[Purpose/Significance] The aim of this study is to reveal the characteristics of our times of important words in the No. 1 Central Document, the first document issued by the Central Committee of the Communist Party of China every year. [Method/Process] Taking the People's Daily corpus processed by manual word segmentation as the research object, the frequency of several important words in the No.1 Central Document of 2020 which have appeared in People's Daily corpus in January since 2015 is calculated. From a diachronic perspective, this paper compares the changes of word frequency in People's Daily in different periods and analyzes the reasons. [Results/Conclusions] First, words about macro top-level decision making policies and common social phenomena are found to have higher frequency in People's Daily corpus. Second, words related to three rural issues, i.e. agriculture, rural area and farmers, do not have higher frequency, especially those related to specific jobs. Finally, it is feasible to use People's Daily corpus as a basis to conduct the diachronic analysis of word frequency of policy making documents.

[Purpose/Significance] E-commerce platforms take critical part in the promotion of the sale of agricultural products in poor areas and achieve poverty alleviation goals. It is essential to identify the characteristics and influences of the marketing information in the platforms and will provide a realistic reference for the establishment of sustainable targeted poverty alleviation. [Method/Process] Based on qualitative data collected from three typical WeChat e-commerce platforms, characteristics of marketing information have been concluded. Besides on the basis of constructing the experimental design and the interview to college students, the influence and sustainability of different approaches has been discussed. [Results/Conclusions] There are at least six marketing approaches, including promotion marketing, health marketing, star marketing, direct marketing, news marketing and emotional marketing. As for college students, the effects of different marketing methods vary greatly, and emotional marketing may lead to the deviation of poverty alleviation discourse, and there is a risk of trust crisis of poverty alleviation and rural assistance if emotional marketing is abused.

[Purpose/Significance] This paper's objective is to understand hot spots and trends of Chinese researchers' studies on research policies. [Methods/Process] A scientometric method was used to analyze the literature of scientific research policy, We revealled the research hot spots and trends of Chinese research policy studies by using word frequency statistics and keywords cluster analysis.[Results/Conclusions] The results show seven hot spots: preferential policies for scientific research taxation, incentive policy for scientific research, research results transformation policy, research funding management policy, research data management policy, research reform policy and research talent policy aspect. Four topics will draw more Chinese researchers' attention: Chinese research data privacy protection policy, evaluation of policies on transforming scientific achivements, policies on scientific research innovation in colleges and universities, and the policy for the integrity of scientific research.

[Purpose/Significance] Academic papers are the important strategic resources for the development of scientific and technological innovation. They are also the primary data that reflect the research trends of one subject, which provide the valuable methodological and innovative basis for the follow-up researchers. Recently, the knowledge organization of academic papers still lack of the fine-grained knowledge, which hinders the upgrading of scientific and technological information services to computerization and precision. [Method/Process] Firstly, this paper provides a framework of analyzing the semantic of article content: the "research topics" and "key technologies" are extracted from papers by using a semi-automatic model. Secondly, a multi-level clustering method for phrases are designed. The synonymous phrases are merged by clustering in the horizontal direction, and the hierarchical relations are built by clustering in the vertical direction. Finally, the experiments are carried out by using the massive abstracts from the core journals in the discipline of geographic information science. Based on the bibliometric analysis, we analyzed the top N of "research topics" and "key technologies", and their development trajectories over time. [Results/Conclusions] The proposed method can provide technologies and datasets for the intelligent service of the scientific and technological information.

[Purpose/Significance] Clarify the research status of cross-integration research of information science and communication under the background of artificial intelligence and big data, and explore new research directions of collaborative development. [Method/Process] Through the systematic sorting, summarization and analysis of the cross-related literature of the disciplines of information science and communication, the paper analyzes the cross-research topics of theoretical research and practical application, as well as their respective research characteristics and focuses. Combined with artificial intelligence, big data research methods and research hotpots, the new research directions and future development trends in the intersection process of information science and communication are expounded. [Results/Conclusions] In the context of artificial intelligence and big data, the intersection of information science and communication science is mainly based on information and society, which is reflected in the intersection of research objects, the intersection of research methods, and the intersection of application fields. [Purpose/Significance] With the application of new technology, smart agriculture is the inevitable choice which can promote the development of agriculture. But there are some questions which cannot be solved such as weak technology foundation, food quality and safety, and information asymmetry. In order to prompt and improve the development of intellectual agriculture, we combine blockchain with smart agriculture. [Method/Process] Through the analysis of the characteristics and content of blockchain, the paper first demonstrates that blockchain can complement and improve the key technologies of smart agriculture and help to establish the safe, transparent, efficient and reciprocity development model. Then this paper analyzes the necessity of the integrated development of blockchain and smart agriculture. [Results/Conclusions] Based on the framework of blockchain and combined with the characteristics of smart agriculture, the paper designs the blockchain framework of smart agriculture, and the application fields based on blockchain are discussed. As a result, the feasibility of the integrated development of blockchain and smart agriculture is demonstrated.

[Purpose/Significance] The aim is to analyze the current situation of open access (OA) resources construction in Heilongjiang university libraries, so as to understand the overall level of OA resources construction in the region, find out the existing problems in OA resources construction and put forward targeted suggestions and countermeasures. In order to provide reference for promoting the construction process of OA resources in university libraries in the region. [Method/Process] This paper uses website survey and questionnaire survey to investigate the current situation of the utilization of OA resources by university libraries in Heilongjiang Province. [Results/Conclusions] The survey found that OA is less popular in university libraries in Heilongjiang Province. And the names of the list of websites where OA is located are not uniform. Some libraries have less open access to content; The understanding and utilization of OA among college students in Heilongjiang province are not optimistic. In view of the above problems, this paper also puts forward corresponding solutions, such as increasing publicity and promotion of OA, introducing rich OA resources, improving the academic status of OA journals, and cooperating with universities in the province to build and share OA platforms.

[Purpose/Significance] Brand service construction is the only way for the development of modern libraries. The development of public library programming services brand oriented to social problems is conducive to more accurately grasping the needs of users and improving the social responsibility of public libraries. [Method/Process] This article uses content analysis to investigate 146 brand services for the websites of 31 provincial public libraries in China, and analyzes the types of social issues, practice objects, and carrier forms of the above brand services. [Results/Conclusions] Promoting development of programming service brand oriented to social problems, we suggest to strengthen the organic combination of social responsibility and service brand practice; attach importance to the long-term maintenance and management for the brand; maximize the resource advantages based on library characteristics.

[Purpose/Significance] Learning Commons is an integral part of the library. The analysis, research and summary of the design and layout of learning commons can provide some reference for the construction of learning commons in other universities. [Method/Process] Taking Taizhou Polytechinc College as the research object, this paper introduces the design concept, goal and practice of learning commons, and puts forward some thoughts based on the problems existing in the practice process and the future development. [Results/Conclusions] To learn the design and layout of learning commons, we need to deepen cooperation and achieve win-win cooperation; combined with user portraits, provide accurate service; highlight cultural connotation and emphasize aesthetic value; build multiple spaces and establish green concepts; construct virtual spaces and promote dynamic learning.
