    Construction of Multi-Scenario Agricultural Knowledge Service System

    [Purpose/Significance] To solve the problem of unbalanced supply and demand of agricultural Sci-Tech knowledge services in the big data environment, this paper proposed a "data + demand" driven knowledge service supply model. [Method/Process] The proposed model contains a knowledge service system model for different application scenarios and a technical supporting system with convergence of multi-source heterogeneous agricultural science and technology big data, knowledge computing and intelligent services as links. [Results/Conclusions] We developed a multi-scenario agricultural knowledge service system characterized as "Inclusive + Specialized + Customized", by addressing the key technologies of agricultural Sci-Tech big data integration and knowledge service, and thus provided differentiated, accurate and in-depth knowledge services for users of multiple types, levels and disciplines. The agricultural knowledge service system helps address the contradiction between supply and demand of knowledge services, and meet the need of inclusive & personalized knowledge service simultaneously to a certain extent.

    Semantic Sharing Mechanism of Heterogeneous Government Data Based on Blockchain

    [Purpose/Significance] This paper proposes a semantic chain sharing mechanism for heterogeneous government data based on blockchain, With regard to core issues such as data silos, "dirty data", uncertain data ownership, and lack of a trusted shared environment that arise during the open government data, and the key information involved in the sharing process is stored in the blockchain, and the whole network consensus mechanism ensures that the record can be traced and cannot be tampered, thus constructing a decentralized semantic data platform. [Method/Process] The use of distributed consensus mechanisms, chain structures and asymmetric encryption algorithms in blockchain combined with programmable smart contracts, through data semantic publishing, RDF management, search queries, blockchain interactions, entity disambiguation, etc. A series of processes, together with multi-source government data nodes, is to build a distributed semantic data transformation, fusion and reuse ecosystem with process monitoring. [Results/Conclusions] This study applies the blockchain technology to the semantic research of government data resources, which not only guarantees the semantic security of government data, but also solves the problem of semantic stagnation of blockchain. It is a relatively new research idea.

    Literature Review of Scientific Data Competence: the Connotation, Framework and Influencing Factors

    [Purpose/Significance] As the basis of the evaluation and promotion of scientific data competence, it is necessary to clarify the research situation of the connotation, the framework systems and the influencing factors of scientific data competence. [Method/Process] This study uses literature research methods to collect data from both Chinese and international databases, and analyzes the research progress in four aspects: the connotation, the performance dimensions, the frameworks and the influencing factors. [Results/Conclusions] Much research has been devoted to the connotation of scientific data competence, and Chinese and international researchers' understandings are basically the same. The representative framework systems of scientific data competence are generally oriented to the process of scientific data behaviors, and put forward requirements on the users in the aspects of scientific data awareness, scientific data knowledge, scientific data skills and scientific data ethics. There are many overlaps in the top level of indicators and different emphasis on the granularity in the sub-level of scientific data frameworks. The scientific data competence is influenced by subjective factors of scientific data users, the quality of scientific data, the culture of scientific data and the standards and norms of scientific data. The research needs further theoretical integration and empirical methods should be used to further explore the influencing factors from the perspective of improving the data-intensive scientific research environment.

    The Characteristics of First Class Agricultural-Related Universities in the World University Rankings——Based on Research of US News, QS and ARWU University Rankings

    [Purpose/Significance] To understand the characteristics of the first class agricultural-related universities. [Method/Process] The changes of the overall ranking and agricultural discipline ranking of top 10 and top 50 agricultural-related universities from 2017 to 2019 in US News, QS and Academic Ranking of World Universities (ARWU) University Rankings were analyzed, respectively. [Results/Conclusions] (1) most top 10 agricultural-related universities are lower-ranked, with 2/3 ranked outside of top 100, (2) top 10 agricultural-related universities' rankings are not stable, and only four universities, Cornell University, Wageningen University & Research, California University Davis and China Agricultural University are listed as top 10 agricultural universities in all three rankings, (3) top 10 agricultural-related universities come from more countries than top 10 universities do, and Chinese universities have better performance in agriculture than in other fields, and (4) numbers and position of selected fields by university rankings have more influence on overall ranking than numbers of students and teachers and their ratio. Chinese universities which take agriculture as their main field should strengthen their expertise in agricultural-related disciplines, establish new disciplines with characteristics and improve their international influence.

