[Purpose/Significance] Data governance helps promote accurate management, individualized service, and scientific decision in public culture. Constructing a framework of public cultural data governance system and corresponding guarantee measures contributes to the goal of digital and intelligent developments of public culture. [Method/Process] This paper systematically elaborates the connotation and function of public cultural data governance, builds a framework for public cultural data governance system based on the activity theory, and proposes guarantee measures for specific elements. [Results/Conclusions] The public cultural data governance system consists of the elements of governance target, governance subject, governance object, and governance methods (tools, rules, and division). Guarantee measures include the following aspects: setting data governance goals and implementing goals in several phases and progressively, constructing collaboratively by multiple subjects and improving governance capacity, promoting governance with benefits and focusing on limited data and affairs, and improving system construction and organizational management models.

[Purpose/Significance] When rural residents read health information regarding chronic diseases, they often tend to develop cognitive conflicts or negative emotions, which leads to their avoidance behaviors towards health information regarding chronic diseases. The purpose of this study is to explore the influencing factors among rural residents in Jiangsu Province and the relationships among these factors. [Method/Process] Based on the stress coping theory and the planned risk information avoidance model, this study constructed a model of influencing factors of rural residents' avoidance behaviors towards health information on chronic diseases on the basis of the characteristics of rural residents. In this paper, 250 valid questionnaires were collected, and structural equation model method was used to test the theoretical model. [Results/Conclusions] It is found that social atmosphere, negative emotions and patients' cognition all have positive effects on rural residents' avoidance intention, which leads to the occurrence of health information avoidance behavior. At the same time, the influence of information access constraints on rural residents' avoidance behaviors towards health information on chronic diseases was verified. The research helps to enrich the theoretical system of health information avoidance behavior, and provide guidance and suggestions for government departments and medical service institutions to optimize health information services on how to deal with chronic diseases.

[Purpose/Significance] Intellectual capital is the important intangible asset and core competitiveness of university affiliated think tanks, and studying its intellectual capital acquisition mechanism is of great significance to build high-level university affiliated think tanks. Through literature review, this paper makes clear the components and access of intellectual capital of university affiliated think tanks. [Method/Process] Based on the theory of innovation-driven development, this paper constructs the model of innovation-driven intellectual capital acquisition mechanism of university affiliated think tanks, and applies this model to analyze the current situation of intellectual capital acquisition mechanism of 100 famous university affiliated think tanks at home and abroad. [Results/Conclusions] It shows that the model of innovation-driven intellectual capital acquisition mechanism of university affiliated think tanks consists of human capital, structural capital and relational capital. Human capital acquisition is the main way for university affiliated think tanks to acquire intellectual capital, and structural capital acquisition and relational capital acquisition, as auxiliary ways, play roles in safeguarding and promoting to acquire human capital. Moreover, the countermeasures and suggestions for building the first-class university affiliated think tanks in China are: to form an effective model of human capital acquisition, to establish an improved access channel of structural capital acquisition, and to build a three-dimensional system of relational capital acquisition.

[Purpose/Significance] Autoethnography offers an anthropological approach to illuminating researchers' subjectivity, self-consciousness and personal experience. As a kind of "evocative" practice, it has not been paid attention in academic field of information science. [Method/Process] This study analyzes the application of autoethnography in the information science research in terms of research topics, forms, advantages and limitations. [Results/Conclusions] The superiority of self-ethnography is reflected in research perspectives, research methods, and the presentation of research findings, and its applicability depends on the nature of research subject and of the research question.

[Purpose/Significance] Knowledge hiding behaviors in virtual communities seriously hinder knowledge communication and dissemination. This paper aims to explore the influencing factors of users' knowledge hiding behaviors in virtual question-and-answer communities and put forward suggestions for improving the degree of knowledge communication in virtual communities. [Method/Process] Based on existing theories, this paper analyzes 7 factors affecting knowledge hiding behavior from three aspects of personal characteristics, situational atmosphere and knowledge characteristics, so as to build a second-order reflective research model and take involvement as a moderator variable. We conducted an empirical analysis through a questionnaire survey and using the structural equation modeling (SEM). [Results/Conclusions] It is found that personal characteristics (self-inefficacy and knowledge-based psychological ownership) and knowledge characteristics (tacit knowledge and knowledge complexity) have significant positive effects on knowledge hiding behavior. In detail, self-inefficacy is the most influential one. Situational atmosphere has no significant influence on knowledge hiding behavior. In addition, involvement has no significant moderating effect on personal characteristics, situational atmosphere and knowledge characteristics.

