Abstract: The activity of reading in the library is the best way to develop and improve the scientific and cultural level of the whole nation. As a spiritual civilization wealth of the social public cultural facilities, the library should give full play to their functions. It is realized that active reading activities and efforts to create effective activity patterns, especially the lifting of study upsurge in the whole society play an irreplaceable role in the construction of spiritual civilization.
