In order to improve the level of precision service, the article uses bibliometrics and inductive method to analyze the output organization and content of domestic precision service related papers, summarizes the research status from three aspects: research theme, research method and technology application. It summarizes the four characteristics and development trends of the existing research, and finally puts forward three perspectives on strengthening theoretical and practical research, focusing on method collaborative innovation, and focusing on small data research in big data environment.

The foundation of cloud computing is virtualization, the integration and management of heterogeneous virtual resources has a great impact on cloud computing performance improvement. In this paper, the underlying foundation of virtual resources is studied. Designing common message types and data structures between different virtual resources based on mainstream virtualization products to realize integration and communication between heterogeneous virtual resources, and implementing heterogeneous virtual resource management tools for functional requirements of virtual resource management. Then it solves the communication and management problems of heterogeneous virtual resources.

In order to further explore the collaborative innovation of science and technology of the Beijing-Tianjin-Hebei, the bibliometrics, the Mann-Kendall trend test and the important point method are respectively used to study the cooperative characteristic of the Beijing-Tianjin-Hebei, including the number, density, influence and cooperation mode of the cooperative papers, based on the Beijing-Tianjin-Hebei cooperation paper data during 1979-2018 at the Web of Science information platform. The research results show that the Beijing-Tianjin-Hebei cooperation papers are mainly based on Beijing-Tianjin and Tianjin-Hebei from the perspective of the number of cooperative papers, showing significant polarization and stage characteristics. From the perspective of the density of cooperation papers, cooperative papers of Beijing are an important way of Tianjin and Hebei to publish papers, but publishing papers in cooperation with Tianjin and Hebei is only a very small part of Beijing. From the perspective of the impact of cooperative papers, the number of cited papers and impact factors of Beijing-Tianjin cooperation papers are higher than Beijing-Hebei and Tianjin-Hebei cooperation papers. From the perspective of cooperative papers, Beijing and Tianjin has a higher proportion of first author in cooperation papers than Hebei. According to the research results, the following conclusions can be drawn: the Beijing-Tianjin-Hebei science and technology collaborative innovation has achieved certain results, but it is still necessary to optimize the Beijing-Tianjin-Hebei science and technology collaborative innovation network. The full play is given to the driving role of Beijing and Tianjin in the development of science and technology innovation. The core competition force of Hebei in scientific and technological collaborative innovation should be gradually enhanced.

[purpose/significance] The coordinated development of Beijing, Tianjin and Hebei is a major strategic decision made by the Party Central Committee. And scientific research cooperation is an important aspect of it. [Method/process]This paper based on CNKI, searches the number of co-authored papers published by 26 universities in Beijing-Tianjin-Hebei region in 2008-2017 cooperation network maps, in order to explore the situation and evolution of scientific research cooperation network in Beijing, Tianjin and Hebei. [Result/Conclusion] The research findings show that the strong scientific research capability of universities is the basis for the formation of scientific research cooperation. Tsinghua University, Peking University, Renmin University of China, Beijing Normal University, Beijing University of Science and Technology, Beijing University of Aeronautics and Astronautics and Beijing Jiaotong University are at the core of the research cooperation network. The characteristics of geographical aggregation are the main factors affecting the strength of scientific research cooperation. Different kinds of universities belong to different block models, occupy different positions and roles, and have different structural functions. After ten years' development, the scientific research cooperation of universities in Beijing-Tianjin-Hebei region has formed a dynamic and evolution network.

[Purpose/Significance] By participating in the establishment and improvement of the government public opinion information service system, the library can give full play to its own advantages, provide information support for government departments to make decisions, help improve the work efficiency of government departments, improve the ability of government departments to deal with practical problems, and jointly guide a good network atmosphere and social atmosphere with the government. [Method/Process] According to the characteristics of direct, interactive, rich, sudden and deviant dissemination of public opinion information in the new media era, the network platform is used to convey public opinion, and information technology is used to provide technical support for the library to monitor network public opinion. [Result/Conclusion] Under the new media era, the public opinion information service of our country's library government can adopt the public opinion service mode of software and hardware construction, multi-library co-construction and sharing, and public opinion pushing. Through the retrieval area and retrieval strategy, the information collection strategy can be formulated, and the public opinion analysis can be carried out in five aspects: information source monitoring, transmission quantity statistics, transmission range monitoring, development trend analysis, and emotional attitude analysis.

Under the new era, the competition of economic development is the competition of talents, who has the resources of talents, masters the core strength of competition, and the development of talents relies heavily on the formulation of talent policy. This article takes the talent policy promulgated in Sichuan Province during 2009-2018 as the research sample and deeply studies the talent policy from four dimensions, the number of policy texts, the promulgation agency, the policy type and the policy keywords. The study found that the talent policies formulated in Sichuan Province have such characteristics that the development of high-end talents are emphasized, but the method of talents introduction are relatively simple; the types of policies are various, but not balanced; the talent policy planning is perfect, but the characteristics of implementation are insufficient. Finally, in view of the above characteristics and problems, some countermeasures and suggestions for strengthening the formulation of talent policy in Sichuan Province are put forward.

[Purpose/significance]The paper sorts out the overall activities of science popularization reading promotion in order to provide thoughts and solutions. [Method/process]The paper uses statistics method and case study, taking the collected cases as research sample, analyses the status quo and characteristics based on activities' content, subject and object, and further studies on future main development point based on typical cases.[Result/conclusion] Popular science reading and promotion activities are diverse in the main body, and the participation of social forces is high; the types of activities are rich and varied but not focused; the content of activities is mainly based on bibliographic recommendation and digital reading; clearly distinctive on activity objects. The paper proposes that the public library takes the popular science books and reading materials as the core and purpose, and takes the development path of "inducing reading interest, focusing on the dissemination and popularization of scientific knowledge, and branding continuous promotion activities".
