Abstract: This paper is based on game analysis of the three parties in agriculture information service per unit. Analysis is conducted in agriculture-related government,per unit and agriculture-related companies when the number of per unit is larger or equal to 2. Result shows that the change of number of per unit causes the change of game equilibrium while investment to companies from per unit changes the scale of companies’ investment. As a result,the policy in the county government is diverted from the one in per unit government. The result explains the “last kilometer problem” in agriculture information service,that is local protectionism.
