Abstract: Public cultural service is the needs of The Times. University library for university teachers and students in the process of service, to change the idea, establish public cultural service concept, consciously into public cultural service system, the initiative to assume for the whole society to provide service of responsibility, for realizing the social public democracy, equality, justice to contact and acquire literature information resources contribution strength.
