Abstract: With the development of industrialization and urbanization in China, industrial upgrading has promoted the improvement on the quality of labor force, which need enhance the human capital of migrant workers continuously. At the same time, China's public libraries have developed from the traditional library to digital library, composite library, mobile library, and public library has a certain technology and infrastructure of mobile library. Through constructing public library service system for migrant workers, this paper tried to promote the improvement on the quality of migrant workers' human capital. Mobile library service system in public library mainly included information technology layer based on advanced technology support, information resource layer based on superstar mobile library system and information service layer based on the Newcomb's social psychological model.