    Analysis of Gold Open Access in China Based on Web of Science

    [Purpose/Significance] This paper aims to analyze the current situation of golden OA papers published by Chinese scholars. On the one hand, it helps us understand the situation of Chinese scholars' participation in open access; on the other hand, through comparison, it provides insights for China to learn from the experience of other countries' open access, which is of value and reference in promoting China's OA process and policy-making. [Method/Process] Based on the papers included in the Web of Science Core Databases, this paper analyzes the status of golden OA papers in China, and the analysis indicators include paper productivity, influence, funding support, journals distribution and subjects distribution. [Results/Conclusions] China's golden OA papers have shown a good momentum of development in recent years, but the golden OA paper rate is still lower than the global average level; the citation influence of China's golden OA papers is close to non-OA papers, but lower than green OA papers; the rate of golden OA papers is far lower than the rate of papers supported by funding; China's golden OA papers are relatively concentrated into several journals, and the number of OA journals published in China is relatively small; life science, clinical, preclinical and health fields have a higher degree of acceptance of open access papers.

    Status and Development of Books Recommendation in University Libraries via WeChat—— Taking Services in “Double-First Class” University Libraries as Examples

    [Purpose/Significance] Each library has provided books recommendation service on their WeChat platforms, which forms an important service model. It is of great significance to explore how to build a books recommendation system with both personalization and functionality via WeChat. [Method/Process] By using the online survey method, we follow the WeChat platforms of university libraries listed in the "Double-First Class" project, and investigate the status of books recommendation services. Some mainstream books recommendation systems, such as Imagination Star, Yuntai Buy and Jiangsu Huiwen are studied. [Results/Conclusions] We found that the type of referral resources is still concentrated on paper books, only single book can be posted each time, and the function of the system is poor. In view of the existing problems, suggestions were put forward to recommend integrated paper-electronic resources and bulk books, realize group management, create national or regional bibliographic data centers, publicize services both online and offline, and implement the library credit points system.

    Analysis on the Construction of Regional Library Consortia from the Perspective of Smart Library

    [Purpose/Significance] Regional library consortia is capable of deepening inner-region cooperation, promoting the service ability and service level of the consortia and the members, and driving the librarianship forward. [Method/Process] Through the exposition of the smart library and its three main features, i.e. interconnection, scientific management and intelligent service, this paper points out that inner-region smart consortia is useful in increasing the information service ability of the consortia, and realizing the balanced development of inner-region libraries. [Results/Conclusions] The paper focuses on the analysis of current library consortia cooperation modes and their service actuality, and puts forward to establish a new grid-consortium of regional cooperation. It means that we should build inner-region resource sharing by horizontal collaboration, and deepen the user service lengthways, and then realize librarian open cooperation in the smart consortia, in which each librarian becomes the participant and the service node. In the end we put forward a series of safeguard measures of the synergetic development of regional libraries from obtaining policy and funding support, drawing up the consortia program, to strengthening inner-consortia featured resource construction, and building a high-quality librarian team.

    [Purpose/Significance] With the development of informatization, the prevalence of fragmented reading has brought impact to the development of university libraries. This paper puts forward some suggestions for the construction of libraries in the fragmented reading environment by analyzing the current situation of fragmented reading in colleges and universities. [Method/Process] This study explores the opportunities and challenges of fragmentation mainly through questionnaires and data analysis. [Results/Conclusions] Although fragmentation has impacted the development of traditional libraries, it brought new opportunities. It not only stimulated the enthusiasm of librarians to learn continuously, but also brought new opportunities to the development of university libraries in the construction of information services.

