Abstract: There is a mutual influence and two-way interaction between the public lecture and the construction of library system in public libraries. This paper briefly introduced the development status of public library, and explored the problems and their origin in the development of public lecture from the perspective of system construction, and expounded the innovative ideas for the construction of public lecture system in public libraries from system construction, formulation of specific measures and the implementation of rules and regulations, and finally put forward the system and law coordination problem in the construction of public lecture system.
