Abstract: As an important part of the China association for science and technology, Xingjiang association for science and technology in Xingjiang science and technology development and play an important role in the construction of social economy, and made an outstanding contribution. Society still exist and development of the work, of course, the overall level is not high, uneven development, problems such as lacking the ability to learn to self development. To this end, in October 2012, association for science and technology in xinjiang launch decision-making consultation project \"how to better play its leading role in building an innovative xinjiang\".
