Abstract: The user want to participate in the activities of the public library evaluation. Based on the time background of the mass line education practice activities as an opportunity, reconsidering the constructing subject of public library assessment index system, mainly from two aspects of research, on the one hand is that the assessment subject is having been change, on the other hand is that the current assessment index system of the public library doesn’t apply to use for the user directly. It’s necessary and inevitability to reconsidering the constructing subject. At the same time, it’s the fundamental guarantee to make users participating in the evaluation work truly.