    [Purpose/Significance] Users have a low willingness to use a digital library, which affects the function of a digital library's collection service. This paper analyzes the influencing factors of digital library users' willingness to accept the library service, and explore the path to improve users' willingness to use the service. [Method/Process] Firstly, on the basis of sorting out the information system continuous use theories and dropout theory, we construct a theoretical model of digital library acceptance intention. Then, on the basis of 150 questionnaires, a multiple regression model is adopted to analyze the specific influencing factors of digital library users' acceptance intention. [Results/Conclusions] Satisfaction and intrinsic motivation have a direct significant influence, expectation confirmation has an indirect significant effect via satisfaction, and self-efficacy has an indirect significant effect via the intrinsic motivation. Their descending order of influence is as follows: expectation confirmation, self-efficacy, satisfaction and intrinsic motivation.

    [Purpose/Significance] The Ministry of Agriculture and Rural Affairs of China and the agricultural administrative departments of various provinces play a major role in promoting agricultural and rural big data development. This paper aims to learn, analyze and evaluate the data publishing, sharing, standardization and applications by investigating the open governmental agricultural data in 31 provinces, autonomous regions and municipalities in the mainland of China, and propose suggestions for improvement accordingly. [Method/Process] We investigated the open government platforms built by 31 provinces (autonomous regions and municipalities), sorted out the content published in these platforms, and standardized and summarized the investigation data. We made an analysis based on the update time of data, license of data applications, and download of data. Meanwhile, combined with FAIR data principles, we evaluated the data from the findability, accessibility, interoperability and reuse of the data.[Results/Conclusions] At present, the management, publishing and sharing of agricultural data in China is at an elementary stage. Although various governments formulated regulations and policies, the implementation of these regulations and policies is unsatisfactory. The Ministry of Agriculture and Rural Affairs of China should join hands with the agricultural administrative departments of various provinces to promote the opening and use of government agricultural data. Meanwhile, they should be in line with the construction mode of the international open government data and improve their capabilities in data publishing, management and services.

    [Purpose/Significance] In order to meet the needs of intensive agricultural data research, the security protection of agricultural data needs to be developed in a dynamic and adaptive direction. Trust management is one of the core means to ensure data security, the dynamic research and application exploration of its management model is of great significance. [Method/Process] This paper reviews the development process and theoretical framework of dynamic trust management model, analyzes the characteristics of the whole life cycle of agricultural data, summarizes the practical needs of trust management of agricultural data, and expounds the rationality and feasibility of practicing the dynamic trust management model in the field of agricultural data security. On the basis of the above research, combined with the business characteristics of agricultural research itself, this paper explores the application methods and key points of dynamic trust management model in the field of agricultural data security from the aspects of user trust, equipment trust and application trust. [Results/Conclusions] At the end of this paper, the application prospect and future development direction of dynamic trust management model are prospected. The possibility and necessity of expansion and development of a dynamic trust management model to dynamic traffic management and dynamic authorization management, as well as combining with SDP, are discussed.

    [Purpose/Significance] This paper systematically reviews the current situation and characteristics of major agricultural open scientific data resources, so as to provide references for a "digital government" to manage and use scientific data. [Method/Process] The concept and connotation of agricultural scientific data were determined, and the investigation and analysis were carried out from four dimensions: resource type and data format, the scope of a subject field, the method of knowledge organization and the service mode. Based on a survey of government agents, agricultural research institutions, universities and agricultural library and information institutions, this paper investigated important agricultural science data websites and platforms constructed by those organizations, and selected 165 Chinese papers and 167 English papers as supplementary references. [Results/Conclusions] Based on the needs of macro and meso management of agricultural science and technology, it is suggested to give full play to the role of scientific research institutions, universities, libraries and information institutions, governments and enterprises in terms of their advantages in resources and specific subject fields, collect and integrate multi-type and multi-discipline heterogeneous scientific data resources, strengthen the internal association and integration of data, and provide support for the transformation of a digital government.