[Purpose/Significance] It has become a new direction for subject service of university libraries to provide the whole process service for the creation, application, protection and management of intellectual property rights (IPRs), support the collaborative innovation and construction of advantageous disciplines in universities, and promote the transformation of scientific and technological achievements in universities. Through the investigation and analysis of the information service status of IPR information centers in 23 universities in China, this paper summarizes the experience and lessons, and provides guidance for the patent information service of university libraries. [Method/Process] By using the methods of network survey, interview and literature research, this paper investigates patent information services and the construction of information service platforms in university libraries, and puts forward strategies and suggestions for patent information services. [Results/Conclusions] The enlightenment and suggestions: (1) Encourage more university libraries to set up IPR information service centers; (2) expand patent information service content and service object; (3) strengthen the construction of service norms and standards; (4) enhance the construction of talent team; (5) reinforce the construction and organization of patent information resources; (6) build a patent information service platform with stronger functions.

[Purpose/Significance] Soil microorganism is the most active component of soil, which is the key factor of a healthy soil ecosystem Therefore, to investigate the hotspots, frontiers and directions of soil microorganism research is helpful for researchers to understand research topics and directions. [Method/Process] Using CiteSpace V software papers of soil microbiology published by key journals from 2010 to 2019 collected by CNKI were used to analyze the distribution characteristics of authors, institutions and journals, and to draw the knowledge graph of keyword co-occurrence, burst terms distribution and the time line map of keyword burst terms. [Results/Conclusions] There are more than 400 articles about soil microorganism area published in China every year, and the research in this field continues to draw attention. Northwest A&F University and University of Chinese Academy of Sciences are the key research institutions, and Shen Qirong, Yang Dianlin and Mao Zhiquan are the core author groups, which have made outstanding contributions to the development of this field. The research hotspots have evolved over time, and can be divided into four modules: First, indirect indicators of soil microorganisms (soil enzyme activity, soil uptake, soil microbial biomass carbon and nitrogen); second, mature development of research methods (Phospholipid-derived Fatty Acids, denaturing gradient Gel electrophoresis, Biolog-ECO technique, and high throughput sequencing); third, the visual representation of soil microorganisms (microbial community structure and functional diversity); Lastly, the impact of factors (soil type and land use, fertilization, crops, nitrogen deposition, and bio-char). The application of molecular biological methods such as high throughput sequencing and system biological methods, the development and utilization of bio-char, the influence of nitrogen deposition and the improvement measures should be paid more attention as the focus of future research.

[Purpose/Significance] This article uses some projects'peer review results as an example to explore the effectiveness of peer review based on expert knowledge. [Method/Process] It uses data envelopment analysis to measure the R&D efficiency of the projects. The evaluation model is a CCR model modified by super-efficiency, and the efficiency index is used as a verification standard for the effectiveness of peer review results. The data source is 126 "948 projects" implemented by the State Forestry Administration, covering 13 input and output evaluation indicators. [Results/Conclusions] The experiment found that there was a moderate positive correlation between the project peer review results and the actual R&D efficiency (DEA super efficiency), and the Spearman correlation coefficient ρ=0.250 (Sig.<0.01). The percentages of type I errors and type II errors made by subjective review were 17.5% and 18.2%, respectively, and effective peer review decisions accounted for 64.3%. It is confirmed that there are certain systematic errors in peer review, but they are inevitable.

[Purpose/Significance] Driven by the trend of smart libraries, academic libraries' transformation has become the primary research topic of library development in the future. This paper aims to find what is involved in the transformation of academic libraries , and summarize the major problems and challenges emerged in the transformation and development of academic libraries, which can be taken as references for academic libraries to decide their development direction of transformation and seek breakthrough points in their transformation. [Method/Process] By using the literature analysis and visualization method, this paper performed co-occurrence analysis of the keywords of research on academic libraries' transformation to find what is involved in the transformation; by using case analysis method to analyze the practice of the Library of Zhejiang University City College, it can summarize the problems and challenges in the transformation. [Results/Conclusions] Academic libraries have used modern technologies and means in their efforts to reform and realize transformation in different aspects and fileds, like innovation of services, improvement of librarians' professional literacy, reasonable layout of library space, and reform of the organizational structure, but there are still some problems in the process of transformation: the service is too dependent on technologies and the insufficient technical management making it hard to carry out library services; it is hard to measure the professional literacy of librarians, and decide whether librarians can meet the requirements of library transformation; insufficient space and funding makes a library unable to provide more space for creative activities; at last, the imperfection of institution system may lead to the stagnation of library work.
