Research on the Innovation of Governance Capacity for Public Library Based on the Connotation of Institution

Abstract: Innovative development is the eternal theme of library career, and trustee council is the distinctive mark of the modernization of public library governance capacity, which contains a profound connotation of institution in the constructing progress. The dilemma of institutional innovation was represented in the following areas: the legal person system existed in name only, the supply of legal system was insufficient, and the bureaucratic system was deep-seated. The practical ways to the modernization of public library governance capacity in the institution logic included the following four aspects: clearing the powers and responsibilities of the main body, collating and stipulating the governance boundary; improving the distribution of interests and reshaping the governance pattern; sounding the monitoring mechanism and standardizing the governance behavior; promoting the information disclosure mechanism and making the governance process transparent.