    [Purpose/Significance] In recent years, short video marketing has become a new field of e-commerce, and the study on the formation mechanism of consumer intention in short video marketing will help marketers to better formulate marketing strategy and enhance marketing effect. [Method/Process] The study takes the method of grounded theory. By collecting and encoding the data from the interview record of short video e-commerce marketing, consumers and the survey of the literature, we build a model of consumer intention in short video marketing.[Results/Conclusions] This study summarizes seven sub-categories: sensory stimulation, external effect, cognitive factors, others' effect, emotional factor, purchase intention, and intention to share. Then researchers classify them into three areas: external stimulation, psychological effect and consumer intention. Results show that in the short video marketing situation, the external stimulation for consumers can promote a rise of the consumer intention and the intention to share, and the psychological effect plays an intermediary role in the relationship between consumer intention and external stimulation. At the same time, according to this model, we proposed corresponding suggestions on short video marketing.

    An Investigation into the Travel Information Needs of Online Q&A Platform Users: Taking Tuniu Q&A Community as an Example

    [Purpose/Significance] In order to optimize online community services, attract and encourage more people with travel intentions to use the Internet to share and obtain travel information, this paper studies the travel information needs of users in the tourism Q&A community. [Method/Process] Firstly, by using the network text mining, we selected the Q&A content about Beijing from the Tuniu Q&A platform as a corpus. Secondly, we used two different keyword extraction algorithms: TF-IDF and TextRank to extract the keywords of each text. Finally, we constructed a co-occurrence network through Gephi and use Gephi's clustering function to clarify the theme of the keywords, so as to grasp the user's travel information needs. [Results/Conclusions] The travel information needs of users in the online travel Q&A community can be roughly divided into 7 categories: accommodation information, food information, traffic information, scenic spot information, group tour information, climate information and planning suggestions. Users have different types of travel information demands which are not separate and independent from each other. There is a staggered relationship between different demands.

    [Purpose/Significance] This paper clarifies the concept of novelty, reviews different novelty measurements, and summarizes different types and research progress of novelty detection at home and abroad. It is of great significance to the development of science and scientific technological planning. [Method/Process] By summarizing existing relevant Chinese and English literature, this paper reviews the definitions of novelty, different novelty measurements such as content analysis and citation analysis, as well as their evaluation methods. [Result/Conclusion] Most of the existing methods measure the novelty from a single perspective, and few used combined methods. Therefore, both qualitative and quantitative methods should be taken into consideration to form a comprehensive analysis in the future.

    [Purpose/Significance] Centering on the problem of "how to stimulate the innovative behavior of librarians", based on the three-way interaction theory of social cognition and taking the innovative self-efficacy as the intermediary variable, this paper explores the influencing factors of the innovative behavior of librarians, with the purpose of providing theoretical references for the guidance and promotion of the innovative behavior of university librarians.[Method/Process] By combing and referring to domestic and international literature on the relationship between organizational innovation atmosphere and employee innovation behavior, and combining with the specific working environment of university libraries, the corresponding conceptual model was constructed. A questionnaire survey was conducted among 645 librarians in different types of university libraries in Beijing, Tianjin and Hebei. SPSS and AMOS were used for analysis and hypothesis verification.[Results/Conclusions] It is found that the organizational innovation atmosphere of a library exerts not only a direct impact on the innovation behavior of librarians, but also indirect impact on the innovation behavior of librarians through the mediating effect of innovation self-efficacy. This not only enriches the relevant research on organizational innovation atmosphere and employee innovation behavior, but also provides some references for the organizational innovation management of university libraries.

    [Purpose/Meaning] In the information age, this paper explores how university libraries use the theory of dissipative structure to deal with information processing, storage, interaction and meet the needs of the new era while maintaining the orderly operation and stability of their information systems. [Method/Process] By comparing the dissipative structure theory with the library information systems, the feasibility and effectiveness of the dissipative structure theory applied to the information systems of university libraries is demonstrated. Then from the internal and external aspects of a library, the specific applications of the theories of dissipative structure in system openness, resource input, cultural heritage, integration with other cultural industries, and competition is discussed. Finally, this paper analyzes the influence of the above factors on the development of a library and its information systems. [Results/Conclusions] A weighting equation that quantitatively analyzes the influencing factors of a library is obtained to guide the development of the library, and a consistency test is conducted.

