Abstract: There are still many people and many rural areas living in poverty now. Poverty is characterized by not only economic poverty, but by the trait of cultural poverty. Raising people's cultural quality is one of the important link for their poverty alleviation. Public library is a new cultural force depending on the public cultural facilities and cultural resource to involve in the targeted poverty alleviation, which can make rural areas get rid of poverty in economy and culture more quickly.
