The open access movement generates a huge amount of open resources, which provides new opportunities for library resource development and services, and also allows libraries to think about how to survive in the wave of OA development. Under the impetus of many academic subjects, the connotation and extension of open resources are continuously expanding, and the development trend is still rapid with the feature of large number, various types, and high openness. In the library's exploration of open resource development, the research priorities are put on the reuse model and construction strategy. The National Science Library of Chinese Academy of Sciences has built GoOA and OAinONE, the distributed and integrated open knowledge resource content system and service systems in different stages from the aspects of overall framework, building mode and reuse models in its practices of open resource development. While, creating innovative resource construction models and reuse services is still the direction of open resources development in the future.

Based on the analysis of the current situation of P-books and E-books resource coordination construction research of academic libraries in domestic and overseas, the related research contents are summarized into four major topics, including the main research, influencing factors research, evaluation research and optimization strategy research and so on. It is found that domestic and foreign researches in this field have made great progress, with abundant theoretical basis and practical experience. Compared with foreign countries, domestic research has some deficiencies. The research significance is to sort out the research situation of different historical periods, enrich the theory of university library resource construction, and promote the coordinated development of P-books and E-books resource construction of academic libraries.

The semantic interoperability of scientific knowledge organization systems is an important basis for the realization of multi-source knowledge fusion and innovative services. The computer aided tool has crucial/ significant effect on the efficiency, quality and sustainable development of the semantic interoperability. To provide a practical and referential case for future knowledge organization system interoperability projects, this article took the example of the STKOS super-scientific vocabulary semantic interoperability project software working environment - STKOS super-scientific vocabulary network collaborative work platform, summarized requirements of the interoperability platform, presented the architecture of the platform and computer-aided automatic processing key technology, including merging synonymous terms cross vocabularies, concept- category mapping, quality control, collaborative management and knowledge coding, the software implementation and application, and in the end proposed further research directions.

Measuring the level of classical papers in academic journals is of great significance to journal evaluation, and there is a lack of evaluation indicators in this respect. In this paper, journal papers are divided into highly cited papers and general papers, and highly cited papers are further divided into classical papers and hot papers. The journal classical index is the proportion of citation frequency of early papers in the total citation frequency. Research on Citation Data of CSSCI Periodicals Based on Library Information and Philology and CNKI database shows: Classical Index is a New Index for Evaluating Classical Papers in Academic Journals. It is better to use the papers of 5 years ago as the basis for calculating the journal classical index. The journal classical index is not related to the influencing factors. The journal classical index is positively correlated with the H index and with lower goodness of fit. Suitable selection of classical index is needed in the evaluation of academic journals.

The library and information science has long been dedicated to designing tools for organizing and managing large amounts of knowledge information. These tools are often referred to as "Knowledge Organization System" (KOS) or "controlled structured vocabularies". Due to the long-term independent development of multiple community and business standard, a variety of different knowledge organization systems have emerged, such as subject heading systems, thesaurus, taxonomies. The thesaurus has the relations like "U", "UF", "BT", "NT"and "CT", which is organized as a network in storage. And This paper develops a method to store thesaurus in a knowledge graph structure, which also has a good effect in the data reasoning. In this paper, the main research was based on the 1990"Mechanical Engineering Thesauri" - Second Edition. By using data cleaning techniques, this paper reconstructed the traditional knowledge organization system "Mechanical Engineering Thesaurus" data into a SKOS knowledge ontology structure. By using data storage techniques, this paper stored the SKOS knowledge ontology structure in Graph database Neo4j. These knowledge organization systems make it possible to effectively organize and manage large amounts of information data.

The researchers collaboration network not only indicates the features and schema of technological innovation, but also reflects the technology development trend. It is quite meaningful and useful for the policy-makers to draw up development strategies. Based on the technology life cycle theory, this paper uses complex network analysis methods to study the topology features and the evolution of collaboration network in different phases. A dataset from the electronic whiteboard patents is used to demonstrate the analysis. The result shows that the researchers' collaboration behaviors is strongly related to the technology development. It means that the collaboration networks of different phases have different topology features, whose evolution may lead to the technology changes.

The efficiency and the effectiveness of a tracing and tracking information system for agro-products result from following factors: (1) the influences from the data collection methods on the timeliness, the precision and completeness of the tracing pedigree; (2) the influences of data registration and service form on the data security and the data access service experiences. They can be categorized as the scopes of linking value and the reliability of the agro-products tracing system data. In this paper, we proposed that in case of the member organizations of a tracing system can guarantee the local digitization and they form a kind of half-open application scenario, and establish a distributed and trusty experimental agro-products tracing system can be developed by applying the integrated technologies of the semantic web and blockchain.

Poverty is a complex social phenomenon triggered by multidimensional factors, in which information poverty is one of the important dimensions for measuring poverty. By combining the literature on rural information poverty, the article mainly focuses on the research methods, causes and countermeasures of rural information poverty. The genesis is mainly divided into the subject factor and the object factor. The subject factor is subdivided into three levels: information quality, education level and economic ability. The object factors are subdivided into information resource factor imbalance, information infrastructure, natural condition constraints and institutional policy factors. The countermeasures are divided into education, infrastructure construction and policy. Proposing follow-up research can be carried out from a new perspective such as ethnic differences and interest games.