    Study on Research Data Sharing Influencing Factors and Active Mechanism of Faculty in Local Universities in China

    [Purpose/Significance] The factors and active mechanism that affect the research data sharing of faculty are investigated, and the incentive system to promote the research data sharing is proposed, which is beneficial to the occurrence of research data sharing.[Method/Process] WJX, WeChat public account and QQ are used as the research platform and the combination of questionnaires and interviews is used to analyze the influencing factors and mechanism of data sharing among faculty of local colleges. On this basis, the incentive system and strategies to improve the data sharing among faculty in local universities in China are proposed.[Results/Conclusions] The survey results show that benefits, sharing channels, sharing experiences, sharing atmosphere, and costs directly affect the data sharing among faculty, and the age, education, professional title, subject, and post indirectly affect the data sharing of faculty. By strengthening the theoretical knowledge of scientific research data sharing to improve the awareness of scientific data sharing, taking certain incentive measures to improve the enthusiasm of faculty to participate in data sharing, and adopting the mode of "passing, helping, and bringing" to improve the scientific research ability of faculty, we may promote the data sharing behavior of faculty in local colleges and universities in China.

    [Purpose/Significance] A digital library plays an important role in students' learning and scientific research work. Therefore, it is necessary to have a deep understanding of the behavior of users and actual usage of digital libraries. It will lead to the complete and comprehensive digital library construction. [Method/Process] Based on the technology acceptance model (TAM) and qualitative analysis on the research works, the research first proposes the digital resources utilization behavioral model of university students in ethnic minority areas by including the factors of the system characteristics, interface characteristics and the individual differences and adding the information quality factors, and then, carries out path analysis with structural equation modeling. [Results/Conclusions] The results show that the perceived usefulness and the perceived ease of use have a positive effect on students' acceptance of digital information system. System characteristic, personal difference and the information quality factors positively affect the Han students' use of information resources, while system characteristics, self-efficacy and the perceived ease of use positively affect the Mongolian university students' acceptance and use of system.

    [Purpose/Significance] Carrying out the community library reading promotion is beneficial to improving national quality, spreading urban civilization and cultural tourism integration. [Method/Process] Through the investigation of 9 scenic spots community libraries, the author finds that the scenic spots need to be enriched by culture, and point out the problems and opportunities of community reading promotion. To alleviate the insufficient human resources and reading spaces, the paper proposes that relying on the existing conditions of the community and making full use of the community party members' activity rooms, scenic spots and other places can be a way out. [Results/Conclusions] Community is the basic unit in China. Community libraries should upgrade their service concept, optimize their service systems, expand their channels of user participation, and encourage all social forces, including community members, to participate in the community reading promotion.

    [Purpose/Significance] As is supported by national policies and promoted by social development, the development of cultural and creative products in China's public libraries has made initial achievements. However, the development is still in the elementary stage, and there is imbalance and disparity in the development process; efforts are needed to promote the in-depth development of cultural creative products with the aspects of organization and implementation plan, diversified creative design and extension of promotion approaches. Based on the theoretical and practical research, this paper proposes the theoretical model and implementation path for the development of cultural and creative products in public libraries, in order to provide references in methods and decision support for promoting cultural and creative products in libraries. [Method/Process] This paper reviews the current status of studies on cultural and creative products at home and abroad, and summarizes the current situation, differences and problems of cultural and creative product development in domestic and overseas public libraries by means of an investigation and interviews. [Results/Conclusions] This paper constructs the development model of cultural and creative products in public libraries from six aspects: theory, research, organization, design, promotion and evaluation, and then analyzes the realization path and solution strategy of the model.

