Poverty is a complex social phenomenon triggered by multidimensional factors, in which information poverty is one of the important dimensions for measuring poverty. By combining the literature on rural information poverty, the article mainly focuses on the research methods, causes and countermeasures of rural information poverty. The genesis is mainly divided into the subject factor and the object factor. The subject factor is subdivided into three levels: information quality, education level and economic ability. The object factors are subdivided into information resource factor imbalance, information infrastructure, natural condition constraints and institutional policy factors. The countermeasures are divided into education, infrastructure construction and policy. Proposing follow-up research can be carried out from a new perspective such as ethnic differences and interest games.

To understand the application of non-patent citations in science-technical associations, and to provide reference and reference for subsequent research, this paper sorts out the scientific literature on non-patent citations at home and abroad, and the origins of non-patent citations and non-patent citations are summarized and analyzed.Non-patent citations mainly focus on the scientific-technical relationship between different countries and different fields. The research methods are mainly the general quantitative index method and the improvement of some indicators. and use the subject theme-technical topic mapping method to study science-technology associations.

It is analyzed whether the "University Mobile Digital Library" has provided services that meet the needs of students and teachers, and whether it has fully exerted its own value. From the perspective of user perception, this paper uses the measurement scale of LibQUAL+TM model with library professional characteristics to explore the main factors influencing university library user satisfaction and the relationship between them by establishing the structural equation model. User expectations, perceived usefulness, and perceived service quality are all influencing factors of user satisfaction. User expectations and perceived service quality have an indirect impact on user satisfaction, and perceived usefulness has a direct impact. In addition, the indirect impact of perceived service quality on user satisfaction is almost twice the indirect impact of user expectations on user satisfaction. Users pay different attention to library systems, librarian online services, mobile devices and digital resources, but the differences are small.

Based on the analysis of research for information service evaluation in academia, in this passage, using user profile and big data theory, we build an evaluation model for network information service from 4 dimensions: technical level, user perception, content quality and service model. Then a method that includes questionnaire and regression analysis for verifying the model is released, so as to provide reference for evaluation of service quality and service improvement of network information service.

In the big data environment, the evaluation of humanities and social sciences has obtained good development opportunities. This paper uses the methods of literature investigation and systematic analysis, based on the problems of the evaluation system mentioned by General Secretary Xi Jinping at the symposium on philosophy and Social Sciences. This paper lists the existing problems in the evaluation of the humanities and social sciences, and concludes that the environment of big data can be divided into the following parts to expand and be supplied: the idea of evaluation, the data resources of evaluation, the evaluation subject and object in the Evaluation System, evaluation methods, tools, indicators and the traditional evaluation of humanities and social sciences.

Based on the enterprise boundary and boundary extension theory in economics,combining the characteristics and development rules of the library, we discuss the core competence and essential elements of the library, summary the advantages of guiding principles of Library boundary expansion. After taking the embedded subject service for research and Aminer as an example, we discuss the limitations of Library boundary expansion, which can be used as a reference for libraries' new business or boundary extension.

In recent years, unconventional military emergencies in the surrounding areas have frequently occurred, the traditional "prediction - response" paradigm is facing unprecedented challenges. The study of emergency disposal of military emergencies is taking evolution from "prediction - response" to "scenario-response". The theory of intelligent information service for emergency disposal of unconventional military emergencies has become one of the most important research contents in the field of unconventional military emergencies.The scenario data of unconventional military emergencies are analyzed, and the scenario data model of military emergency disposal information service is established from three dimensions of user data, information product data and military emergency scenario data. The study of this paper laid the foundation for the research of emergency response information service for unconventional military emergencies.

Internet has entered the era of HTTPS. The application of HTTPS protocol is very necessary to ensure various digital resources' security and protect users' privacy in libraries. From this perspective, the article analyzes the security flaws of HTTP protocol, the advantages and disadvantages of HTTPS protocol, and discusses how to convert to HTTPS protocol in three steps: accessing a digital certificate, configuring a deployment certificate and modifying a website-related link. Finally, it explains the role which HTTPS protocol improves the security of university libraries.
