Abstract: With the development of information society, information vulnerable groups who exist in the weak position in the allocation and obtaining of information resources become an important social problem and cause extensive attention. In the omnimedia era, Public libraries not only are faced with the practical difficulties of weak financial funds, professional shortage and system flaws, but also are confronted with the deep-seated contradictions of social inefficiency, weakened core competitiveness and library legislation retardation. In order to ensure the information vulnerable groups’ information accessibility rights, Chongqing public libraries should establish the multi-angle, full-coverage and sustainable system of information accessibility service and satisfy fundamentally the information needs of the vulnerable groups from the aspects of constructing barrier-free environment, integrating document information resources and carrying out collaborative service to meet fundamentally their information needs.
