Abstract: As public cultural facilities, libraries should adhere to provide detailed intimate human services for vulnerable groups, making full use of their space, personnel, and resources and adhere to the principle of openness. Libraries should actively help vulnerable groups to combat social exclusion and guide them into the libraries. By conducting free skills training, hot topic seminars, public services and other activities, libraries can not only improve information quality and ability of vulnerable groups, but also enhance the personal cultural quality and accomplishment continuously.