    [Purpose/Significance] The research on the cultural and creative products in libraries under the background of cultural and tourism integration is conducive to the in-depth exploration of cultural connotation and systematic exposition of the era value contained in collection resources, and has an important guiding value for reform, innovation and high-quality development of libraries in the new era. [Method/Process] Using online investigation and literature analysis, this paper sorts out the background of libraries' services in cultural and tourism integration, and the current situation of theoretical research and practical exploration of cultural and creative products development, and analyzes the relationship between them. [Results/Conclusions] The development of cultural and creative products and the integration of cultural and tourism are the "two wings" of a library. The integration of culture and tourism provides an external extension for the development of cultural and creative products in terms of development subjects, relied resources, products categories and marketing groups. The development of cultural and creative products provides a feasible path for the realization of cultural and tourism integration, such as material carriers, bearing medium and effective platform. Under the background of cultural and tourism integration, the development of cultural and creative products should jointly set up a working team and train skilled people in products development, integrate cultural and tourism elements to develop cultural and tourism products, and improve the cross-border marketing system and actively carry out network marketing and word-of-mouth marketing.

    [Purpose/Significance] The development of culturally creative products in libraries is still in the exploratory stage at present. Focusing on the generation of relevant new concepts in the cultural industry can further clearly grasp the core of culturally creative products, thus activating more creative expressions and improving the understanding and quality of culturally creative products in libraries. [Method/Process] The concepts between "intellectual property" and "cultural intellectual property" were analyzed and the relationship between them was expounded. By comparing the similar cultural institutions, the deficiencies in the development of culturally creative products in libraries were analyzed. [Results/Conclusions] Through analysis of the influence and significance of cultural intellectual property (IP) in the process of libraries' cultural and creative products, cultural value in the development process is ensured, and at the same time a systematic process comes into being. Based on the above analysis, three suggestions are offered to develop cultural and creative products based on libraries' cultural IP: to continue to shape cultural IP with cultural creation, to cooperate to develop with alliance advantage and to promote digital cultural innovation and cross-border cooperation.

    [Purpose/Significance] Few public libraries run stores in Japan. Nakanoshima Library is one of those which operate a library store and the development and marking of its cultural and creative products can be considered to be the epitome of Japan's cultural and creative industry. Its products are characterized by a wide range of cultural creative products, a cute and delicate style, and fashionable marketing strategies. It becomes a model for public libraries to run stores and its way of thinking and way of running stores are worth learning from peers. [Method/Process] This paper investigates the goods of Nakanoshima Library's stores, reviews these goods in terms of their appearance and contents, analyzes their characteristics and summarizes some of the Library's experiences in the process of producing and selling its products.[Results/Conclusions] Nakanoshima Library's stores follow the product design principles, which highlight being rich, cute, small, and practical. Its experience in using a library's products to promote the library image, designing products according to the local culture, establishing good interactive relationships with the public, exploring the educational function of products, and adopting fashionable promotion methods can provide inspiration and references for other libraries which would develop cultural and creative products.

    [Objective/Significance] Whether a country enters the open science and how to choose the path, it is urgent to provide the decision-making methods. [Method/Process] As a national science policy, open science can be planned and implemented by way of road map. This paper analyzes the characteristics of the six international open science roadmaps in their release, content and effect evaluation, and puts forward a decision-making method for a national open science road. [Results/Conclusions] The formation of the open science roadmap is influenced by many factors such as the national medium and long-term opening plan, supporting infrastructure and other factors. The implementation contents include the country's current situation, future plan and specific measures, which will ultimately improve the open maturity level and influence of a country or region's scientific research. Based on these characteristics, a decision-making model of the national open science process is preliminarily constructed, covering the decision-making contents of different stages (before the process, in process and after the process) in the implementation of open science, and a "three-step" decision-making process of open science is designed. This paper briefly mentions the next step of open science in China and the roles that libraries can play.

    [Purpose/Significance] The novel coronavirus pneumonia has accelerated the changes in the way of information resources construction and information acquisition, and has greatly stimulated the development of open access activities. To grasp the trend of information resources construction in the post epidemic era, we observed the open access developments during the epidemic period. [Method/Process] Using website survey method to obtain and analyze the overseas open access developments. [Results/Conclusions] During the epidemic period, the trend of open access was mainly reflected in six aspects: the large-scale increase of capital investment, the construction and improvement of network infrastructure, the opening and integration of network resources, the innovation of online resource service, the cooperation and co-construction of various departments and institutions, and the accelerating of the development of open access.