[Purpose/Significance] Long-term preservation of digital resources must fully consider the software preservation strategy. In view of the diversity and complexity of software, its rights management and use have become a new challenge. This paper explores the strategy of fair use of software in order to provide support for the development of national science and technology. [Method/Process] By defining the problems existing in the long-term preservation of the software, from the perspective of fair use, the necessary prerequisites and applicable environment for the fair use and long-term preservation of the software are proposed according to different usage scenarios. [Result/Conclusion] Fair use provides a feasible solution for the use of software in the long-term preservation process. In the short term, people should respect the intellectual property rights of the software owner, and the copying, use and analysis of the software should be in accordance with the terms of the contract; In terms of long-term benefits, the long-term preservation of digital resources is a guarantee mechanism to support the development of national science and technology. We should establish a sound long-term preservation policy of software and integrate it into the long-term preservation system of digital resources.

Innovating the concept and improving the level of scientific and technological (S&T) evaluation in universities is a powerful guarantee for the construction of first-class universities and first-class disciplines. This paper designed the Framework of compiling University S&T Development Index which included the main theory points, the principle, the method of constructing the index and the building of the information processing platform. It laid the foundation for the comprehensive implementation of the University S&T Development Index. [Objective/ Significance] Under the background of information age, readers' individualized needs are becoming more and more obvious.Libraries should be keen to grasp the needs of different types of readers and provide personalized information services according to their needs, continuously cater to the requirements of readers and improving reader satisfaction. [Method/Process] To deeply understand the information demand of different readers through questionnaire method and communication survey method. According to different needs, readers are divided into three categories: new readers, old readers and research-oriented readers. Three cases of information innovation service of different types of readers are selected for empirical research. [Result/ Conclusion] Research results of three empirical cases show that the innovative ways adopted by our library are highly operable, and greatly improved the reader's satisfaction, the reader's enthusiasm for using library resources has also improved, and achieved good results.

With the development and popularization of cloud computing technology, desktop virtualization technology has also been fully developed and applied. The speed of library digital construction is also accelerating, and library retrieval terminals have encountered problems such as management difficulties and high maintenance costs. This paper first analyzes the current situation of virtualization technology application at home and abroad and the construction status of library virtualization system, and summarizes the advantages and disadvantages of library virtualization system at home and abroad. Based on this, the Tsinghua University Library is used as a prototype. Desktop virtualization technology is used to design and realize the informatization construction of the library. [Purpose/significance] Clarifying the relationship between library behavior and reader's emotion and reader's participation can help libraries manage librarians' behavior effectively, stimulate readers' positive emotion and encourage readers to participate actively, so as to improve readers' satisfaction and competitiveness of libraries.[Method/process] Taking the library of Guangdong Pharmaceutical University as an example, this paper introduces SOR model, constructs the influence relationship model of "librarian's behavior - reader's emotion - reader's participation", and uses regression model of SPSS software to empirically analyze the influence of librarian's behavior on reader's participation and reader's affection, and the intermediary role of librarian behavior and reader participation.[Result/conclusion] The results show that the librarian's behavior has a significant positive impact on reader participation, the librarian's behavior has a significant impact on reader's emotion, the reader's emotion has a significant impact on reader participation, and the reader's emotion plays a mediating role between the librarian's behavior and reader's participation.

[Purpose/Significance] Digital humanities research has been developing in China for nearly ten years. It is important for further developing digital humanities research in China to clarify the differences between domestic and foreign digital humanities research.[Method/Process] Firstly, this paper compares the differences in the participation of various disciplines and cooperation modes of institutions in digital humanities research at home and abroad through quantitative statistics. Based on the existing differences, co-citation clustering, emergence detection, double-graph superposition and other functions in CiteSpace are used to introduce the research progress of digital humanities in foreign countries.[Results/Conclusions] The main difference of domestic digital humanities research lies in the low degree of participation of computer science and humanities. In international digital humanities research, there are seven groups and two research topics in computer science, and five groups and two research topics in ARTS&HUMANITIES. In addition, there is relatively little cooperation between basic subjects(computer science and information science) and humanities(ARTS&HUMANITIES OTHER TOPICS and son) in international digital humanities research, The advanced technologies in computer science are not quickly integrated into the research of humanities disciplines. It is suggested that domestic computer science and humanities should be deeply involved in the research of digital humanities, and the cooperation between basic subjects and applied subjects of digital humanities should be strengthened.

Research on the Digital Humanities education practice and library support service of Stanford University, a world famous university, can provide relevant references for the universities and their libraries in China. Through literature and network research and analysis, it is concluded that there are three forms of Digital Humanities Curriculum Education in Stanford University: joint specialty, minor courses and certification courses. The project practice is emphasized, which provides an opportunity for Stanford University Library to participate in Digital Humanities education. It actively participates in Digital Humanities Education by means of embedding curriculum teaching, setting up research centers and providing technical support. It enlightens us that Digital Humanities Education in Colleges and universities in China should enrich teaching forms, set up the feedback mechanism, and give full play role to the service and support of their libraries, so as to actively promote the development of Digital Humanities Education Practice in China.

