Abstract: On the basis of investigating ARLICON from the aspects of development, organization, management and characteristic service, the paper analyzes its distinctive and effective service in the construction of the Russian periodical bibliographic database, interlibrary loan/literature transfer, electronic library, and librarian training, etc., combined with the development of regional library consortia in China. We put some insights on safeguard mechanism, development plan, open concept, replicable unified model, etc.