    [Purpose/Significance] The process of open science has affected the development of OA journals, and this paper discusses the objective of OA journals' adaptive development and the measures to take with the aim to provide references for China's journal publication. [Method/Process] This paper analyzed the development characteristics of OA journals since 2017, sorted out the internal reform factors and external pressure factors of the journals, analyzed the main challenges, and discussed the development opportunities of OA journals in the roadmap of open science, and initially considered the future open access and open science practice in China. [Results/Conclusions] OA journals occupy an important position in the process of open science, but open science is more than open access. Global OA journals have strengthened the mechanism of knowledge sharing and their knowledge utilization ability to adapt to the requirements of scientific research. But they are also subject to preprints, OA2020/PlanS, Projekt DEAL, open conversion, APC monitoring, and pressure from different stakeholders, open technology, and the value of the challenge. In the implementation of open science, OA journals should strengthen their cooperation with funders and actively explore their own open science value-added capabilities. These also serve as one of the basis for the OA transformation of publishing industry, OA game strategy adjustment of libraries and open scientific practice in China.

    [Purpose/Significance] This paper investigates and analyzes the advances of open access (OA) publishing of academic books in the past ten years, to provide reference for the exploration of OA publishing of academi books in China. [Methods/Process] Taking the data of the OA books discovery platform DOAB and the websites of major publishing institutions as samples, this paper analyzes the global progress of academic books OA publishing and the development trend of its modes, and puts forward the implementating suggestions on the academic books OA publishing in the context of the China's strategy of building up the strength of the nation through cultural development. [Results/Conclusions] The suggestions include exploring a new cultural mode of academic books OA publishing with the social benefits as the top priority, implementing OA publishing to enhance the level of public cultural services and cultural international influence, and attempting the OA publishing of academic books based on the national publishing funds.

    [Purpose/Significance] The global rise of the Open Science Movement has greatly promoted the academic dissemination and the uptakes of scientific research results. As an important means of advancing the Movement of Open Science, openness and sharing is key to promoting the development of global agricultural science and technology. By reviewing the practice of the Food and Agriculture Organization of the United Nations (FAO) for opening up and sharing global agricultural scientific and technological information resources under an open environment, it provides reference for promoting the opening-up and sharing of agricultural scientific and technological information resources and the conversion and utilization of scientific research results in China.[Method/Process] Through a multi-dimensional review of the practice progress of FAO in promoting the opening-up and sharing of international agricultural scientific and technological information resources, the main steps are to take the lead in the construction and active implementation of Agricultural Information Management Standards (AIMS) and multi-channel openness and sharing of multilingual thesaurus AGROVOC, and elaboration on the construction and operation of the International System for Agricultural Science and Technology (AGRIS). [Results/Conclusions] Based on the experience gained by FAO to promote the opening-up and sharing of international agricultural scientific and technological information resources, we summarize some useful suggestions for improving the openness and sharing of agricultural scientific and technological information resources in China from the aspects of the establishment of a standardized management system, improvement of the capability development and promotion of international cooperation.

    [Purpose/Significance] This study aims to analyze the relationship between open science and intellectual property rights (IPRs) and systematically sort out the main intellectual property problems in open science, so as to provide reference for further promoting the formulation of intellectual property laws and policies in open science. [Methods/Process] This paper mainly adopts the methods of literature review and bibliometric analysis. Based on the analysis of the related work on open science and IPRs, we explore the relationship between them and identify the main intellectual property problems and coping strategies in open science. [Results/Conclusions] Conflicts exist between open science and IPRs, but the conflicts are not unavoidable. Both sides should get involved in forming a positive interaction atmosphere, and establish the IPR system which can be adapted to open science. Currently, the major problems of IPRs in open science are focused on copyrights and patent rights. Meanwhile, hotspot issues include how to ensure a scientist is given preference if he or she is the first to make scientific discoveries and how to protect data owners' rights.

