[Purpose/Significance] At present, the world is in an information age, and the development of agricultural information has become an important development direction of modern agriculture. Therefore, it is necessary to explore how a new generation of information technologies promotes the development of agricultural informatization. [Method/Process] This paper summarizes the current situation of the applications of the new generation of information technologies in the agricultural field, analyzes the path of the technologies to promote the development of agricultural informatization, and puts forward the strategy of the innovation and integrated applications of the technologies. [Results/Conclusions] The paper proposes to supplement the shortcomings of agricultural informatization and modernization through the innovation of a new generation of information technologies, helps the "village revitalization strategy", and realizes and accelerates the "synchronization of the four modernizations and integrated development". Promoting the applications of information technologies in agriculture must rely on technological innovation, model innovation, mechanism innovation and policy innovation.

Comparative Research of Patent Citations of Patent Applicants and Patent Examiners:A Case Study in the Field of 5G Communication Technologies | Open Access

[Purpose/Significance] The research and application of patent citation data analysis are very extensive, which has important significance to understand the industry evolution and find opportunities for emerging technologies. The research is based on an in-depth understanding of factors such as citation motivation and actual function. [Method/Process] From the subject research perspective, this paper used the highly cited patents in the 5G communication engineering from the patent database (Derwent Innovations Index, DII), as the object, and downloaded the patent datasets of the citations of the patent examiners and the patent applicants. We revealed the attribute characteristics of two types of citations and the hidden value through the comparative analysis of the different citation datasets and observed the certain similarities and differences in two types of citations datasets in the publishing time, quotation of references, and the concentration field of technologies through social network analysis. [Results/Conclusions] The empirical conclusion shows that the examiner dataset tends to cite mature patents published earlier, and the examiner dataset has a higher concentration in both citation type and IPC. The analysis shows that most patents in the 5G field tend to apply the international applications, and the United States, China, and Europe are the important areas for the deployment of 5G technologies. The patentees or institutions of the applicant dataset are mostly small and medium-sized companies or research institutes engaged in the communication industry, while the citation examiners are relatively concentrated in large, established multinational communication equipment companies. Besides, examiners are more likely to refer to patents with a higher number of partners. In terms of the patent technology content, the applicant citations focus on the research and development of communication equipment and devices, as well as the research of communication protocols and technical methods, while the examiner citations focus on the technical research of communication methods and transmission.

[Purpose/Significance] The purpose of this study is to analyze topographic mapping industry's policies of seven main areas of China and to recognize the development obstacles. [Method/Process] Methods of textual analysis were employed to quantify and study the policies from seven dimensions such as attention to the whole industry, basic infrastructure and industry supervision. [Results/Conclusions] Based on the analysis of keywords, we draw the conclusion: 1) the policy attention and policy effect differ greatly because of resource distribution, economic foundation, technologies and talented people; 2) The eastern areas take a significant advantage over the western areas in both policy attention and policy effect. Based on the findings, a set of strategic suggestions are proposed for the government: management system, market system, basic infrastructure, human resources training, and achievements management for the industry's healthy development.

[Purpose/Significance] In the era of knowledge economy, knowledge has become an important social resource. Effective knowledge transfer will promote the exchange and sharing of knowledge, and play an irreplaceable role in improving organizational knowledge applications and innovation capabilities. Research in the field of knowledge transfer has produced rich results. However, the research review of knowledge transfer from various perspectives in China needs to be improved. [Method/Process] This paper selects CiteSpace software and adopts the bibliometric method to present visualization analysis of 2,854 journal papers related to knowledge transfer from core journals, CSSCI, and CSCD in the CNKI database. The analysis includes the core authors, academic institutions, and keyword data of the sample literature, and draws a keyword knowledge map that reflects the dynamics of the research topics. [Results/Conclusions] Through the analysis of the emergent time series, co-occurrence and clustering maps, and timeline maps, the research constructs a knowledge transfer research system from four aspects: research object, principle analysis, process path and research method, and predicts the future research directions of knowledge transfer from the perspective of enterprises, libraries and innovation: enterprise knowledge transfer research will focus on emerging companies; library knowledge transfer research will gradually increase the intermediary effect; innovation knowledge transfer will introduce topics related to knowledge, technology, and information transfer to achieve interdisciplinary research and innovation.

[Purpose/Significance] The process of the user using the information search systems to complete the exploratory search task is also the process of constantly calling for the help feature. This paper aims to find the close relationship between the exploratory search and the help feature. [Method/Process] Based on the information search behavior model supporting exploratory search, this paper applies the literature review method to collect and analyze the research findings of the help feature of the information search systems. [Results/Conclusions] A knowledge system will be summarized about the general help feature of the information search systems and about the help feature of the information search systems for supporting exploratory search that supports surveying, chaining, filtering, browsing and differentiating, and some relative design principles will also be put forward.

[Purpose/Significance] With Guizhou industrial innovation and technology literature service platform as a case, this paper studies its experience and problems in the process of construction and service, so as to provide reference for less developed areas to build scientific and technological information platform and explore the service mode.[Method/Process] Based on the case study, this paper comprehensively sorts out the data and materials related to the number of users, visits and downloads of the platform since the operation of the "three-level" service system in Guizhou Province, and conducts in-depth research to summarize the experience of the platform construction and the problems existing in the information service.[Results/Conclusions] In view of the existing problems, combined with the development characteristics of the scientific and technological information service platform in less developed areas under the current new era background, the paper proposes that the convenience of user experience should be taken into consideration for the platform construction, the service scope should be integrated with the development strategic planning of local key industries, and maintenance should strengthen the construction of the operation and the promotion system and the system safeguarding, so as to promote the innovative mode of scientific and technological information service and make new breakthroughs for the reference for decision makers.

[Purpose/Significance] The government work report mentioned nationwide reading for six consecutive years, and reading promotion has been carried out in the whole society. As an important place to carry out the national reading programs, in the context of the rapid development of modern technologies, colleges and universities are in urgent need of innovative practice of reading promotion to adapt to the development of the times, so as to provide useful reference for the research and practice of accurate promotion of reading.[Method/Process] Based on the social network analysis technology, this paper downloads the book loan data of undergraduates from China Pharmaceutical University from Huiwen system, calculates the distribution status of the network with UCINET, and explores the potential reading interest groups of undergraduates in social sciences.[Results/Conclusions] The application of the social network analysis technology to the analysis of undergraduate reading data discovers a reading group with undergraduate interest as the core. On this basis, this paper puts forward the promotion strategy of accurate reading, proposes the establishment of the complex network theory to mine the potential reading team model, and studies the internal dynamic mechanism of undergraduate reading teams.

[Purpose/Significance] Under the background of "mass entrepreneurship and innovation", the higher vocational colleges need to reallocate resources, be guided by improving students' innovative literacy, abandon the disadvantages of traditional information literacy education and expand the connotation and extension of traditional information literacy from "information literacy" to "innovation literacy". [Method/Process] Based on the analysis of the concept and connotation of innovation literacy and the related research status at home and abroad, the paper constructs the evaluation index system of innovation literacy in higher vocational colleges, designs the questionnaire and takes Guangdong Industry Polytechnic as the research object, analyzing the current situation of innovation literacy of vocational college students. [Results/Conclusions] In view of the existing problems, this paper puts forward the corresponding countermeasures, such as optimizing the training orientation, reshaping the educational concept, reforming the educational content and promoting the educational means.
