews is used to analyze the influencing factors and mechanism of data sharing among faculty of local colleges. On this basis, the incentive system and strategies to improve the data sharing among faculty in local universities in China are proposed.[Results/Conclusions] The survey results show that benefits, sharing channels, sharing experiences, sharing atmosphere, and costs directly affect the data sharing among faculty, and the age, education, professional title, subject, and post indirectly affect the data sharing of faculty. By strengthening the theoretical knowledge of scientific research data sharing to improve the awareness of scientific data sharing, taking certain incentive measures to improve the enthusiasm of faculty to participate in data sharing, and adopting the mode of "passing, helping, and bringing" to improve the scientific research ability of faculty, we may promote the data sharing behavior of faculty in local colleges and universities in China.

[Purpose/Significance] A digital library plays an important role in students' learning and scientific research work. Therefore, it is necessary to have a deep understanding of the behavior of users and actual usage of digital libraries. It will lead to the complete and comprehensive digital library construction. [Method/Process] Based on the technology acceptance model (TAM) and qualitative analysis on the research works, the research first proposes the digital resources utilization behavioral model of university students in ethnic minority areas by including the factors of the system characteristics, interface characteristics and the individual differences and adding the information quality factors, and then, carries out path analysis with structural equation modeling. [Results/Conclusions] The results show that the perceived usefulness and the perceived ease of use have a positive effect on students' acceptance of digital information system. System characteristic, personal difference and the information quality factors positively affect the Han students' use of information resources, while system characteristics, self-efficacy and the perceived ease of use positively affect the Mongolian university students' acceptance and use of system.

[Purpose/Significance] Carrying out the community library reading promotion is beneficial to improving national quality, spreading urban civilization and cultural tourism integration. [Method/Process] Through the investigation of 9 scenic spots community libraries, the author finds that the scenic spots need to be enriched by culture, and point out the problems and opportunities of community reading promotion. To alleviate the insufficient human resources and reading spaces, the paper proposes that relying on the existing conditions of the community and making full use of the community party members' activity rooms, scenic spots and other places can be a way out. [Results/Conclusions] Community is the basic unit in China. Community libraries should upgrade their service concept, optimize their service systems, expand their channels of user participation, and encourage all social forces, including community members, to participate in the community reading promotion.