    [Purpose/Significance] Under the background of precision poverty alleviation, this paper discusses the strategy of "double first-class" university think tank construction, which can provide reference for other university think tanks' construction, so that university think tanks can better help precision poverty alleviation work.[Method/Process] By using the method of literature investigation and case analysis, this paper investigates the current situation of the construction of 111 key think tanks in world-class universities and disciplines in China. It analyzes the role of "double first-class" think tanks in the process of precision poverty alleviation through typical cases, to guide the future. [Results/Conclusions] Under the background of precise poverty alleviation, the construction of "double first-class" university think tanks should have a clear development orientation, strengthen the construction of talent ranks, widen the communication channels of research results, increase the influence of university think tanks, and optimize the service mode of university think tanks. To improve the ability of social service, we should attach importance to the construction of websites and promote the coordinated development of university think tanks.

    [Objective/Significance] Starting from the guarantee rate of citations, this article evaluates the construction effect of both electronic and paper resources in the Humanities at university libraries. [Method/Process] This article takes the department of Philosophy of Shanghai Jiao Tong University as an example. It collected the papers published by the faculty of the department of Philosophy of Shanghai Jiao Tong University for 3 years (2017-2019) and extracted citations to check whether they can be obtained in the University Library. [Results/Conclusions] Statistics show that 31.4% of the citations are not available in the University Library, 8.2% of the citations have alternative documents (such as translations), and 60.4% of the citations are available. This article checks the unsecured citations in the collections of Taiwan University and Fudan University to compare the effects of resource construction between colleges. Through comparative analysis, we can find the shortcomings of resource construction, find the database that mostly needs to be purchased, and provide ideas for resource construction.

    [Purpose/Significance] As smart libraries based on technological innovation brings an impact on the original way of books arrangement in open stacks and a library's evaluation standard, it is necessary to study the optimized way of books arrangement under the new research environment.[Method/Process] This paper takes the criteria for books arrangement in the provincial public libraries for the sixth national public library assessment as an example, which require that libraries should classify open stacks into the third catalogue, and the correct ration is 80%. It brings deficiencies in theory and practice, such as logical irrationality between the classification grade and the accuracy of the book arrangement, too massive books within a single third category, damage of the classification standards which are sub-divided beneath the third catalogue; inconvenience of finding the same kind of books for readers or working for librarians, disintegrating cataloging and books shelving. In the analysis of causes of the defects, this paper concludes that it is mainly because the research of books arrangement in open stacks is insufficient, smart libraries bring technological impact and the criteria for book arrangement method are immature and unstable.[Results/Conclusions] In the age of smart libraries, the multi-party collaborative research should seek for the multi-compatible linear shelving system with "threshold" as the unit; the characteristics of man-machine compatibility between original shelving methods and technological innovation of the libraries should be clarified and its application should be lightly tuned; improving the assessment standards of open stacks book arrangement, so as to improve the internal management and external evaluation of smart libraries.

    [Purpose/Significance] In the era of big data, agricultural research institutions in China have begun to increase the investment in informatization construction to bring great convenience to scientific research and management, but corresponding information security issues have risen to the surface. Tasks such as relying on the network hierarchical protection and performing in-depth analysis of each weak link in the information system construction of agricultural research institutions to improve the information system security and avoid network security problems have been placed in a prominent position in the work of agricultural research institutions. [Method/Process] This article discusses the issue of strengthening the information security management of agricultural research institutions based on hierarchical protection 2.0. First of all, this article introduces the importance of hierarchical protection. Secondly, the difference between hierarchical protection 2.0 standard and h1.0 standard is analyzed. Finally, it discusses and summarizes the effective strategies to strengthen the information security construction of agricultural research institutions.[Results/Conclusions] Taking the Chinese Academy of Agricultural Sciences as an example, this paper discusses its practices in detail, in the hope of providing reference for agricultural research institutions to carry out network security hierarchical protection.