To evaluate the effect of the One Belt and One Road initiative on Science and Technology Cooperation of both sides, papers in Incites data in 2011-2018 was used to analyze the characteristic of papers co-authored by China and Countries in the One Belt and One Road Area, and focused on the 4 year period change around 2015. The results showed that: (1) numbers of co-authored papers increased quickly, and the quality rose steadily; (2) In most fields, papers produced by both sides had a bigger increase than papers produced by one side, and non-preponderant fields, such as agriculture science, had a rapid growth; (3) Cooperation was strengthened between China and nearly 2/3 countries among all One Belt and One Road countries. Furthermore, the paper producing countries made more co-authored papers with China; (4) The Association of Southeast Asian Nations (ASEAN) was the main cooperation area, while Central East Asia gave the least cooperation; (5) West Asia made the most growth on co-authored papers, while South Asia had no increase; (6) Paper producing countries had the most incremental quantity on co-authored papers, the middle-sized-paper-product countries had the fastest growth, while the undeveloped countries had the slowest increase on both increment and growth. Consequently, according to this analysis, different methods are necessary to strengthen science and technology cooperation between different countries when implementing the One Belt and One Road initiative.

With the development of social network analysis theory and the improvement of visualization tools, scientific research cooperation network has been more and more used in scientific research and disciplinary analysis. This paper discusses the theoretical basis of scientific research cooperation network for disciplinary analysis from the perspective of the structural characteristics of social network, and expounds the existing problems in the process of analysis. Finally, aiming at the construction method of the weights of network relations, the influencing factors are analyzed, and improvement strategies are given, which provide ideas for improving the calculation theory of relationship strength in scientific research cooperation network.

[Objective] The evaluation of research funding and innovation efficiency is mainly to provide reference for the country to formulate scientific research development plans and policies, and improve scientific research management. [Methods] The scaling law can reflect the basic mechanisms, dynamics and structure of complex systems. This paper extends the scale law to the analysis of the relationship between research input and output, and analyzes the funds of scientific research institutions as well as the scientific and technological manpower input and scientific research output data. [Results] It is found that the scientific research input and output follows a scaling law and the scaling law index is basically stable. Based on the method of scaling law, the quality of scientific research can be objectively evaluated. In addition, it provides the factual basis and quantitative comparison of baseline information for the investment and management of colleges and universities in science and technology. It is an important reference for the innovation efficiency of colleges and universities. It has important implications for improving China's scientific research investment and management in the new era.

With the introduction of the concept of web2.0, the concept of UGC (user-generated content) is also deeply rooted in people's mind. Nowadays, various platforms cannot live without UGC. The behavior characteristics of e-commerce users on the platform have a huge impact on consumers themselves, potential consumers, e-commerce platforms and product manufacturers. At present, most of the research on online comments is on the text content, and few researches on the timeliness of users' feedback. Through data crawling software, the commodity comment field and its quantity of Jingdong mall are crawled to study the timely feedback behavior characteristics of e-commerce user comments and the factors affecting these behavior characteristics. The behavior characteristics of e-commerce users' timely feedback are studied by combining charts and graphs, and the feedback time rule is obtained. SPSS was used for regression analysis of the data, and the main influencing factors were obtained. According to the research results, the behavioral characteristics and influencing factors of e-commerce users' timely feedback can be targeted to propose suggestions to platform managers, comment publishers and potential consumers.

To explore the correlation between library utilization and academic achievement of the undergraduate can evaluate the effectiveness of library learning support services, reveal the impact of library services on different readers, and provide data support for libraries to better play the role of learning support. This paper takes all undergraduate students of Nanjing Forestry University in 2014 as the research object. After extracting, transforming and cleaning the data, this paper develops the correlation between undergraduate library utilization and academic achievement aiming at the characteristics of different majors, grades and genders, using SPSS software and KS normal test, correlation analysis, analysis of variance, non-parametric test and other statistical analysis methods, and the use of library space and paper resources as data research indicators. It reveals there is a significant positive correlation and medium correlation scale between the undergraduate academic performance and the various libraries utilization data. Students of different grades, majors and genders have different frequency and preferences for library resources and services, and the libraries should adjust their service strategies to better support learning.

[Purpose/significance]This paper systematically sorts out relevant researches on digital reading behavior at home and abroad, summarizes the research status, and provides references for future researches in this field.[Methods/process] This study took Web of Science database and CNKI as data sources, selected relevant literatures from the database, and drew a knowledge map of digital reading behavior domain with a visual method to analyze the research topics in this field.[Results/conclusion] The results show that digital reading behavior of the related research can be roughly divided into theory study, behavior research, influencing factors and strategies for four categories. After analyzing the hot topics, it is found that the field has a wide range of research topics but is not highly interdisciplinary, and the application of emerging methods and tools is not high in China. In the future, this field still needs to strengthen cross-domain cooperation and strengthen the introduction of various cutting-edge research methods and technical tools.
