Abstract: The library should carry out the national policy in depth, to promote the equalization of public cultural service and let the new generation of migrant workers be able to integrate into urban life for a long time. According to the domestic and foreign libraries' public service for the disadvantaged groups, this paper started from the perspective of new public service theory and service paradigm, proposed that libraries should embody social values such as public values, service equity, cultural democracy, social inclusion and humanistic spirit, and create service model about of new generation of migrant workers' urban integration such as increasing cooperation with local government agencies, getting social support, innovating brand and characteristics of service, innovating education and training mode of migrant workers, providing information dissemination service for the new generation of migrant workers with the help of new technology and new media.
