The open access movement generates a huge amount of open resources, which provides new opportunities for library resource development and services, and also allows libraries to think about how to survive in the wave of OA development. Under the impetus of many academic subjects, the connotation and extension of open resources are continuously expanding, and the development trend is still rapid with the feature of large number, various types, and high openness. In the library's exploration of open resource development, the research priorities are put on the reuse model and construction strategy. The National Science Library of Chinese Academy of Sciences has built GoOA and OAinONE, the distributed and integrated open knowledge resource content system and service systems in different stages from the aspects of overall framework, building mode and reuse models in its practices of open resource development. While, creating innovative resource construction models and reuse services is still the direction of open resources development in the future.

Based on the analysis of the current situation of P-books and E-books resource coordination construction research of academic libraries in domestic and overseas, the related research contents are summarized into four major topics, including the main research, influencing factors research, evaluation research and optimization strategy research and so on. It is found that domestic and foreign researches in this field have made great progress, with abundant theoretical basis and practical experience. Compared with foreign countries, domestic research has some deficiencies. The research significance is to sort out the research situation of different historical periods, enrich the theory of university library resource construction, and promote the coordinated development of P-books and E-books resource construction of academic libraries.

The semantic interoperability of scientific knowledge organization systems is an important basis for the realization of multi-source knowledge fusion and innovative services. The computer aided tool has crucial/ significant effect on the efficiency, quality and sustainable development of the semantic interoperability. To provide a practical and referential case for future knowledge organization system interoperability projects, this article took the example of the STKOS super-scientific vocabulary semantic interoperability project software working environment - STKOS super-scientific vocabulary network collaborative work platform, summarized requirements of the interoperability platform, presented the architecture of the platform and computer-aided automatic processing key technology, including merging synonymous terms cross vocabularies, concept- category mapping, quality control, collaborative management and knowledge coding, the software implementation and application, and in the end proposed further research directions.

Measuring the level of classical papers in academic journals is of great significance to journal evaluation, and there is a lack of evaluation indicators in this respect. In this paper, journal papers are divided into highly cited papers and general papers, and highly cited papers are further divided into classical papers and hot papers. The journal classical index is the proportion of citation frequency of early papers in the total citation frequency. Research on Citation Data of CSSCI Periodicals Based on Library Information and Philology and CNKI database shows: Classical Index is a New Index for Evaluating Classical Papers in Academic Journals. It is better to use the papers of 5 years ago as the basis for calculating the journal classical index. The journal classical index is not related to the influencing factors. The journal classical index is positively correlated with the H index and with lower goodness of fit. Suitable selection of classical index is needed in the evaluation of academic journals.

The library and information science has long been dedicated to designing tools for organizing and managing large amounts of knowledge information. These tools are often referred to as "Knowledge Organization System" (KOS) or "controlled structured vocabularies". Due to the long-term independent development of multiple community and business standard, a variety of different knowledge organization systems have emerged, such as subject heading systems, thesaurus, taxonomies. The thesaurus has the relations like "U", "UF", "BT", "NT"and "CT", which is organized as a network in storage. And This paper develops a method to store thesaurus in a knowledge graph structure, which also has a good effect in the data reasoning. In this paper, the main research was based on the 1990"Mechanical Engineering Thesauri" - Second Edition. By using data cleaning techniques, this paper reconstructed the traditional knowledge organization system "Mechanical Engineering Thesaurus" data into a SKOS knowledge ontology structure. By using data storage techniques, this paper stored the SKOS knowledge ontology structure in Graph database Neo4j. These knowledge organization systems make it possible to effectively organize and manage large amounts of information data.

The researchers collaboration network not only indicates the features and schema of technological innovation, but also reflects the technology development trend. It is quite meaningful and useful for the policy-makers to draw up development strategies. Based on the technology life cycle theory, this paper uses complex network analysis methods to study the topology features and the evolution of collaboration network in different phases. A dataset from the electronic whiteboard patents is used to demonstrate the analysis. The result shows that the researchers' collaboration behaviors is strongly related to the technology development. It means that the collaboration networks of different phases have different topology features, whose evolution may lead to the technology changes.

The efficiency and the effectiveness of a tracing and tracking information system for agro-products result from following factors: (1) the influences from the data collection methods on the timeliness, the precision and completeness of the tracing pedigree; (2) the influences of data registration and service form on the data security and the data access service experiences. They can be categorized as the scopes of linking value and the reliability of the agro-products tracing system data. In this paper, we proposed that in case of the member organizations of a tracing system can guarantee the local digitization and they form a kind of half-open application scenario, and establish a distributed and trusty experimental agro-products tracing system can be developed by applying the integrated technologies of the semantic web and blockchain.

There are a lot of news releases on the Internet all the times. To help mobile users get interesting content in the vast amounts of information more quickly and accurately, the paper proposed a personalized news recommendation system, and designed the system structure. The system constructs features based on relevant factors that affect user reading choices, and builds a personalized recommendation model based on XGBoost algorithm. The paper provides reference for subsequent research.
